Finance cum Admin Assistant

1. POSITION(S) VACANT: Finance cum Admin Assistant, International Development Agency, Delhi (Job Location: Pune)

 

2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:

 

Full immunization rates in India are stagnating at around 62%, despite sustained efforts to improve routine immunization. There is need for improving service delivery, as well as managing demand side constraints, to increase the effective coverage of immunization in the country. A more robust immunization supply chain system is required, to improve service delivery, which shall include cold chain and adequate human resources, planning, motivation and stewardship of the program, at every level. The IDA is an implementing partner of MOHFW’s GAVI-HSS (Health System Strengthening) Project, that aims to strengthen Institutional Capacity for Cold Chain and Vaccine Management.  

 

The IDA is providing technical support to MOHFW for strengthening the National Cold Chain Resource Center (NCCRC) at the State Health Transport Organization (SHTO), Pune. MOHFW is supporting the infrastructure and human resources for the operation of the center. However, key technical resource persons shall be provided under GAVI-HSS support to the center. 

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Finance cum Admin Assistant (FAA) shall be responsible for managing the flow of funds from/ to various sources and expended on training, testing and event organization activities of NCCRC systematically, along with their accounting and documentation, as per NCCRC accounting standards.

 

Key Deliverables:

 

(1) Plan disbursements to participants in consultation with the NCCRC Coordinator and Consultant-Technical Training;

(2) Plan and schedule the audit of accounts in consultation with NCCRC Coordinator;

(3) Determine in consultation with the NCCRC Coordinator, the schedule of funds flow based on training, testing and the finalized/ updated event calendar;

(4) Assist the Consultant- Training (ISC) & Labs in procurement, logistics and administrative work;

(5) Provide administrative assistance, logistics management, maintenance of attendance and leave records, travel arrangements of the team members, meeting/workshop arrangements and maintenance of stock and other registers as per requirement of organization;

(6) Coordinate with service providers for clarifications, quotations, ensuring timely payment as approved and sign-offs by concerned budget manager;

(7) Coordinate with MoHFW, NIHFW, State Govt. and partners for funds/ expenditure reporting and refunds;

(8) Monitor fund flow, accounting and documentation;

(9) Monitor expenses vs. budgets, as well as statement of accounts for reference of DDHS (SHTO) and NCCRC Coordinator.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification and Experience:

 

Essential

(1) Post-graduate in commerce with specialization in taxation;

(2) Plus 10 or more years of experience in managing accounts, banking transactions, internal/external audits, statutory compliance and requirements, petty cash operations’;

(3) Minimum five years of experience with a Public Health or Development Sector organisation preferably in Health Programme;

(4) Experience in developing budgets, generating financial and accounting reports and analysis;

(5) Proficient in using computerized accounting software Tally/ MS Word, Excel, and PowerPoint software.

 

Desirable

(1) Experience of working under immunization programme;

(2) Project accounting, budgeting, financial monitoring, financial reporting etc.;

(3) Ability to perform administrative tasks and make logistics arrangements, based on need;

(4) Ability to multi task.


5. ESTIMATED TRAVEL: Approximately six days in 10 months for the achievement of listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The FAA-HLT-MH shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

 

Notes:

(1) The above elements shall be a key input into the selection and negotiation process

(2) Candidates are expected to have their own laptops and be internet connected and these items shall not be provided.

 

8. LOCATION: Pune, Maharashtra

 

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
