1. POSITION VACANT: State Child Health Consultant, International Development Agency, DHS Raipur, Chhattisgarh


Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.
Project Background:

The IMR of the state which stood at 79 per 1000 live births in 2000, dropped to 39 by 2016 (SRS) with wide variation in Urban (31) and rural (41). At the present rate of decline, the state will not be able to reach the required target of 31 per 1000 live births by 2020. Experts point out that the earlier achievements have been the result of ‘plucking the low hanging fruits’ primarily attributed to improved levels of exclusive breast-feeding reaching 77.2 percent (NFHS IV). There is no significant improvement in other child survival interventions. Neonatal mortality stands at 35 percent (AHS 2011-12) which has further comedown to 27 (SRS 2015).  Based on the facts highlighted in LANCET regarding the continuum of care maternal health has a direct correlation to the IMR.
In order to further accelerate the decline in maternal and child mortality and galvanize unified efforts of all stakeholders a 'Call to Action: For Every Child in India’ strategy has been adopted country wide and UN agency is the lead partner in Chhattisgarh. In order to enhance technical assistance at aspirational districts and make provision for coordinated planning and monitoring at state and district level, it was decided to extend techno-managerial support for better planning and implementation of child health program.

To provide technical support for operationalization of SNCU, NBSU, NBCC, FRUs/24x7 PHCs and sub-centres with the state and district RCH Officers, Monitoring of quality of services provided through health facilities as above and Continuous improvement in quality of services in identified districts through analysis-action-analysis cycle approach under RMNCH+A strategy.


Reporting to Deputy Director, Child Health at Directorate of Health Services, Raipur,
the State Child Health Consultant-(SCHC), will support in planning, monitoring, supportive supervision, compilation, analysis and feedback regarding implementation of Village Health and Nutrition Days in aspirational districts of Chhattisgarh.

Key Deliverables:
(1) Establishing the Quarterly review and feedback mechanism for SNCU to ensure SNCU data to be used for action;
(2) Strengthening the roll out of Kangaroo Mother Care across districts;
(3) Supporting to state in drafting the policies and strategize the activities for
(a) Addressing mortality in SNCUs with focus on Increasing female admissions in SNCU;
(b) Ensuring the follow up of SNCU graduates in community as well as Institutions;
(c) Reducing Under Five Mortality with focus on increasing uptake of ORS;
(d) Decreasing the gap between Institutional deliveries and Early Initiation of Breast feeding.
(4) Monitoring the roll out of CG NAP across districts;
(5) Strengthening Quality of Care in SNCUs through Microbial Surveillance;
(6) Reviewing the child deaths for evidence based action;
(7) Technical support to state for strengthening Facility Based New-born Care in state through SNCUs, NBSUs & NBCCs;
(8) Supporting to state in preparation of Child Health PIP.


Post-graduate degree preferably in Pediatrics / Community Medicine/ Public Health from a reputed institute.

(1) Minimum five years or more experience of working in child health program at State / National Level;
(2) Working with Govt. / International Agency is preferred;
(3) Experience at coordinating trainings in public health will be an asset.

Skills and Competencies:
(1) Ability to work in harmony with the Govt. and Non-Govt. staff and maintaining poise in difficult situations;
(2) Ability to make oral and written presentations on technical issues;
(3) Should have good writing skills; Reports writing experience preferred.


The SCHC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


Professional fees of the selected candidate for the period of the consultancy assignment shall be attractive. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SCHC).
