WASH Monitoring Consultant

1. POSITION(S) VACANT: Wash Monitoring Consultant, International Development Agency, Andhra Pradesh, Karnataka and Telangana



Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.



Meeting the global commitment to fulfilling every child’s right to water, sanitation and hygiene is an ongoing challenge at policy, administrative and community levels. Monitoring is one of the weakest areas of all government departments especially monitoring of outcomes and impacts of WASH program. All relevant departments who are dealing with WASH facilities and hygiene behavior changes among target audience in institutions do not have separate monitoring system to capture outputs and outcomes of WASH program. They give low priority for monitoring. Majority of departments do not have effective mechanisms or systems to revalidate the data shared by field functionaries. It is a big challenge to develop such systems and implement them on scale. Timely collection of relevant data, analysis, reporting, sharing and taking timely decisions is another big challenge for all departments. In all three states there is little evidence on what works and what do not work in terms of toilet use, sustaining ODF status, alternate credit systems, behavior change approaches, etc.

Lack of disaggregated data by key stratifies such as poverty (wealth quintiles), location (urban, small towns, rural), caste, ethnicity, gender, religion, disability, education levels, etc., do not allow for objective assessment of the quality of WASH services being delivered. There is a need to strengthen monitoring systems for better accountability to identify the most vulnerable and disadvantaged groups and prioritize their needs. There is a great need to support the three states (Andhra Pradesh, Karnataka and Telangana) to constantly review, validate, document and evaluate implementation of WASH activities in all three states. IDA is committed to supporting humanitarian action through systematic monitoring, analysis and assessment of performance against benchmarks in concert with its partners.

The support would include a senior level professional to assist the respective state governments in monitoring, analysis and assessment of performance in WASH including WinS sectors. The professional will also participate and assess the state level mobilization events and to gather primary data on the progress of WASH including WinS aspects from all three states to the WASH specialist to strengthen the higher end advocacy. This support would also provide assistance for implementation of innovative pilots and partnerships supported by IDA during 2018-19. To reduce the data collection and reporting burden, outcome indicators will be monitored through national data systems and planned surveys, key sources of data, especially to measure outcomes and coverage, will include the national surveys including NAARS, NFHS, MICS and DHS. The professional also supports leading institutions and experts to contribute to the development of a strong evidence base through assessments, thematic studies, Impact studies, documentation of successful case studies, process documentation, etc. besides promoting new or strengthening existing knowledge sharing platforms at appropriate levels in coordination with state and thematic consultants. Monitoring professional will play key role on monitoring various processes and outputs with regarding transition from current technical assistance mode to changed IDA TA strategy.



The Wash Monitoring Consultant (WMC) shall be responsible for providing technical inputs to assist the WASH staff for monitoring, assessing, analyzing the programmes and providing inputs for undertaking higher end advocacy with all three states of Andhra Pradesh, Karnataka and Telangana, ensuring achievement of SDG 6 goal with respect to WASH sector. Further he/she shall be providing technical inputs on smooth transition from present Technical Assistance to changed Technical Assistance strategy.

Key Deliverables:
(1) Support three states on smooth transition from present technical assistance to changed  IDA Technical Assistance to government and other partners;
(2) Develop various knowledge products such as policy documents, strategies, guidelines, advocacy briefs, etc. based on demand from partners and emerging issues and bottlenecks for high end advocacy;
(3) Prepare biannual RAM reports, annual reports, Rolling Work Plans (RWPs), special reports, etc. as required by HFO and IDA Delhi office;
(4)  Support research institutions, consulting firms and experts on undertaking various assessments, thematic studies, Impact studies, Documentation of successful case studies, process documentation, etc. in order to create strong evidence base information for advocacy;
(5) Assist WASH team on conceptualizing brief notes on emerging WASH issues, exist strategy, TORs, conducting workshops and meetings, development of training modules and resource materials, review of partners’ proposals and reports, etc.;
(6) Assist strategic partners on designing monitoring and reporting systems, program reviews development of action plans, etc. Further collect and analyse monitoring reports and update the same to Reporting Officer from time to time;
(7) Manage National Institute of Rural Development (NIRD) project in terms of capacity building, timely implementation of agreed actions including liquidation and submission of FACE forms, review of progress and development of action plans, etc.;
(8) Provide support to WASH team and partners on piloting Sanitation Marketing and other innovative interventions.



Post Graduate in water and sanitation related areas.

(1) At least 10 years of experience of working with rural water and sanitation projects;
(2) Experience of working with Schools/ WASH in Schools is an added advantage;
(3) Prior experience of working with the sector flagships (TSC/SBM&NRWDP) and allied projects (SSA, TSP & NRHM) on WASH components would be desirable.

Skills and Competencies:
(1) Excellent data collection, management, analysis and presentation capability;
(2) Fluency in spoken/written English and Kannada / Telugu (local language) would be an essential qualification for this assignment;
(3) Well versed with using computers and internet;
(4) Should be having own laptop, vehicle and other communication.

5. ESTIMATED TRAVEL: Approximately 10 days in a month for achievement of the listed deliverables.




The WMC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.




Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

8. LOCATION: Hyderabad, Telangana and frequent travel to other districts in three states.


9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
