Consultant for Elimination of Parent to Child Transmission (EMTCT) of HIV

1. POSITION VACANT: Consultant for Elimination of Parent to Child Transmission (EMTCT) of HIV, International Development Agency, Kolkata, West Bengal


Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.


Dual elimination of HIV and Syphilis from mother to child transmission by 2020 is the mandate for Govt. of India and for globally, elimination of Pediatric HIV has also been a priority area for more than a decade. National AIDS Control Organization (NACO) has taken up the mission of achieving dual elimination in a phase and state wise manner. This consultancy is for West Bengal Health & Family Welfare Department, to support the state in accomplishing the goal and sustaining the success so far achieved.

In order to achieve the goal especially to eliminate pediatric HIV through ongoing PPTCT intervention, three process indicators need to be met consistently for two years i.e 95% of the estimated pregnant women should atleast undergo one ANC checkup during pregnancy, out of them 95% of them should be tested for HIV and out of those pregnant women tested HIV infected, 95% of them should be put on Option-B+ life long Anti Retroviral treatment. Similarly, for elimination of Congenital syphilis, similar three process indicators are to be met for two years. In order to achieve these ambitious targets, multisectoral coordination, working in convergent approach with RMNCH+A division of the National Health Mission (NHM), West Bengal, gradual task shifting from West Bengal State AIDS Control Society (WBSACS), involvement of private health facilities play the crucial role.


During 2018, the state has made consistent progress in the field of Prevention of Parent to Child Transmission (PPTCT) of HIV program in terms of coverage which actually made the state a contender for undergoing data verification exercise for Elimination of Parent to Child Transmission (EMTCT) of HIV. Undergoing data verification exercise will further highlight gaps in the existing interventions that have to be bridged before national level validation process and subsequent global validation process is undertaken. Major activities undertaken during 2018 was streamlining HIV testing of pregnant women through VHND platform, following up screened reactive pregnant women to link them to ICTC for confirmation through line-listing approach, streamlining report return mechanism in convergence with line-list approach, ensuring substantial involvement of private sectors and PSUs in the program of PPTCT, developing plan for implementation of Elimination of Congenital syphilis drive in the state, emphasizing follow up of HIV infected pregnant women through all the cascades of PPTCT services.


In this crucial juncture, where the process of implementation should not only be strengthened but it has to be mainstreamed, made sustainable and necessary preparedness has to be in place to achieve elimination, a strong technical support for WBSAPCS and State Health & FW department will be critical.


The Consultant- Elimination of Parent to Child Transmission (EMTCT) shall be responsible for bringing all the stakeholders such as West Bengal State AIDS Prevention and Control Society, Reproductive and Child Health division, National Health Mission (both Rural and Urban especially), all the private partners, NGOs, FBOs on board to sustain all the process indicators towards Elimination of Parent to Child Transmission of HIV and Pediatric HIV. The incumbent shall also be responsible for developing strategies for strengthening monitoring mechanism, analysing strength, weakness, opportunity and threat of the existing program and addressing them accordingly. The EMTCT will manage the data across all cascades of PPTCT services and preparing the state for data verification, validation exercise as per WHO protocol including minimizing data duplication, increasing indicator wise data consistency, mainstreaming of data uptake, maintaining positive pregnant women linelisting, data analysis, and retrospective tracking of HIV infected babies.


The EMTCT shall be strengthening RKSK program in five high priority districts through monitoring and capacity building.

Key Deliverables:

(1) Capacity build health care providers to scale up EID program in 40 new health facilities in West Bengal;
(2) Support NHM conduct training in the field level staff on universal syphilis screening of the pregnant women;
(3) Support NHM conduct training in the field level staff on data management on universal syphilis screening of the pregnant women;
(4) Facilitate more private facilities to be involved in EMTCT program and to ensure report return through mainstream process & advocacy with professional bodies like FOGSI, BOGS, IAP, IMA, IAPSM etc;
(5) Facilitate capacity building of all health care providers of different PSUs like Railway, Thermal power, Tea board in upscaling HIV screening in facility integrated mode;
(6) Capacity building of district level supervisors on monitoring data discrepancies in two portals ie. SIMS and HMIS.
(7) Develop mechanism for linkage of single test reactive pregnant women from Facility integrated ICTC to stand alone ICTCs for confirmation of HIV status;
(8) Capacity build ICTC counsellors on SIMS and PALS (both online and Offline);
(9) Support SACS to scale up HCTS services  in community based screening approach;
(10) Perform analysis on drivers of mother to child HIV transmission despite option B+ regimen in place;
(11) Support SACS for quality record keeping of data, follow up on data collection, validation, analysis and reporting as well as feedback to the relevant facilities and functionaries;
(12) Attend and provide inputs in Review meetings at National, state, districts and blocks.

Attend, present progress report and provide technical inputs at DAC/GoI meetings;
(13) Capacity building of counsellors of different programmes on areas pertaining to prevention of teenage pregnancies in selected districts;

(1) MBBS with Post-Graduate degree/diploma in Public Health/Social Sciences;

(1) Minimum five years of working experience in the area of HIV & RMNCH+A;
(2) Familiarity with functioning of government systems in West Bengal is necessary;

(3) Working with government partners in the area of HIV, especially related to PPTCT programing is also necessary;

(4) Experience of handling and analyzing complex and large-scale data is highly desirable;

(5) Experience of working with IDA or other UN organization will be considered to be an added advantage

Skills and Competencies:
(1) Proficiency in English and Bengali language is essential;
(2) Basic computer proficiency is essential;
(3) Good written and verbal communication skills, negotiation and facilitation skills;

(4) Ability to work collaboratively with diverse partners will be an added advantage.

5. ESTIMATED TRAVEL: Approximately 7-8 days travel to all districts of West Bengal and to Delhi and other states, as and when requested by NACO & WBSAPCS




The EMTCT-HLT-WB shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.



Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
