State Consultant for Adolescent Empowerment Program and Prevention of Child Marriage

1. POSITION VACANT: State Consultant for Adolescent Empowerment Program (AEP) and Prevention of Child Marriage (CM) (SC-AEPCM), International Development Agency, Kolkata, West Bengal

2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:

The IDA proposes to work on a range of Adolescent Protection related issues and programmes in Kolkata, Purulia, Malda, South 24 Parganas, Howrah, East Burdwan, West Midnapur, Jalpaiguri and Murshidabad districts. The programmes are inter- sectorial in nature, for example early marriage, trafficking, sexual and other forms of violence against adolescents, including reduction in child marriage, prevention of trafficking and violence among adolescents and improvement in well-being of adolescents. With adolescents and young people emerging at the centre of future development programming, the IDA and the Government of India have accorded a high priority to adolescent programming during the 2018 – 23 programming cycle with the firm conviction that, if change has to happen rapidly and sustain itself, investment has to be made in building human capacity of adolescents and young people, to make informed choices whether it relates to individuals, families or communities.

The IDA shall provide support to government schemes and programmes in the above districts, focusing on adolescents by empowering them as agents of change to access relevant information and services, monitor the delivery of public services, express their views, engage in civic affairs and take active part in their own survival, development, protection and influence decision makers.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The SC-AEPCM shall provide support to implementing partners in planning, implementation and monitoring, aligned with the Rolling Work Plan (RWP). S/he shall be engaged in supporting the roll-out of communication strategy on violence against children in the selected districts. The post-holder shall be responsible for facilitating system strengthening and capacity development of different line departments (viz. Social Welfare, Youth Affairs and School Education), civil society partners and other stakeholders on Adolescent and Child Protection priority issues, in the assigned districts. The post-holder shall also institutionalize adolescent needs and priorities through adolescent review mechanisms in the selected districts.

The post-holder shall strengthen implementation of the AEP in the state and selected districts by providing necessary support in planning and coordination of adolescent programming to the Government and CSO partners.

The SC-AEPCM shall also provide support for the development of a Strategic Action Plan for adolescents, by mapping various schemes and interventions for adolescents across the state and provide necessary support for implementing the same through partner organizations.

S/he shall be engaged in documenting good practices of working with adolescents and the community across the state and also provide necessary training/ capacity building support to stake holders and partner organizations.

Key Deliverables:

(A)
Technical Support, Implementation  and Co-ordination:
(1) Provide technical assistance and supportive supervision to implementing partners in nine intervention districts, for the implementation of activities on Adolescent Empowerment and Prevention of CM/ trafficking;
(2) Co-ordination with district administration;
(3) Monitor implementation and facilitate reporting by implementing partners;
(4) Roll-out of communication strategy on violence prevention in intervention districts;
(5) Support partners in the development of new proposals;
(6) Compile schemes on skill building for adolescents.

(B) Capacity-Building:
(1) Technical support in conducting cluster level training of National Youth Volunteers (NYVs) in the selected districts;
(2) District level training of youth club members in coordination with Nehru Yuva Kendra Sangathan (NYKS);
(3)Technical support for preparing and/or adapting training manuals for NGO implementing partners and stakeholders focusing on child protection priorities;
(4) Support the formation and capacity-building of District Task Forces (DTF).

(C) Documentation,  Reporting, Supportive Supervision & Monitoring:
(1) Document the learnings and best practices from the adolescent empowerment programs from across various districts of West Bengal;
(2) Draft and finalize minutes of various meetings;
(3) Facilitate reporting from districts for the submission of donor and other reports;
(4) Provide support in documentation of adolescent programming/ ECM initiatives in Kolkata (written/ AVs).

(D) Data Management & MIS
(1) Facilitate quarterly data collection and reporting through Quarterly Programme Monitoring System (QPMS);
(2) Support District Task Forces in consolidating MIS for district level sharing.

(E) Inter-ectoral Convergence & Networking:
(1) Explore partnerships with networks and coalitions on adolescent priorities and engagement;
(2) Facilitate district level multi-sectoral coordination review meetings;
(3) Identify and promote key platforms of convergence for adolescent programme.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
(1) Masters in Social Work and related field;
(2) Special Course in Adolescent Psychology/ Counseling will be an added advantage.

Experience:
(1) Minimum 10 years of work experience in the field of Adolescents, Child Protection, with good knowledge of relevant statutes and rules related to child protection;
(2) Experience of working with Government Departments and understanding of government systems will be an advantage.
 

Skills and Competencies:
(1) Excellent writing skills in English, accompanied by the ability to analyze and present information;
(2) Oral and written proficiency in Bengali and English;
(3) Excellent computer skills, particularly knowledge of SPSS.
 

5. ESTIMATED TRAVEL: Approximately seven days in a month for achievement of the listed deliverables in across the state.

 

6. NATURE OF ENGAGEMENT:

 

The SC-AEPCM shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

 

Notes:

(1) The above elements shall be a key input into the selection and negotiation process;
(2) Candidates are expected to have their own laptops and be internet connected and these items shall not be provided.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
