1. POSITIONS VACANT: Programme Officers (Seven Vacancies) for Transforming Aspirational Districts Programme, Transforming Rural India Foundation (TRIF), Jharkhand (Ranchi) and Chhattisgarh (Raipur)


Transform Rural India Foundation (TRIF) is a respected non-profit, conceptualized and promoted by the Tata Trusts in association with several, leading philanthropic agencies, working to bring about substantive improvements to key indicators of rural life.

TRIF is coordinating and helping implement a planned, time bound, multi-stakeholder effort, to enable national aspirations of the rural poor in India to live a life of dignity. The collaborative platform established by TRIF, seeks to converge geography and thematic sector overlays around prosperity, health and nutrition, education, safe drinking water, sanitation, and gender justice. The platform has successfully forged partnerships with state governments, corporates, civil society groups and thematic resource organisations, who are interested in transforming rural India.

“Transforming Aspirational Districts Programme (TADP),” is an ambitious effort launched by Government of India to transform the 115 most backward districts of India in a time-bound manner, in the areas of Health & Nutrition, Education, Agriculture & Water Resources, Financial Inclusion & Skill Development, and Basic Infrastructure.

The Ministry of Home Affairs (MHA) is the nodal ministry for coordinating this development intervention in the most challenged 35 Left-Wing Extremism (LWE) affected districts under the TADP. MHA has entered into partnership with Tata Trusts for providing programmatic and technical support, for facilitating implementation of TADP in identified LWE districts.

TRIF as a part of the Tata Trust ecosystem, is supporting MHA in implementing TADP for transforming 35 LWE affected districts in India. TRIF shall provide technical support to the Central Unit established by MHA to support state and district teams to function effectively, as well as also provide analytical inputs for identifying areas of concern and needed convergent action at the state levels.


Under the programme, State-level Cells are being planned for supporting districts in implementing TADP and will identify cross-cutting issues related to policy, implementation challenges and sectoral support. The State Cells will also act as secretariats for all convergence efforts among key departments contributing to the “composite index”, for the successful implementation of TADP.

The Programme Officers (POs) shall be positioned at the State-level Cell in the State Government (Jharkhand and Chhattisgarh) and support concerned districts in driving the TADP mandate. The role also entails active collaboration and engagement with TRIF and the Tata Trusts ecosystem. The POs shall work under the guidance of the Central Cell and will work with District Cells to solve their most difficult TADP related problems through the Aspirational District Fellows.


The POs shall anchor the initiative in the state, establishing and nurturing strong and credible partnerships with stakeholders, resulting in the building of a multi stakeholder eco-system. Their role shall include gathering and analyzing information, formulating and testing hypotheses and strategies, developing, implementing and communicating on LWE-TADP plans and outcomes. The POs shall lead assigned desks at the State Unit and support Aspirational District Fellows in discharging their envisaged role and responsibilities.

Key Roles and Responsibilities:

(1) Engaging with the State Government for both programmatic enrichment and progress tracking;
(2) Analysing progress data of districts through MIS studies and on-the-ground surveys and helping the districts fine-tune strategies;
(3) Developing a bank of projects developed from best practices. These projects can be taken up as innovative projects under the LWE-special district assistance;
(4) Implementing a digital (online) dashboard for tracking the programme;
(5) All other tasks/ functions necessary for the implementation of TADP.


Applicants must possess either a four-year Bachelors’ degree in a professional course, or a Post-Graduate degree in Management, or Social Science, or equivalent stream.

Candidates must have seven to 10 years of experience in project implementation, partnership building, communications and advocacy.

Skills and Competencies:
(1) Comfortable with significant Government interaction;
(2) Strong focus on managerial achievement and strong interest in and passion for coaching or mentoring others;
(3) Proficiency in digital communication and presentation;
(4) Ability to work effectively with people at all levels in the state, districts and villages;
(5) Exceptional analytical and quantitative problem-solving skills;
(6) Ability to work collaboratively in a team environment;
(7) Ability to communicate complex ideas effectively, both verbally and in writing, in English and the local language(s);
(8) Willingness to travel;
(9) Fluency in English and Hindi.


Gross annual remuneration budgeted for the position is attractive. Please note that offers shall be commensurate with the qualifications, experience and salary history of the selected candidate.
