1. POSITION VACANT: Technical Consultant Serving as WASH in Institutions (Schools, Anganwadi), International Development Agency, Raipur, Chhattisgarh


Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Purpose of Assignment:

The purpose of this assignment is to hire the services of a technical assistance for strengthening of the effective Water, Sanitation and & Hygiene (WASH) in Institutions (Schools, Anganwadis), for support to the respective departments, viz. Schools Education Department, Govt. of Chhattisgarh, Women & Child Development Department, Govt. of Chhattisgarh and some allied departments, Govt. agencies like Tribal, Rural and Panchayat Raj, Higher Education, SCERT, State Rural Livelihood Mission (SLRM, etc. The key objective of the client support is to support the key policies, guideline, projects through planning, implementation, monitoring of the progress regarding WASH in these institutions.

For School Education Department, Swachh Bharat Swachh Vidyalaya Programme (under Samgara Shiksha Abhiyan), Swachh Vidyalaya Puraskar, Menstrual Hygiene Management, are some of the key programmes, needs to be facilitated for improved performance of schools in the state. Women and Child Development Department also endeavour for creating the Anganwadi Centers (AWCs). The development of the need based operational manual for strengthening WASH in institutions (equitable and gender inclusive), would be critical.

There has been need expressed from the departments for this position due to the critical gaps in this sector.

This position would also support in building convergence of inter and intra departmental WASH related programs (Rural and Panchayati Raj, Tribal Development, Education, WCD, Higher Education) approaches/ strategies related to WASH, facilitating districts on improving institutional sanitation in ODF villages for its sustainability and specific water quality intervention in mitigating fluorosis in the Baster block of Swabhimaan multisector program. The WASH activities to be taken in School and Anganwadi would have impact on improving the nutritional status of school children, to be more specific adolescent girls.

The discussion and social audit of school WASH infrastructure including MHM in schools involving parents, teachers, school management committee members will bring up issues around MHM, taboos and superstition around menstruation.


Reporting to Mission Director, Sarv Siksha Abhiyaan, the Technical Consultant-WASH (TC-WASH), shall be responsible for providing technical assistance for strengthening of the effective Water, Sanitation and Hygiene (WASH) in Institutions (Schools, Anganwadi). S/he shall support the key policies, guideline, projects through planning, implementation, monitoring of the progress regarding WASH in these institutions.

Key Job Responsibilities:
(1) Situational analysis of WASH in schools, Anganwadi prepared based on the latest departmental and secondary information, including field context;
(2) Contextualize operation and management manual for inclusive child friendly WASH in schools and Anganwadi;
(3) Strengthen School Sanitation and Health Club/ School Sanitation Committees in schools in collaboration with IDA partner and District Education department;
(4) Prepare status report and finding gaps of MHM intervention for empowering adolescent girls to take their own decision, sustainability of MHM involving men (boys-peer, father / brother, teacher, members of school management committee), ensuring the vending machines, incinerator works and supply side is met considering the demand;
(5) Support in developing State strategy / guidelines for WASH in Anganwadi in consultation with W&CD;
(6) Support in improvement in Swachh Vidhyalaya Puruskar (SVP) ranking for proportion of schools (V & IV Star) over previous year 2017-18;
(7) Technical support to IDA’s partner in developing WASH in schools and WASH in Anganwadi improvement plan (costed)– at least five sample plan in each of five district where IDA partner is working;
(8) Technical support to W&CD department in improving service provision for MHM provisions, develop an inter-department state road-map for W&CD for MHM roll out;
(9) Inclusion of WASH in Swabhimaan, multisector program in Baster block;
(10) Facilitate special day observations on WASH at schools/ AWC (Global Handwashing Day, World Toilet Day/ sensitization activities/ competition in republic day, Independence Day, Gandhi Jayanti, World Environment Day, etc.);
(11) Support in bringing effective convergence among the concern departments for effective WASH in Schools, AWC (SBSV, SBM-G, DWCD, RKSK program of National Health Mission, National Nutrition Mission);
(12) Coordinate and support to the IDA partner for effective implementing WASH in institution (Schools in 5 districts, AWCs in 2 districts, MHM in 3 districts) and lesioning with department on this at state and district level.


(1) Applicants must have a Master’s degree OR Post-Graduation degree in either Social Science, Engineering, Environmental science, Statistics, Rural Development/ management, Economics, Management;
(2) Additional qualification of mass communication will be an advantage.

(1) At least five years of progressive experience of working in Rural Sanitation sector (community approaches desirable) in a Government/Semi-Gov. or reputed NGO in the social development sector;
(2) Good understanding of data management skills (excel);
(3) Able to work on large complex qualitative and quantitative data.

Skills and Competencies:
(1) Good experience of doing capacity development of teachers, Anganwadi workers, district officials etc. Undertaken training with diverse stakeholders related to hygiene and sanitation;
(2) Experience of participatory approaches and Focus Group Discussion in a community and within a group of teachers and Anganwadi workers. Awareness on Community Action for Total Sanitation (CATS) trainings will be an advantage;
(3) Teaching skills would be helpful along with good documentation skills; able to write case studies and human interest stories;
(4) Interpersonal, coordination, networking and team working skills; able to hold convincing dialogue with senior officials;
(5) Good oral and written command over Hindi and English, and knowledge of local language Hindi/Chhattisgarhi (preferable);
(6) Complete understanding of MS Office computer applications and use of Internet. Good knowledge of computer applications software - MS Word, MS Excel, MS PowerPoint, Internet; knowledge of statistical packages will be additional advantage;
(7) Previous experience of working with bilateral, international or any other UN organisation will be of added value.


The TC-WASH shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


Professional fees of the selected candidate shall be Rs. 90,000 per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the TC-WASH).
