1. POSITION VACANT: C4D Consultant for Adolescent Programme and Prevention of Child Marriage (CC-APPCM), International Development Agency, Kolkata, West Bengal

2. ORGANIZATION BACKGROUND
:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:

Adolescents contribute 19 per cent of India’s population and it is becoming a distinct group over the last few decades with their specific needs, opportunities and challenges. Specific interventions for adolescents’ development have critical contribution to improve important social indicators. The Government introduced adolescent focus programmes and schemes such as Rashtriya Kishor Swasthya Karyakram (RKSK); Samagra Siksha Abhiyaan (SSA) which has major focus on gender equity in school system and vocationalisation of school education; and Kanyashree Prakalpa. Evidences indicate that young people in India are healthier and better educated than they were before and gender disparities in child mortality, school enrolment and educational attainment are showing positive trends. However, adolescents, particularly girls, continue to face discriminations and vulnerabilities. Many girls do not complete secondary school and they miss opportunities the preparation of livelihoods, few girls make the transition from school to productive employment and few adolescents make informed life choices and better chances for their empowerment.

Over the years, out of school children have reduced in West Bengal and more adolescents are enrolled in schools, especially girls. The drop out among muslim and tribal boys at the elementary level, are unique feature in West Bengal. However, the same cannot be said at the Secondary and Higher Secondary level. The Girls drop out are still high at the Secondary and Higher Secondary level. Completion of Secondary and Higher Secondary have been one of the strong contributing factors to prevent child marriage.

 

With adolescents and young people emerging at the centre of future development programming, there is a firm conviction that, if change has to happen rapidly and sustain itself, investment has to be made in building human capacity of adolescents and young people to make informed choices whether it relates to individuals, families or communities.

 

Against this background, Kolkata, Malda, South 24 Parganas, Howrah, East Burdwan, West Midnapur, Jalpaiguri, Purulia and Murshidabad are the districts where by focus will be on strengthening government schemes and programmes for adolescents and empower them as agents of change to access relevant information and services, monitoring the delivery of public services, expressing their views, engaging in civic affairs and take active part in their own survival, development, protection can influence decision makers. The support include a range of adolescent protection related issues and programmes in these districts, that are inter- sectoral in nature, for example early marriage, trafficking, sexual and other forms of violence against adolescents.

The key result areas are: (i) Reduction in child marriage through improvement in regular school attendance; (ii) Prevention of trafficking and violence among adolescents; (iii) Improvement in well-being of adolescents.


3. JOB DESCRIPTION/ RESPONSIBILITIES:

The C4D Consultant for Adolescent Programme and Prevention of Child Marriage (CC-APPCM) shall be responsible for providing technical support at the state and in select districts to strengthen the implementation of C4D led Outputs of Education and Child Protection Programmes. The incumbent shall also be responsible for providing technical support for the capacity development of government functionaries and CSOs in providing services meant for adolescents including enhanced demand for quality education to contribute to children and adolescent empowerment and prevention of child marriage.


Key Deliverables:

(1) Provide handholding support to district task force (DTF) in the implementation of  training package, adolescent participation tools and guidelines;
(2) Support mapping out training materials, identify gaps in it, adapt and produce standardized training package on behaviour change;
(3) Support development of capacity development package for district level resource pool/ district task force (DTF) on skills for promoting adolescent development, school attendance, completion of education and preventing child marriage, violence against children and trafficking;
(4) Capacity development of frontline workers and community structures (PRIs, CPCs, religious leaders, SHGs, community facilitators) on their role in prevention of child marriage/ trafficking in intervention districts;
(5) Provide technical support in development of the communication materials on child protection issues;
(6) Facilitate quarterly reporting on QPMS from partners;
(7) Provide technical inputs on development of new partnerships and support in finalizing the proposals;
(8) Support IPs and stakeholders in mapping of platforms, needs assessment for community participation regarding adolescent empowerment;
(9) SBCC capacity development of folk artists on child protection and educational issues;
(10) Support to strengthening SBCC component of Kanyashree Prakalpa at state and districts;
(11) Documentation of human interest stories, good practices and case studies, etc;
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
(1) Post Graduate Degree in Social Sciences/ Mass Communication/ Journalism;

Experience:
(1) Minimum five years of relevant experience in the areas of behaviour change communication/ preferably in areas of child protection/ adolescent empowerment;
(2) Experience in programme planning, management and monitoring will be an added advantage;

(3) Experience of working with Government departments and understanding of government systems will be an advantage;

(4) Prior work experience in UN agency and Communication for Development will be preferred;

 

Skills and Competencies:
(1) High level of writing/ editing and communication skills in English and good understanding of Bengali;
(2) Computer skills on MS Office;
 

5. ESTIMATED TRAVEL: Approximately 7-8 days in a month for achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The CC-APPCM shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

 

Notes:

(1) The above elements shall be a key input into the selection and negotiation process;
(2) Candidates are expected to have their own laptops and be internet connected and these items shall not be provided.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
