1. POSITION VACANT: Consultant Education (Planning and Monitoring), International Development Agency, Kolkata, West Bengal


Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.


The School Education Department, GoWB is implementing new integrated scheme ‘Samagra Siksha Abhiyaan’. This requires convergence with different offices under the Department at the State and District levels involving different set data of resources. This integrated scheme requires capacity building, planning and monitoring. It is a single Scheme for the School Education Sector from Classes I to XII- extension of interventions to senior secondary stage 1)Treat school education holistically as a continuum from Pre-school to Class 1; 2) Supporting states to initiate pre-primary education; 3) Inclusion of senior secondary levels and pre-school levels in support for School education for the first time.

Therefore there is a need for analysis of data, evidence based sectoral plans, to develop an integrated plan and monitoring system. In order to make a common platform, data repository poses a problem. The state government has been feeling the need to collect and collate data across fields, for effective planning, designing and monitoring strategies which can ensure targeted activities towards vulnerable youth from the SC, ST and minority communities. Such empirical planning can assist the government in achieving desired levels of success in the enhancement of quality of learning among the most vulnerable. In doing so, the government can strive to achieve convergence in planning and synergies in implementation across the reform programs and regular development works for a common goal.


The IDA with a mandate towards implementation of Samagra Siksha Abhiyaan, its contribution would be in-depth analysis of data, planning, capacity building and monitoring of planned results. School safety is another mandate of IDA which is well-integrated in the integrated scheme. As part of the new Country programme and RWP, IDA Kolkata desires to place the support of a consultant with the government who will extend services for coordinating the planning, implementation, monitoring and evaluation of the implementation of Samgra Siksha Abhiyaan, School Safety Programme. The Consultant will also be guided technically by IDA Education Specialist and outputs will be jointly reviewed by government partner and the IDA. The position is part of the approved RWP and TA plan.


The Consultant Education (Planning and Monitoring) (CEPM) shall be responsible for providing technical support to School Education Department for evidence based planning and monitoring in rolling out of Samagra Siksha Abhiyaan through capacity building, data analysis, development of guidelines, monitoring and documentation.


The CEPM will work closely with State Project Office of Samagra Shiksha Abhiyan (SSA), Department of School Education and facilitate data, collation, analysis, program planning, monitoring and reporting. The position will be responsible for providing technical support in facilitating the implementation of SSA in the areas of planning and monitoring.

Key Deliverables:

(1) Technical support to state and districts in strengthening the data systems of EMIS including coverage, quality and use of data;
(2) Coordinate and facilitate effective state/ districts planning, implementation and monitoring systems under Samagra Siksha Abhiyaan;
(3) Technical support in differential/ evidence based planning;
(4) Support states in integrating DRR and School Safety strategies in state education plan;
(5) Coordinate and facilitate effective state/ districts planning handhold districts in preparing annual plan SSA 2019-20;

(6) Monitoring and implementation of annual plan of action for secondary level of education;

(7) Extend support to School Education Department (State and Districts) for promotion of School Safety Program


(1) Masters’ in Economics, Social Science;

(1) At least 10 years of experience working with Government/ NGOs with an understating of School Education Department, issues in education, government systems, social sector schemes, programmes, procedure and planning process;
(2) Experience and understanding of educational issues and School Education Department;

(3) Experience of working with data, analysis, micro planning & planning process;

(4) Experience of developing guidelines, operational plan, development and review of plan;


Skills and Competencies:
(1) Basic knowledge and hands on experience of informatics;
(2) Competent grounding in the use of Computer software - primarily MS Office (especially Microsoft Excel);

5. ESTIMATED TRAVEL: Approximately four days in a month for achievement of the listed deliverables.




The CPM-EDU-WB shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.



Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.
