Consultant Training (Immunization Supply Chain System) & Labs

1. POSITION(S) VACANT: Consultant Training (Immunization Supply Chain System) & Labs, National Cold Chain Resource Center (NCCRC), International Development Agency, Delhi (Job Location: Pune)

 

2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:


Full immunization rates in India are stagnating at around 62%, despite sustained efforts to improve routine immunization. There is need for improving service delivery, as well as managing demand side constraints, to increase the effective coverage of immunization in the country. A more robust immunization supply chain system is required, to improve service delivery, which shall include cold chain and adequate human resources, planning, motivation and stewardship of the program, at every level. The IDA is an implementing partner of MOHFW’s GAVI-HSS (Health System Strengthening) Project, that aims to strengthen Institutional Capacity for Cold Chain and Vaccine Management.

 

The IDA is providing technical support to MOHFW for strengthening the National Cold Chain Resource Center (NCCRC) at the State Health Transport Organization (SHTO), Pune. MOHFW is supporting the infrastructure and human resources for the operation of the center. However, key technical resource persons shall be provided under GAVI-HSS support to the center.

 

IDA is looking for a senior trainer and cold chain specialist who will provide technical support for the implementation of national and state initiatives to scale-up and strengthen the Universal Immunization Programme through effective service delivery, robust immunization supply chain system and convergent engagement.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Consultant Training shall be responsible for facilitating Cold Chain training at the Center and will also backstop the Consultant Testing and Research, for establishing the NCCRC Testing and Calibration Lab, complete with laboratory set-up, equipment, tools, consumables, testing protocols & SOPs, observation facilities and formats, in consultation with NABL/ BIS, equipment manufacturers and others, as required.

 

Key Deliverables:

 

(A) Managerial:

 

Planning:

(1) Conduct and execute training as per the approved and agreed training calendar and support planning of various studies and assessments, with a view to ensuring efficient immunization cold chain management;

(2) Provide technical support for undertaking assessment and testing of cold chain equipment (Field & labs);

(3) Support management of NCCMIS portal in terms of training database (updating of training material, targeted participants);

(4) Training Management in compliance with ISO 9001-2015 standards;

(5) Provide support for the development of WIC/WIF operators and Supply Chain course for GMSD officials;

(6) Support NCCRC mandate for Health Technology;

(7) Undertake lab operational activities and testing of cold chain equipment;

(8) Support accreditation of lab by NABL and HO-PQS;

(9) Undertake TNA and PNA.

 

Coordination:

(1) Coordinate with stake holders for training related activities;

(2) Coordinate with service provider for managing the various resources at NCCRC.

 

Monitoring and Evaluation:

 

(1) Monitor the Quality of training and prepare report and improve training package;

(2) Monitor planned training events for financial and administrative progress;

(3) Evaluate training quality during and after training sessions;

(4) Undertake impact assessment of training programs;

(5) Update national cold chain MIS data/ validation for training events/ technicians’ training data.

 

(B) Technical:

 

(1) Undertake Cold Chain Equipment (CCEs) testing as per SOPs/Testing protocols laid down;

(2) Undertake design and development of ISC related training for Cold Storage Handlers;

(3) Participate and undertake testing of newer technologies for improved energy efficiency and reliability of Immunization cold chain;

(4) Provide technical support in formulating the technical specification for various active/ passive CCEs and newer technologies;

(5) Facilitate activities of commissioning/ Major critical repairs/ undertaking temperature mapping studies for Walk in Coolers/ Freezers;

(6) Undertake formulation of SOPs/ Checklist for handling/ repair and maintenance of CCEs.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:

 

Qualified professional in Refrigeration and Air conditioning from National Council for Training in the Vocational Trades or Industrial Training Institute

Or 
Bachelor’s Degree in Electronics, Electrical or Bio-Medical Engineering.

                                                                                  

Experience:

(1) Minimum eight years of expereince in repair/ maintenance/ Installation/ training in cold chain equipment & hospital equipment;

(2) Experience in managing training programs/ technical assessments;

(3) Experience in developing technical proposals, budgeting, and reporting;

(4) Experience of working in Public Health Department/ National Health Mission/ Multilateral agency Project for at least five years.

 

Skills and Competencies:

(1) Experience in conducting technical research, organizing technical seminars/ conferences/ workshops;

(2) Knowledge of Effective Vaccine Management Assessment;

(3) Certification course in ISO 17025- 2017 for laboratory management system;

(4) Experience related to Cold Chain, power generation/ regulation and Health Equipment technology;

(5) Strong interpersonal relations, communication and team-work skills.

 

5. ESTIMATED TRAVEL: Approximately 2-3 days in a month to the Zonal HQs for achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The CTL shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

8. LOCATION: CTL shall be based in National Cold Chain Resource Center, SHTO, Pune

 

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
