1. POSITION(S) VACANT: Senior Technical Consultant – Juvenile Justice (STC-JJ), High Court Juvenile Justice Committee, International Development Agency, Jabalpur, Madhya Pradesh

2. ORGANIZATION BACKGROUND
:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

Project Background:
 

Madhya Pradesh is one of the top six states in India which has high incidence of child marriage. In Madhya Pradesh, 30% girls and 39% boys are getting married below the legal age of marriage. The National Family Health Survey- 4, 2015-16 data shows that 33% ever-married women who have ever experienced spousal violence in Madhya Pradesh and 3.3% married women have experienced violence during pregnancy. Madhya Pradesh continues to be at the top with regards to crime against children according to the National Crime Records Bureau (NCRB) Report, 2016. The state reported 13,746 and 2,467 cases of rape of children.

The above table indicates that the state is faced with multiple and complex child vulnerabilities.

The High Court (HC) of MP has a functional Juvenile Justice Committee (JJC), chaired by a sitting HC judge and three members (judges of the HC). The HC of MP established a HC- Juvenile Justice Secretariat to monitor the effective implementation of Juvenile Justice and POCSO act, in 2018. Government of MP and IDA are jointly supporting the secretariat.


3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Senior Technical Consultant-Juvenile Justice shall be responsible for providing support to High Court JJ Committee to assist in the monitoring and implementation of JJ Act and POCSO act.

Key Deliverables:
(1) Support the HC-JJC in consultation with WCD, Police, Judiciary to review the State Action Plan on Juvenile Justice;
(2) Support the HC-JJC in holding the HC-JJC meeting on a quarterly basis (agenda, minutes, proposal and communication);
(3) Prepare consolidated report of the Inspection Committee  (Visitors’ report) on monthly basis;
(4) Prepare the consolidated report of Infrastructure Monitoring Committee Report on a quarterly basis;
(5) Prepare consolidated JJB2 report  on a quarterly basis;
(6) Support HC-JJC to coordinate with multiple child protection stakeholders, at state, divisional and district level (SCPCR, Principal Secretaries, Commissioners, ADGs, IGs, Judges, Divisional and District Officers, and others) for effective implementation of State Plan of Action;
(7) Provide support in planning and assist in the implementation of capacity building and conferences for multiple stakeholders on various child protection thematic areas in collaboration with MPSLSA, MPSJA, and others;
(8) Support various JJ structures and mechanisms to ensure compliance of various Supreme Court and High Court directives on Juvenile Justice and POCSO;
(9) Support the monitoring of rehabilitation programmes, including individual care plan, recommended by HC-JJC for children in CCIs;
(10) Support in creating linkages and coordination with MP State Legal Services Authority (MPSLSA) on providing free legal aid for children in conflict with law;
(11) Support the HC-JJC in carrying out monitoring visit to JJ structures and services (JJB, CWC, CCI);
(12) Support the HC-JJC in de-institutionalizing children residing in CCIs;
(13) Support the HC-JJC in facilitating Restorative Justice and After-care for children who require such services.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Graduation/ Master’s in law, and with Master of Business Administration/ master’s in social work/ Sociology/ Anthropology/ or any other relevant discipline.

 

Experience:

(1) At least nine years’ work experience in development sector with expertise in the field of Child Protection, Child Rights, and law;
(2) Proven past experience in advocacy, policy influencing, evidence generation, data analysis and documentation;
(3) Proven past experience of demonstrated coordination and negotiation among varied senior government authorities and other stakeholders.
 

Skills and Competencies:

(1) Thorough understanding and working knowledge of the concepts and application of UNCRC, ICPS, Juvenile Justice, POCSO and legal provisions related to children;
(2) Excellent communication skills in Hindi and English; ability to speak, read and write fluently in both languages;
(3) Good computer skills, at least of MS-Office application software (MS Word, Excel, Power Point) and internet applications;
(4) Apt attitude to engage with senior officials, and sensitivity to issues of gender and children.

 

5. ESTIMATED TRAVEL: Approximately four days in a month for achievement of the listed deliverables in across the state.

6. NATURE OF ENGAGEMENT:

 

The STCJJ shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till March 1, 2019 to December 31, 2019
