1. POSITION(S) VACANT: Consultant Technical Training, National Cold Chain Resource Center (NCCRC), International Development Agency, Delhi (Job Location: Pune)



Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.



Full immunization rates in India are stagnating at around 62%, despite sustained efforts to improve routine immunization. There is need for improving service delivery, as well as managing demand side constraints, to increase the effective coverage of immunization in the country. A more robust immunization supply chain system is required, to improve service delivery, which shall include cold chain and adequate human resources, planning, motivation and stewardship of the program, at every level. The IDA is an implementing partner of MOHFW’s GAVI-HSS (Health System Strengthening) Project, that aims to strengthen Institutional Capacity for Cold Chain and Vaccine Management.


The IDA is providing technical support to MOHFW for strengthening the National Cold Chain Resource Center (NCCRC) at the State Health Transport Organization (SHTO), Pune. MOHFW is supporting the infrastructure and human resources for the operation of the center. However, key technical resource persons shall be provided under GAVI-HSS support to the center.


IDA is looking for a cold chain specialist and trainer who will provide technical support for the implementation of national and state initiatives to scale-up and strengthen the Universal Immunization Programme through effective service delivery, robust immunization supply chain system and convergent engagement.




The Consultant Technical Training (CTT) shall be responsible for facilitating lab testing and facility management functions under the guidance of the Team Lead NCCRC and will undertake tasks like Cold Chain and Vaccine Management training, research and development/ adoption of appropriate technologies for CCL. 


 Key Deliverables:


(A) Managerial:



(1) Conduct and execute training as per the approved and agreed training calendar and support planning of various studies and assessments, with a view to ensuring efficient immunization cold chain management;

(2) Support the development of a long-term strategic plan for the NCCRC, including the design of training curriculum in relevance to cold chain management;

(3) Provide technical support for undertaking assessments and testing of cold chain equipment (Field & labs); 

(4) Support the management of the NCCMIS web portal in terms of the training database (updating of training material, targeted participants) and manage trainings accordingly; 

(5) Ensure Training Management in compliance with ISO 9001-2015 standards;

(6) Undertake development of WIC/ WIF operators and Immunization Supply Chain course for GMSD officials;

(7) Undertake and support the tasks related to NCCRC mandate;

(8) Support testing lab activities and NABL Accreditation processes;

(9) Conduct Training and Performance Need assessment. 



(1) Coordinate with NCCRC Co ordinator NIHFW, Immunization Division-MoHFW, states, partners for the development of annual training calendar and various activities, i.e. training, meetings, performance assessments, studies and shortlisting of targeted participants;

(2) Coordinate with GoMH, GoI and various agencies involved for development of new training and new curriculum. 


Monitoring and Evaluation:


(1) Monitor the quality of training conducted, preparing reports and improving the training package; 

(2) Monitor planned training events for financial and administrative progress; 

(3) Evaluate training quality during and after;  

(4) Undertake impact assessment of training programs;  

(5) Update national cold chain MIS data/ validation for training events/ technicians’ training data. 


(B) Technical:


(1) Demonstrate cold chain equipment functioning/ settings and provide off-site/ onsite support to technicians;

(2) Facilitate technical sessions along with other facilitators; 

(3) Plan and support on-site/ off-site training and participate in the reviews/ evaluations/ technical studies, including equipment testing and prototype development; 

(4) Facilitate inter-state exposure visits for training of staff and partners engaged with immunization programme;

(5) Facilitate the NCCRC objective of instituting a self-sustaining business model for essential training programs;

(6) Support mandates for the organization of national seminars/ consultations/ exhibitions; 

(7) Participate in technical research (Cold Chain, Logistics, Health Technology, Training Methodology and associated research) including the preparation of research papers.  






Bachelor’s Degree in Electronics, Electrical or Bio-Medical Engineering.


Qualified professional in Refrigeration and Air conditioning from National Council for Training in the Vocational Trades or Industrial Training Institute.



(1) Over 10 years’ experience in repairs, maintenance and training; 

(2) Experience in managing training programs/ technical assessments;

(3) Experience in developing technical proposals, budgeting, and reporting;  

(4) Experience of working in Public Health Department/ National Health Mission/ Multilateral Agency Projects for at least five years. 


Skills and Competencies:

(1) Experience in conducting technical research, organizing technical seminars/ conferences/ workshops; 

(2) Knowledge of Effective Vaccine Management Assessment;  

(3) Certification course in ISO 17025- 2017 for testing Lab;

(4) Experience related to Cold Chain, power generation/ regulation and Health Equipment technology;  

(5) Strong interpersonal relations, communication and team-work skills. 


5. ESTIMATED TRAVEL: Approximately 2-3 days travel each month to the Zonal HQs for achievement of the listed deliverables.




The CTT shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.




Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.


Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.



(1) The above elements shall be a key input into the selection and negotiation process;

8. LOCATION: CTT shall be based in National Cold Chain Resource Center, SHTO, Pune


9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
