1. POSITION(S) VACANT: Health Consultant- ANMOL, International Development Agency, New Delhi

 

2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:
 

The Government of India has scaled up a start-up innovation initiated by the IDA in Rajasthan, across the country, to assist Auxiliary Nurse and Midwife (ANM) to empower them to deliver quality Maternal, Newborn and Child Health services equitably and to strengthen the system for real time collection of information on Maternal and Child Health, using mobile tablets. During the concept phase, IDA supported the development of an Android application to link field level health workers delivering critical services to mothers and new born child, updating the data centrally, to ensure that key high impact services are not hindered by bottlenecks and challenges.

 

The application named ANMOL is aligned with national and global Maternal and Neonatal Child Health (RMNCH) Guidelines and follows a continuum of care approach. The application helps field level health to workers provide care and counselling to mothers before pregnancy, during pregnancy, for the first 6 weeks immediately after birth and up to 5 years of age.

 

The application uses multiple channels of communication, including audio-visual resources, to facilitate training and communicating client-centric evidence-based messages over terrestrial, even without internet connectivity. The application also works as a job aid for health workers and helps in building capacity as well monitoring their own performance in the field, while tracking every mother and children in need of services. The system has been integrated the Government’s Universal ID database, the Reproductive Child Health (RCH) databases and has the potential to integrate with other innovations in future, i.e. Near Field Communication (NFC), RFID, or beacon-based solutions with GIS and mapping for real time monitoring and interventions. The pre-pilot phase of the project which started in June 2015, has been successfully completed and the project will be in roll-out phase during 2018-2020.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Health Consultant- ANMOL (HCA) shall act as the focal point for all stakeholders for ANMOL roll-out viz. MoHFW, State Governments, IDA and the Application Development Agency, to address all support issues relating to ANMOL and the RCH Dashboard. The HCA shall work cohesively with MoHFW and IDA to support and maintain the ANMOL application as follows:

 

(A) Pilot Phase

(1) Work on a day-to-day basis with all relevant sections in the Ministry for ensuring smooth roll-out with the least possible duplication of data and activities;

(2) Work as technical support link with different sections of the Ministry dealing with RCH data;

(3) Provide technical input to the Application Development Agency and IT Team for ANMOL tablet application development;

(4) Review the process of synchronization of ANMOL Application with various existing RCH data sources like MCTS, HMIS, Integrated RCH register and others;

(5) Define and implement Key Project Performance Indicators (KPI), as well as monitor them throughout the duration of the project;

(6) Revise tools and data collection procedures (e.g. logical framework, project performance tracking, indicators, data flow chart, M&E manuals, etc.);

(7) Review the performance of existing management information systems to help identify potential modifications or resources.

(8) Identify strengths and weaknesses in existing data collection and management systems and proposed solutions;

(9) Develop and implement a research agenda.

 

(B) Roll-out / Implementation Phase

(1) Review and ensure high quality dashboard, feedback and timely reporting for the project;

(2) Review the generation of RCH dashboard for timeliness, accuracy and completeness;

(3) Support program staff to properly document, organize and capture program progress;

(4) Ensure data triangulation between different data sources and optimal synchronization of the RCH dashboard;

(5) Lead M&E system and process development, creating a framework and procedures for the monitoring and evaluation of project activities;

(6) Review and analyze weekIy/ monthly reports to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting;

(7) Keep abreast of developments in program changes and progress in order to advise and recommend tools and strategies to increase program performances and results;

(8) Perform field visits for the periodic verification of ANM performance dashboard on a sample basis;

(9) Assess organizational and performance gaps within different programs and report on corrective actions that are needed;

(10) Train program teams to use data collection tools and techniques, including ongoing mentoring and support;

(11) Perform other job-related responsibilities, as assigned by the any of the supervisors.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:


Medical graduate, preferably with a Masters in Community Medicine, Public Health, or Paediatrics, from a recognized institute.

 

Experience:

(1) Three to five years of experience in roll-out or implementation of M&E/ MIS in development projects (preferably RCH projects), implemented by National/ International NGOs/ UN Agencies/ Government;

(2) Experience in designing tools and strategies for data collection, analysis and production of reports;

(3) Proven ICT skills, especially in the management of MIS software using database software.

 

Skills and Competencies:

(1) Expertise in analyzing data using statistical software;

(2) Demonstrated experience in Research and Evaluation

(3) Strong training and facilitation skills.


5. ESTIMATED TRAVEL: Approximately three days in a month for the achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The HCA-DLI shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.
