1. POSITION(S) VACANT: Social and Behaviour Change Communication Consultant (SBCC-C4D), (Two Vacancies), International Development Agency, Karnataka: Bangalore and Telangana: Hyderabad



Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.



under its Country Programme 2018-2022 has agreed to collaborate with respective departments of state governments of Andhra Pradesh, Telangana and Karnataka to provide technical support to achieve results under programmes related to children and women. Since after the bifurcation and creation of new states of Andhra Pradesh and Telangana in 2014, both the states have been grappling with the challenge of inadequate human resource. Historically, there have been either persistent vacancies against the communication (IEC or SBCC) posts in the departments or the posts do not exist at all. This perpetually impacts the quality of communication function which is extremely critical to achieving programme results.

Social and Behaviour Change Communication (SBCC-C4D) is considered to be a critical input to meeting objectives of Government of India’s national flagship programmes and the Sustainable Development Goals (SDGs) through its focus on influencing behaviours and social norms and generating demand for services. It also provides a key strategy in reaching out to excluded groups and ensuring their participation in government-sponsored programmes. Historically, this area of development programming has suffered from a lack of theoretically-sound, systematic, and evidence-based approach to planning, implementation and monitoring of communication activities. Also, the gaps in interpersonal communication skills of front-line workers adversely impact the effectiveness of flagship programmes and other development schemes.

For better convergence, coordination and cost efficiency, the position will support the Department of Health and Family Welfare as well as Department of Women and Child Development of Government of Karnataka and Telangana. The primary reporting of the Consultants holding these positions will rest with one of the two departments, which will be decided in consultation with the Government. To build internal C4D capacity of and provide support to multiple departments, these positions may continue till 2021. Afterwards, it will merge into a multi-state TA. Communication Resource Unit (CRU) at NIRD&PR, which is being nurtured as an institutional mechanism for C4D, will also take over some of the functions. The proposed position will provide strategic technical support for C4D for Routine Immunization/ Mission Indradhanush, RMNCH+A, Home-Based Care of Young Child (HBYC), POSHAN Abhiyaan etc. along with augmenting internal capacity of the department/s in managing C4D. The Consultants will work closely with the respective departments, training institutes, NGOs and professional agencies to provide technical support and facilitate convergence of SBCC activities among relevant stakeholders.




The SBCC-C4D Consultants shall be responsible for providing technical support to the Government in SBCC for health and nutrition related issues.

Key Deliverables:

The SBCC-C4D Consultant shall conduct and/or support the respective departments and/or organizations in the following:

(1) Develop a plan for internal capacity building of the government department/s in SBCC;
(2) Collection, analysis and presentation of evidences for SBCC planning;
(3) Development of SBCC plans with estimate costs;
(4) Adaptation of communication and training materials;
(5) Establishment of partnerships for implementation of SBCC plans;
(6) Training of staff of government and/or partner organizations in SBCC;
(7) Development SBCC component of the state PIPs;
(8) Participation in state/ district level programme meetings of government and IDA.
(9) Monitoring of the SBCC activities in the field;
(10) Documentation of SBCC activities and results.



Post Graduate degree or diploma in Sociology / Psychology / Anthropology / Management / Development Communication / Mass Communication.



(1) Minimum eight years of experience in development sector at technical/ managerial position at state or regional level in programme management which includes coordinating, planning and monitoring of activities and/or designing training programmes especially related to interpersonal communication skills, community mobilization and SBCC planning etc;
(2) Understanding of concepts including Adult Learning, Social Mobilization, IPC and communication research;
(3) Understanding of electronic media, TV/ radio programming and media planning;
(4) Understanding of execution of on the ground and outdoor communication activities (folk, video van, wall painting, hoarding etc.) through vendors and implementing agencies;
(5) Undertaking training need assessment, developing training materials and plans;
(6) Understanding of government systems and flagship programmes (NHM, SBM, POSHAN Abhiyaan, ICDS, ICPS, SSA) will be an added advantage;

Skills and Competencies:
(1) Excellent proficiency in English, Hindi and local language (both written and verbal);
(2) Ability to effectively manage relationships with government officials and other development partners and to work as part of a team;

(3) Applicant must be able to independently and fully set up to perform all duties from his or

her own private / home office;
(4) Computer literacy is essential.

5. ESTIMATED TRAVEL: Approximately seven days in a month for achievement of the listed deliverables in across the state.




The SBCC-C4D shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.




Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.


Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:


(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
