1. POSITION VACANT: WASH in Schools Specialist, Rajya Shiksha Kendra (SSA), International Development Agency, Bhopal, Madhya Pradesh


2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:
 

Swachh Bharat Swachh Vidyalaya is the national campaign driving ‘Clean India: Clean Schools’ agenda. A key focus of the campaign is to ensure that every school in India has a set of functioning and well-maintained water, sanitation and hygiene facilities. In context of Right to education (RTE) act, child friendly WASH facilities have become integral part of child friendly school (CFS) frame work. This provides an opportunity to closely work with SSA/ Education section to include child friendly norms for WASH facilities in their design and in maintenance. The promotion of safe menstrual hygiene management practices among adolescent girls and specific provisions of WASH with integrated MHM facilities in the schools needs to be strengthened. Ministry of Human Resource Development has also recently issued guideline to ensure safe and protective environment in schools under school safety initiative. Regular systems and provisions for regular operation and maintenance for sustained WASH in schools is still a challenge and this needs consistent advocacy and technical support to education department.

IDA being a strategic partner of Education Department, GoMP (Rajya Shiksha Kendra – RSK), is supporting the state in scaling up IDA in schools across all the districts in the State. The major technical support in previous years contributed to capacity development, institutional strengthening, strengthening monitoring systems and fostering partnerships for IDA in schools. The mobilization of resources for operation and maintenance of IDA facilities in school is a major milestone in year 2018. IDA working with department in persistently support department in bringing up issues related to sustained operation and maintenance of the WASH facilities in schools and fostering the convergence between Education department, SBM-G and PHED for ensuring the sustained IDA.

 

As part of the TA plan 2019 and in agreement with the RSK, IDA will require the support of a Consultant for WASH in school strengthening in the State, especially establishing, implementing and monitoring of O&M Provision with making proper system in place for WASH facilities along with the SVP packages in all schools including MHM initiatives, as part of the adolescent agenda. In addition, the support would be crucial in piloting MHM in tribal / girls school hostels and further institutionalize as part of the national flagships and NSE support as envisaged in the WASH CP outcomes for2019. The support will be converted in to CIC from 2020 and will be stepped down strategically from 2022, once the SSA has internal capacity to take forward WASH in schools and MHM agenda.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The WASH in Schools Specialist, Rajya Shiksha Kendra (SSA), under the supervision of  Chief Engineer (Civil Section)/ Additional Mission Director shall be responsible for supporting Education Department (Rajya Shiksha Kendra) to scale-up of Swachh Bharat Swachh Vidyalaya package in rural schools of the State focusing on capacity building, institutional strengthening and strengthening monitoring systems for WASH in school (WinS) including operation and maintenance systems and MHM interventions.

Key Deliverables:

 

(A) Technical Assistance to RSK for scaling-up Swachh Bharat Swachh Vidyalaya:
(1) Technical support to Rajya Shiksha Kendra for Operationalization of Operation and Maintenance guidelines in all the districts of Madhya Pradesh;
(2) Technical support to Rajya Shiksha Kendra in development and implementation of contextualized WASH protocols and operational guidelines for schools;
(3) Technical support to RSK for development of evidence based proposals for funding for operation and maintenance;
(4) Coordinate with District Collectors, PRD, PHED, Education, SDMA& SBM (PRD)and other various departments for effective implementation of WASH in schools activity along with school safety plans. Including support to Education department for capacity building on school safety;
(5) Technical support in fostering and strengthening partnership with CSR/PSU for strengthening the resource base for sustained WASH services in schools;
(6) Technical support to RSK in inclusion of Menstrual Hygiene Management key components in RSK Annual Implementation plan;
(7) Technical support to WASH upgradation and MHM intervention with support of National Stock Exchange.

(B) Technical support for strengthening capacity building including integration of SBSV flagship capacity building plans:
(1) Support to RSK in development and roll-out of comprehensive capacity building for strengthening WASH in schools including integration of WinS module in regular trainings;
(2) Facilitate capacity building of master trainers, District resource groups in WinS ;
(3) Support development and roll-out of training plan with support of Master trainings and monitor the training progress;
(4) Support capacity building Education department training centres (DIETs) on WASH in schools protocols including operation and maintenances;
(5) Support capacity building of hostel wardens and key functionaries working with KGBVs and Govt. Girls hostels on menstrual hygiene management;
(6) Support planning and implementation of menstrual hygiene management interventions in select KGBVs and Govt. Girls hostels in at least 2 districts;
(7) State level support to integrate the MHM interventions in the WASH upgradation project supported by National Stock Exchange including capacity building of partners.

(C)
Technical assistance for WASH in school monitoring and benchmarking:
(1) Technical support to Rajya Shiksha Kendra for development, and roll-out of WASH monitoring system to track WASH O&M progress under State level monitoring and supervision framework;
(2) Technical support to strengthen Swachh Vidyalaya Puruskar campaign and support the benchmarking process;
(3) Support RSK, SBM-G and PHED in integration of WASH in school relevant component monitoring- support with include advocacy, capacity building, development of tools for assessment/monitoring and data analysis and reporting;
(4) Regular feedback to district based on data analysis from state level monitoring data, WASH benchmarking and SBM-G third party ODF validation for corrective measures;

(5) Develop monitoring system to ensure the effective utilization on WASH O&M funds and sustained O&M systems for WinS in all rural schools.

(D) Handholding and supportive supervision to select districts for WinS evidence-based planning and WASH improvement:
(1) Capacity building support to at least 5 districts on evidence based WASH in school planning (costed);
(2) Handholding support to at least five districts in development of district WASH in school costed plans, support for implementation and monitoring;
(3) Support development of comprehensive capacity building plan and support roll-out of capacity building plan aiming to ensure at least one school teacher in each schools skilled on SBSV;
(4) Identification and capacity building of District/ Block resource pool on WinS.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
University degree in Social Science, Sociology, Rural Development, Engineering or any other relevant field.


Experience:
(1) Minimum 10 years work experience in the field of development and five years exclusively in Water, Sanitation and Hygiene sector, preferably on WASH in schools and Institutions, including experience of working on SBM(G) /NBA /TSC /NRDWP /SSHE/ SBSV at State level;
(2) Experience of working closely with governmental department and institutions. The incumbent having experience of working with Government in Madhya Pradesh would be given preference.

 

Skills and Competencies:

(1) Understanding and working knowledge of the concepts and principles of the new Water and Sanitation Policy Reforms;
(2) Excellent communication skills in Hindi and English; ability to speak, read and write fluently in both languages;
(3) Demonstrated competency of influencing higher level departments and offices;
(4) Good computer skills, at least of MS-Office application software (MS Word, Excel, Power Point).

 

5. Estimated Travel: Approximately nine days in a month for achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The WASH in Schools Specialist, Rajya Shiksha Kendra (SSA) shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMUNERATION & PER DIEMS:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

 

(Notes:
