1. POSITION(S) VACANT: Behaviour Change Communication Specialist (BCCS), PR&DD, International Development Agency, Bhopal, Madhya Pradesh

 

2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

Project Background:

IDA
is engaged in accelerating the efforts to achieve universal sanitation coverage and to put focus on safe sanitation, the Government of India launched the Swachh Bharat Mission on 2nd October 2014. The Ministry of Drinking Water and Sanitation (MDWS) with two Sub-Missions, the Swachh Bharat Mission (G) and the Swachh Bharat Mission (U), which aims to achieve Swachh Bharat by 2019, as a fitting tribute to the 150th Birth Anniversary of Mahatma Gandhi, which in rural areas shall mean improving the levels of cleanliness in rural areas through Solid and Liquid Waste Management activities and making Gram Panchayat Open Defecation Free (ODF), clean and sanitised.
 

The key objectives of SBM (G) include acceleration of sanitation coverage to eliminate open defecation, promoting overall cleanliness and adoption of hygiene practices. To achieve the SBM vision by 2019, the strategy is to motivate communities and Panchayat Raj Institutions to make Gram Panchayat Open Defecation Free (ODF) through CATS focusing on collective behaviour change. State Water and Sanitation Mission, Department of Panchayat and Rural Development, Government of Madhya Pradesh is the nodal agency for implementation and monitoring of Swachh Bharat Mission (G) in Madhya Pradesh.
 

Since integrating MHM in SBM-G/SSA is still a challenge in the state, the consultant will support P&RDD to develop, demonstrate and replicate MHM approaches in the state in convergence with SRLM and SSA.

 

IDA has supported state in scaling up CATS and all 51 districts have adapted CATS as principle strategy.  SBM (G) movement in towards 100% open defecation free State are gaining momentum with committed leadership, to further scale-up and institutionalize the CATS, DWA and ODF verification protocol in the state through intensive support on SBCC. State observed need of SBCC because the percentile of available toilet and its uses by the same is not complement each other and fulfil this gap technical support of SBCC consultant is required.
 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

BCCS shall be responsible for providing technical support to the Panchayats and Rural Development Department (P&RDD) for planning and implementation of IEC/BCC activities. Major focus will be communication planning, implementation, capacity building and monitoring effective communication interventions in support to ODFS and ODFQ. Swachh Bharat Mission (Gramin) aims at developing open defecation free communities as an immediate outcome of collective behaviour change.
 

The consultant will be engaged to mainstream SBCC activities and accountable to develop, design and roll out State SBCC Strategy and approaches through community convergent action and program synergy. Overall, the consultant will support P&RDD in design, development, roll out and quality assurance of all SBCC interventions as suggested by the revised SBM-G guidelines. Addressing strategic gender needs under SBM-G has drawn larger focus with dedicated guidelines on gender issues for inclusive ODFS and ODFQ.

Key Deliverables:

(A) Technical Assistance to PRD&D for scaling-up ODF S and ODF Q Swachh Bharat Mission:
(1) Technical support to Swachh Bharat Mission  for strengthening SBCC planning at each level State, District for ODF-Q and ODF-S with key components of SBCC by creating trained resource pool;
(2) Technical support for development of SBCC guidelines for engagement of Motivators for ODFS and ODFQ in all the districts of Madhya Pradesh;
(3) Capacity building of State Resource Group (SRG), District Resource Group (DRG) on application based SBCC intervention in  SBM for engagement of Swachhgrahi;
(4) Support to SBM in development and roll-out of comprehensive capacity building module for strengthening sanitation Cadre for ODF-S and ODF-Q on need based Quarterly trainings;
(5) Technical support to SBM for development of evidence based SBCC strategy and implementation plan.

(B)Technical Assistance to PR&DD SBM (G)  for Partnerships and Convergence for WASH promotion in scaling up SBCC with key departments, Sanitation at family, community and institution level:

(1)Technical support to Swachh Bharat Mission in fostering and strengthening partnership and system developed with Academic institutions/ CVO/ CSR for supporting ODF- Q and ODF- S to promote sustained WASH services;
(2) Technical support to WASH for development and promotion SBCC kit on ODF-S & ODF-Q align with SSA, WCD & NHM;
(3) Support menstrual hygiene management on SBCC interventions in select KGBVs and Govt. Girls hostels in at least 2 districts.

(C) Strengthening thematic campaign for Mass Mobilization, promoting ODF Q and ODF S and addressing key WASH behaviors:
(1) Development and designing of evidence based thematic social mobilization campaigns to promote key WASH behaviors addressing Hand washing with soap, MHM, Safe handling of child faces and use of toilet;
(2) Technical support for designing  yearlong campaign calendar  and  develop thematic AV capsule to observed special days and events;
(3) Development of thematic IEC package and mass media Audio/visual capsules promoting ODFQ & ODFS;
(4) Technical support to Swachh Bharat Mission in development and implementation plan for promotion of WASH behavior and operational guidelines for yearlong campaign.

(D)Strengthening SBCC Knowledge management and innovation:
(1) Engagement of social media for ODF sustainability through district and sanitation frontline workers Swachhgrahi;
(2) Documentation of human interest stories & development of advocacy tools for education and other departments;
(3) Technical support to Swachh Bharat Mission on at least 2 innovative approaches and strategy for promotion of key hygiene practices (layering HWWS and MHM in ODF campaigns);
(4) Technical support for development of need based communication tool and BCC training package integrated with State and district level motivators training.
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
University degree in Communication for Development, Mass Communication Environmental Sciences, Social Science, Sociology, Rural Development, Engineering or any other relevant field.

 

Experience:

(1) Minimum 10 years work experience in the field of development in which five years exclusively in Communication for development, preferably on Behaviours Change communication in WASH/Health, including experience of working on SBM(G)/NBA/TSC/NRDW at state level;
(2) Experience of working closely with governmental department and institutions;
(3) The incumbent having experience of working with Government in Madhya Pradesh would be given preference;
(4) Thorough understanding and working knowledge of the concepts and principles of the new Water and Sanitation Policy Reforms.

 

Skills and Competencies:

(1) Excellent communication skills in Hindi and English; ability to speak, read and write fluently in both languages;
(2) Good computer skills, at least of MS-Office application software (MS Word, Excel, Power Point) knowledge of electronic media will added advantage;
(3) Demonstrated competency of influencing higher level departments and offices.

5. ESTIMATED TRAVEL: Approximately eight days in a month for achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

The BCCS shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.
