SNCU Software - Regional Coordinators

1. POSITION(S) VACANT: SNCU Software - Regional Coordinators, (Five Vacancies), Delhi, IDA [New Delhi: Two Vacancies for Central and North India; Bhubaneswar: One vacancy for East India; Hyderabad or Chennai: One Vacancy for South India; Bhopal or Indore: One Vacancy for West India]

 

2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:
 

In the past five years, Government of India has made huge investments in facility based new born care with 792 Sick Newborn Care Units (SNCUs) being established in different states. The IDA has been closely associated as a technical partner to strengthen facility based new born care in the country. Although rapid scale-up of SNCUs has occurred, data management systems and monitoring of care in SNCUs, as well as follow-up of babies after discharge from SNCU, are areas that need more support. In order to address this issue, Government of India has taken a decision to scale-up the SNCU online monitoring system developed by IDA, across all SNCUs in the country to ensure uniformity in data collection and getting real time, analyzed data for efficient monitoring and timely feedback. The online system has been currently scaled up in 85% SNCUs.

 

It has been proposed to achieve scale-up of SNCU online monitoring system across the country for the existing SNCUs by 2019. In addition, there is a constant need to support the existing SNCUs and states to monitor timeliness and quality of data entry as well as provide feedback to districts. The cost of scale up has been incorporated in the project implementation plan of NRHM while the technical support for the same shall be provided by IDA. The Ministry of Health is presently spending more than US$ 3 million each year to support the operational cost of the application. The expectation from IDA is to support continuous capacity building, monitoring and review, along with the Ministry of Health.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The SNCU Software Regional Training Coordinators shall work closely with MOHFW, State Governments, NNF and IDA Delhi and Field Offices to support planning and capacity building for the scale-up of SNCU online monitoring system, providing periodic inputs for application up-gradation, ongoing support for smooth operation and monitoring the timeliness and quality of data entry in the assigned East/ West/ North/ South/ Central Zones. The support will involve initial as well as on the job training to SNCU staff, installation and operationalization of software, both in government and private sector SNCUs in a phased manner, monitoring of data entry and addressing day to day issues with regards to application usage and system errors.


Key Deliverables:

(1) Identify worst performing SNCUs in the State(s), on a monthly basis and provide feedback;

(2) Support operationalization of SNCU data base in all existing and upcoming SNCUs in the region for priority support;

(3) Ensure that all functional SNCUs in the government sector in the allocated region are made online fast-tracking high priority districts;

(4) Ensure that SNCU data operators, nursing in charges and doctors in charge, including new staff, are trained on the use of SNCU data entry methods;

(5) Facilitate training (initial and refresher) of SNCU staff on the use of SNCU monitoring system for the states allocated in the region;

(6) Provide technical support for the completion of master entry and its regular updation in the data base;

(7) Coordinate with state government and provide feedback to MOH for addressing bottlenecks in operationalizing of the application;

(8) Compile inputs from field visits to help constant up gradation of application;

(9) Monitor utilization of SNCU data base with timely completion of entry, ensuring quality of data entry and identifying areas for improvement;

(10) Provide support for resolution of errors in the data base, addressing system errors and coordinating issues with the central server;

(11) Provide regular analysis of data to support state governments in the conduct of periodic reviews and for providing detailed feedback;

(12) Support IDA field offices and state government in generating quarterly performance reports for sharing with States and districts;

(13) Provide technical support for SNCU online master data entry, data analysis, identification of key bottlenecks, coordination with the state government for addressing gaps; Also support resolution of errors in the data base, system and issues relating to coordination with the server in a timely manner through field visits for onsite corrective actions in the region.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification and Experience:
(1) Master’s degree in Computer Application or Statistics with two-year experience / or BCA with minimum three years’ experience of handling SNCU / New born /MCTS / data base is essential;

(2) Experience and understanding of working with National Rural Health Mission at State or National level and handling health sector data;

(3) Experience of training and operationalization of SNCU / MCTS data base will be an added advantage.

 

Skills and Competencies:

(1) Good track record of credibility, trust and honesty;

(2) Must be willing to travel extensively in the country; 

(3) Knowledge of English / Hindi and computer is essential.


5. ESTIMATED TRAVEL: Approximately 10-15 days in a month for achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The SSRC-HLT shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

8. LOCATIONS:

(1) Central region – Based at Delhi;

(2) Northern region – Based at Delhi;

(3) Western region – Bhopal or Indore;

(4) East and North-East Region – Bhubaneshwar;

(5) Southern Region – Hyderabad or Chennai.

 

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
