System Administrator- SNCU Online Monitoring Application

1. POSITION(S) VACANT: System Administrator- SNCU Online Monitoring Application, International Development Agency, Delhi (Job location: Indore, MP)

 

2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:
 

In the past five years, Government of India has made huge investments in facility based new born care with 792 Sick Newborn Care Units (SNCUs) being established in different states. The IDA has been closely associated as a technical partner to strengthen facility based new born care in the country. Although rapid scale-up of SNCUs has occurred, data management systems and monitoring of care in SNCUs, as well as follow-up of babies after discharge from SNCU, are areas that need more support. In order to address this issue, Government of India has taken a decision to scale-up the SNCU online monitoring system developed by IDA, across all SNCUs in the country to ensure uniformity in data collection and getting real time, analyzed data for efficient monitoring and timely feedback. The online system has been currently scaled up in 85% SNCUs. The application is currently hosted on a private server and there is need for providing regular support for application maintenance, bug-fixing and resolving queries from the field.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The System Administrator (SA) shall coordinate closely with the agency hosting the SNCU online application, to address day to day needs and issues, as well as act as interface between the agency, MOHFW, District SNCU teams and technical teams of States and MOH, to ensure the smooth functioning of the application at the systems end.


Key Deliverables:
(1) Implementation, daily operation and administration of SNCU website, anti-virus systems, backup, security patches and troubleshooting of all server, SQL server, exchange server and storage area network;

(2) Server health check and optimization, server memory clean-up and support, server recycle and resources load analysis, data base clean up, backup and restore, data base re-indexing and optimization;

(3) Provide hands on configuration, installation, maintenance and backup of all servers and system data;

(4) Ensure daily operations and configuration of the desktop computers, network, printers, wireless routers, network switches, keyboards, omuse, video (KVM) switching infrastructure;

(5) Provide project support in the timely completion of Network services projects, milestone dates, commitments, deliverables;

(6) Provide technical leadership as related to Windows Servers, SQL and desktop environments;

(7) Periodic field visits to SNCUs to do onsite validation with manual record, check the correctness of reports coming from the application and analytical dashboard;

(8) Oversee the day-to-day activities of SNCU website particularly the overall status of the network environment including the generator, air-conditioning units and electrical ports among others.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Master’s degree in Computer Application, or equivalent, with primary emphasis in Information Systems Management, Information Communication Technology, Network Administration/ Engineering, or related field.

 

Experience:

(1) IT experience in Server OSs such as CentOS, Ubuntu, Client OS such as Windows 8 and above, MySQL and Mail services;

(2) Knowledge of CentOS, Ubuntu, Active Directory, DNS etc;

(3) Experience with software and hardware virtualization and database/ server backups;

(4) Ability to support multiple tasks and solve concurrent issues;

(5) Candidates possessing solid background and knowledge of installation and administration of widely used web servers (J Boss, Tomcat, MS SQL, My SQL etc.) with background and experience in developing websites using Java, Hibernate, Spring and Angular JS etc., shall be at an advantage;

(6) Prior experience of handling similar applications in government systems will be helpful.

 

Skills and Competencies:

(1) Analytical and out of box thinking with good interpersonal communication skills;

(2) Good English and Hindi communication, requirements gathering and problem-solving skills;

(3) On-call support may be required from time to time.


5. ESTIMATED TRAVEL: Approximately 3-5 days every month for the achievement of listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The SA-HLT-MP shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

8. LOCATION: Indore, MP

 

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
