1. POSITION VACANT: State RMNCH+A Consultant (SRC), International Development Agency, Bhubaneshwar, Odisha


2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:
 

Government of India has identified development partners for each state across the country who are committed to provide technical assistance to the state government to implement RMNCH+A strategy now focusing on the Aspirational Districts. The IDA is a lead partner under RMNCH+A initiative for Odisha. In addition, the scope of the RMNCH+A strategy encompasses cross sectoral convergence, notably with Nutrition, WASH, C4D and Advocacy/ Communications for equity planning, implementation and monitoring. 

 

Odisha with high Maternal Mortality Ratio, highest Newborn Mortality Rate and high Infant Mortality Rates in the country, needs to continue strengthening of the health system for universal coverage of quality RMNCH+A services. Odisha has 10 districts with poor development indicators of Health and Development under the Aspirational Districts approach of NITI Aayog. IDA has been assigned four districts to support as development partner. This support will be provided through the institutional approach in partnership with IDA supported Regional Resource Centre (RRC) at Koraput and AIIMS-Bhubaneshwar. For guiding policy, planning, and program monitoring the state government has initiated strengthening of the State Bureau of Health Intelligence and Vital Statistics. IDA has been given the opportunity to strengthen use of data for action for achieving the flagship results of Newborn Mortality Reduction and Immunization improvement, especially in the tribal areas in the state. 

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The State RMNCH+A Consultant (SRC) shall be responsible for providing high level technical support to the National Health Mission (NHM) Odisha, for coordination of health system strengthening activities for RMNCH+A activities under SAMMpuRNA strategy and Aspirational Districts Program aligned to the state priority and spelled in the 2018-19 Rolling Workplan Agreement with the state.

The key objectives to be achieved by SRC through the assignment are facilitating health system strengthening strategies for universal, quality, gender sensitive, and risk informed RMNCH+A service delivery. The incumbent will be planning and providing monitoring support to RMNCH+A strategic interventions, including state and national flagship in Aspirational districts.


Key Deliverables:

(1) Manage partnership with AIIMS-Bhubaneshwar and RRC, SLNMCH for Aspirational districts program;
(2) Support roll out of IAPPD, Malaria among Pregnant Women and Children, and LaQshya programs in partnership with ICMR-RMRC and other partners in Aspirational Districts;

(3) Facilitate establishment of State Bureau of Health Intelligence and Vital Statistics (SBHIVS) in partnership with National Institute of Epidemiology (NIE) and other partners;

(4) Support strengthening of partnerships for MDR and CDR engaging SBHIVS and Directorate of Family Welfare (DFW);
(5) Support Health and Family Welfare department in human resource for health (HRH) policy and public health cadre implementation for system strengthening and disaster risk resilience for Maternal and Child Health service delivery in the state;
(6) Produce human interest stories/ advocacy documents for system strengthening and aspirational district programs.
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:

Post-graduation in Community medicine/ Health Program Management/ Social sciences with knowledge and expertise in statistical analysis.

 

Experience:
(1) Minimum five years of experience in public health program management at mid-level at state/ districts;
(2) Experience in Maternal health/ Child health and/or Adolescent Health program shall be preferred.

 

Skills and Competencies:
(1) Result driven, good in coordination and analytical skills;
(2) Skilled in evidence-based planning, review and policy advocacy;
(3) Ability to analyse data and good in documentation;

(4) Excellent knowledge of working on computer;

(5) Good communication skills in Oriya, Hindi and English are desirable.

 

5. ESTIMATED TRAVEL: Approximately 8-10 days in a month for achievement of the listed deliverables within state. Out of state travel up to 10 days in a year will involve, travel to Delhi for Aspirational Districts reviews and for learning visits with state officials to another state based on need.

 

6. NATURE OF ENGAGEMENT:

The SRC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

 

Notes:

(1) The above elements shall be a key input into the selection and negotiation process;
(2) Candidates are expected to have their own laptops and be internet connected and these items shall not be provided.

 

8. LOCATION: Bhubaneshwar, Odisha

 

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
