1. POSITION(S) VACANT: Coordinator and Team Lead (CTL), National Cold Chain Resource Center (NCCRC), International Development Agency, Delhi (Job Location: Pune)



Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.



Full immunization rates in India are stagnating at around 62%, despite sustained efforts to improve routine immunization. There is need for improving service delivery, as well as managing demand side constraints, to increase the effective coverage of immunization in the country. A more robust immunization supply chain system is required, to improve service delivery, which shall include cold chain and adequate human resources, planning, motivation and stewardship of the program, at every level. The IDA is an implementing partner of MOHFW’s GAVI-HSS (Health System Strengthening) Project, that aims to strengthen Institutional Capacity for Cold Chain and Vaccine Management.


The IDA is providing technical support to MOHFW for strengthening the National Cold Chain Resource Center (NCCRC) at the State Health Transport Organization (SHTO), Pune. MOHFW is supporting the infrastructure and human resources for the operation of the center. However, key technical resource persons shall be provided under GAVI-HSS support to the center.


IDA is looking for an experienced cold chain expert who will provide technical support for implementing national and state initiatives, to scale-up and strengthen the Universal Immunization Programme through effective service delivery, robust immunization supply chain systems and convergent engagement.




The Coordinator and Team Lead (CTL) shall be responsible for facilitating strengthening of NCCRC at SHTO, Pune and coordinating with State Government, Immunization Division, NCCVMRC/ NIHFW, IDA, manufacturers of cold chain equipment, software and academic institutions for undertaking Cold Chain and Vaccine Management training, research and development/ adoption of appropriate technologies for CCL. 


 Key Deliverables:


(A) Managerial:



(1) Plan events, developing budgets and schedules for training of various staff engaged in Cold Chain and Logistics in the state/ NIHFW / MoHFW/ Partners and others, including national and international exposure/ study visits; 

(2) Develop the long-term strategic plan for NCCRC in the areas of training (on-site and off-site), research and reviews/ evaluations/ technical studies; 

(3) Plan events, developing budgets and schedules for testing of equipment, prototypes and accessories for use or required for Cold Chain and Logistics in consultation with MoHFW, NIHFW, States/ Partners and others;

(4) Plan future development of static resource site at NCCMIS for Cold Chain and Logistics, as well as temperature monitoring portals in coordination with MoHFW/ NIHFW;

(5) Beyond immunization, undertake/ facilitate the design of training courses on SNCU and critical health equipment repair and maintenance;

(6) Develop a short training module on SNCU equipment handling for handlers working in SNCU labs; 

(7) Expedite the process of transforming NCCRC into an autonomous institute of GOMH and proceed towards adopting the mechanism of institutionalization;

(8) Promote a self-sustaining business model incorporating essential training programmes and partnerships, to ensure the growth and relevance of the institution, including national seminars/ consultations/ exhibitions;

(9) Manage resources with optimum utilisation ensuring effective administration of the centre in accomplishing the tasks mandated.



(1) Coordinate with NIHFW, Immunization. Division- MoHFW, states, partners for the different activities planned, viz. Trainings, Meetings, Assessments, Studies and Adoption of Newer Technologies; 

(2) Coordinate with States and the Immunization Division to schedule and provide information about training events and nomination/ participation by trainees; 

(3) Coordinate with the pool of facilitators for the conduct of training; 

(4) Coordinate with States and the Immunization Division, as well as manufacturers, R&D Labs, Academic Institutions, and Government Agencies for equipment testing, technical assessment and reporting;

(5) Coordinate with GoMH and GoI for development of building/ training/ laboratory infrastructure and for managing all the necessary resources required. 


Monitoring and Evaluation:

(1) Monitor activities and financial and administrative progress, as per plans/ schedules; 

(2) Monitor and assess training quality;  

(3) Undertake training needs as well as impact assessment of training programmes; 

(4) Regularly update national cold chain MIS data/ validation for training events/ technicians’ training data;

(5) Facilitate the capture of examples of good practices from the field for web/ print publication.


(B) Technical:


(1) Develop programs, work plans and activities for large-scale training programs in the area of Cold Chain at the national level;

(2) Develop Cold Chain Equipment (CCE) testing lab activities, technical testing protocols and budgets, for product improvement/ testing compliance and expedite the process of NABL as well as WHO-PQS accreditation;

(3) Support accreditation of testing lab facilities with NABL/ WHO-PQS testing and their capacity building to manage cold chain and health technology related requirements; 

(4) Support Indian manufacturers in RAC industry and improve their awareness of WHO-PQS requirements for Vaccine Cold Chain Equipment. Help close technological gaps and provide potential solutions to address product quality requirements;   

(5) Explore new ideas and newer technologies and integration opportunities in cold chain and undertake their piloting/ scale up; 

(6) Drive interventions for making the cold chain green as well as energy efficient by encouraging the use of natural resources;

(7) Facilitate inter-state exposure visits of staff and partners engaged with immunization programme;

(8) Support technical aspects (Cold Chain, Logistics, Health Technology) and related publications, paper presentation at various forums/ events;  

(9) Support the formulation of technical specification for various active/ passive CCEs and explore areas of integration of newer technologies; 

(10) Support the undertaking of installations-commissioning/ major critical repairs/ undertaking temperature mapping studies for Walk-in-Coolers/Freezers;

(11) Support the design and development of SOPs/ Checklists for CCE; Installations/ Commissioning/ Repair/ Maintenance and handling; 

(12) Help create a resource pool and database of Master Technicians.






Bachelor’s Degree in Electronics, Electrical or Bio-Medical Engineering.



(1) Minimum eight years of expereince in repair/ maintenance and management of Cold Chain Equipment with at least two to three years of experience of heading an institute, or a technical department; 

(2) Experience in training/ performance need assessment, curriculum design and managing training programs; 

(3) Experience of working with government/ semi government organizations and partners, and associated technical proposals, budgeting, and reporting; 

(4) Experience in Laboratory Services as per the standards laid down; 

(5) Experience in organizing, facilitating and representing in national/ international seminars/ conferences/ workshops/ forums and events. 


Skills and Competencies:

(1) Experience related to Medical Equipment technology and power generation/ regulation; 

(2) Experience in implementing the innovative concepts/ integration and adoption of newer technologies;

(3) Experience in handling turnkey projects; 

(4) Experience in undertaking the activities related to infrastructure development and managing resources; 

(5) Demonstrable strong interpersonal relations, team-work approach, effective communication skills with all the stakeholders in managing the centre/ institute activities in a smoother way. 


5. ESTIMATED TRAVEL: Approximately 3-4 days every month to the Zonal HQs for the achievement of listed deliverables.



The CTL shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.




Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
