Technical Testing and Research Consultant

1. POSITION(S) VACANT: Technical Testing and Research Consultant, National Cold Chain Resource Center (NCCRC), International Development Agency, Delhi (Job location: Pune)
 

2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:


Full immunization rates in India are stagnating at around 62%, despite sustained efforts to improve routine immunization. There is need for improving service delivery, as well as managing demand side constraints, to increase the effective coverage of immunization in the country. A more robust immunization supply chain system is required, to improve service delivery, which shall include cold chain and adequate human resources, planning, motivation and stewardship of the program, at every level. The IDA is an implementing partner of MOHFW’s GAVI-HSS (Health System Strengthening) Project, that aims to strengthen Institutional Capacity for Cold Chain and Vaccine Management.  

 

The IDA is providing technical support to MOHFW for strengthening the National Cold Chain Resource Center (NCCRC) at the State Health Transport Organization (SHTO), Pune. MOHFW is supporting the infrastructure and human resources for the operation of the center. However, key technical resource persons shall be provided under GAVI-HSS support to the center. 

 

IDA is looking for a technical resource person who will help strengthen the Universal Immunization Programme through effective service delivery, robust immunization supply chain system and convergent engagement.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Technical Training and Research (TTR) Consultant shall be responsible for establishment of NCCRC Testing and Calibration Lab, complete with laboratory set-up, equipment, tools, consumables, testing protocols and SoPs, observation facilities and formats, in consultation with NABL/ BIS, equipment manufacturers and others as required. The TTR Consultant will back-stop lab testing and facility management functions and planned events at NCCRC when needed or requested by the Sr. Consultant-NCCRC

 

 Key Deliverables:

(1) Expedite the process for NCCRC lab to get accredited by NABL Certification;  

(2) Conduct Cold Chain Equipment (CCE) testing and closely follow up on observations/ findings;

(3) Support CCE repair and maintenance training.  

 

Tasks to be efficiently accomplished by TTR Consultant in consultation with NCCRC Coordinator: 

 

(A) Managerial:

 

Planning:

(1) Detailed activity wise plan on NABL accreditation of testing lab;

(2) Plan procurement schedule along with budget to facilitate the testing of equipment;

(3) Prepare list of equipment to be tested/ upgraded with better controlling devices, listing locally available compatible spares, along with budget and testing schedules in consultation with MoHFW, NIHFW and UNICEF and partners;

(4) Newer Technology integration and its pilot/ scale up.

 

Coordination:

(1) Coordinate with NCCRC Coordinator for newer technologies and equipment/ accessories useful for Cold Chain and logistics; 

(2) Coordinate with NCCRC Coordinator for calibration of temp monitoring devices / mapping of cold rooms and guidance on technology up gradation;

(3) Coordinate with MoHFW/ States with relevant data for decision of approval of replacement circuits, compatible spares and field testing of prototype designs;

(4) Coordinate with NCCRC Coordinator to schedule orientation of Technicians/ staff on new technology controls and accessories, compatible spares, retrofitted devices etc. 

 

Monitoring and Evaluation:

(1) Monitor planned testing events for technical compliance/ budget; 

(2) Evaluate performance of prototypes of cold chain and solar powered equipment for energy, temperature and function parameters.

 

On-going Support:

(1) Report test lab progress to NCCRC Coordinator for sharing with immunization division, SHTO, NIHFW and UNICEF & other partners.

 

(B) Technical:

 

(1) Demonstrate prototype equipment functioning/ settings during training events; 

(2) Provide off-site support to technicians on newer technologies/ compatible spares; 

(3) Facilitate technical sessions along with other facilitators;

(4) Plan and support on-site and off-site technical training, testing and prototype development;

(5) Support NCCRC Coordinator in the organization of national seminars/ consultations/ exhibitions;

(6) Participate in technical research (Cold Chain, Logistics, Health Technology and associated research) for preparation of research papers; 

(7) Undertake formulation of Laboratory SOPs/ Equipment testing procedures based on standards laid down for;

(8) Undertake laboratory operations based on the procedures laid down in quality manuals. 

  

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:

 

Qualified professional with ITI in Refrigeration/ Air-conditioning.

 

Experience:

(1) Over 10 years’ experience in repairs, maintenance and training preferably in cold chain and health equipment; 

(2) Experience in product improvement, programme related technology development, retrofitting, and modifications and technical assessments, programme related assessments, through standard protocols; 

(3) Experience in developing technical proposals, budgeting, and reporting;  

(4) Experience related to alternative/ solar energy Cold Chain will be desirable.

 

Skills and Competencies:

Strong interpersonal relations, communication and team-work skills. 

 

5. ESTIMATED TRAVEL: Approximately 2 days in a month within Maharashtra and Delhi for the achievement of listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The TTR Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

 

(Notes:

(1) The above elements shall be a key input into the selection and negotiation process;

8. LOCATION: TTR Consultant shall be based in National Cold Chain Resource Center, SHTO, Pune

 

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
