1. POSITION VACANT: Water Institutions Consultant, International Development Agency, Andhra Pradesh, Karnataka and Telangana


Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.



In accordance with the Convention on the Rights of the Child, every child’s right to education is a fundamental principle to compulsory primary school education for all. Meeting the global commitment to fulfilling every child’s right to water, sanitation and hygiene is an ongoing challenge at policy, administrative and community levels. Schools are also learning centres where habits of good sanitation practices, personal health and hygiene by children can go a long way in inculcating these habits when they become adults. Besides, presence of school toilets, safe drinking water, clean surroundings and basic information on hygiene improves the learning abilities of children, improves health, and improves attendance especially of the girl child, with far reaching consequence on the health of the community and has the potential to promote generational change in the community. It can serve as an entry point for improving sanitation and hygiene within the family and community.

For first time schools and anganwadis were brought under the national flagship program “Total Sanitation Campaign” initiated in 1999. The launch of Swachh Bharat Mission (erstwhile Nirmal Bharat Abhiyan-NBA) in October 2014 with aim of making India Clean by October 2019 had given a great impetus to WASH in institutions. School and anganwadi sanitation which were part of Nirmal Bharat Abhiyan (now SBM-G) has been transferred to respective Ministries. Every Ministry as a part of achieving the goal of SBM had brought out various guidelines, government orders and circulars to accelerate provision of safe WASH facilities and services in institutions on a sustainable basis.

The three states (Andhra Pradesh, Karnataka and Telangana) are slowly progressing with regarding to WASH facilities in key institutions (Schools, Anganwadis and Health centres) due to growing priority by the respective institutions as mentioned above. Though GoI had issued various guidelines, the relevant departments have limited skills and knowledge for operationalising the same. Monitoring WASH activities, outputs and outcomes across all institutions were found to be very weak. There is a need for large scale sensitization and capacity building interventions among relevant officers, grassroots functionaries, anganwadi workers, teachers, health attendees and communities in implementing these guidelines in addition to dedicated human resources at various levels and budget. Continuous advocacy with relevant Ministries and departments and knowledge sharing is plays a critical role in implementing these guidelines effectively.

The IDA Hyderabad field office will support three states (Andhra Pradesh, Karnataka and Telangana) on strengthening WASH facilities and services in key Institutions. The support would include a consultant to support states and targeted districts (relevant departments) on developing strategies, development of knowledge products, establishing monitoring systems, etc. for creating safe and sustainable WASH facilities in institutions on scale. Further build the capacities of states to implement various guidelines through appropriate frameworks, tools, trainings, holding state and select district level workshops for delivery of gender responsive and quality WASH package in schools, anganwadis and health care facilities. The consultant will also support states building the capacities of staff and consultants/partners for effective service delivery, promoting child friendly technologies, sustainable operation and management of WASH facilities, hygiene behaviours, etc. in schools, anganwadis and health care facilities. As per changed TA mandate, the professional will also focus on identification of appropriate institutions and academia, build their capacities, and strengthen institutional linkages to support relevant departments of state and districts on sustaining WASH outcomes.


The Water Institutions Consultant (WIC) shall be responsible for providing technical inputs to three states (Andhra Pradesh, Karnataka and Telangana) for providing safe and sustainable WASH facilities and services in schools, anganwadis and health centres and, to IDA WASH staff to undertake higher end advocacy with all three states for improved policy and enabling environment with regarding WASH in institutions contributing to achievement of relevant Sustainable Development Goals (3, 4 and 6). Further provide technical inputs on smooth transition from present Technical Assistance to changed Technical Assistance strategy.

Key Deliverables:
(1) Facilitate smooth transition from present technical assistance to changed IDA’s Technical Assistance to government and other partners in Andhra Pradesh, Karnataka and Telangana;
(2) Assist states and other partners on strengthening policy and enabling environment for effective implementation of WASH programs in institutions (Schools, Anganwadis and Health centers);
(3) Provide organizational support and resource inputs for the capacity building activities supported by IDA at State and District levels;
(4) Provide technical inputs to IDA WASH staff on developing advocacy strategies and relevant tools and frameworks including preparation of resource material.



Post Graduate in Social Sciences / Water and Sanitation related areas / Rural Development.

(1) At least five years of experience of working with government departments, international organizations;
(2) At least two years of experience in rural development / water, sanitation and hygiene related areas / education department at state program;
(3) Experience of working with the sector flagships (TSC/SBM (G) & /NRDWP ARWSP) and allied projects (SSA, TSP &NRHM) on WASH components would be desirable;
(4) Prior experience of working with Schools/ WASH in Schools, anganwadis and health centers is an added advantage.

Skills and Competencies:

(1) Fluency in spoken/written English and Kannada / Telugu (local language) would be an essential qualification for this assignment;
(2) Well versed with using computers and internet;
(3) Should be having own laptop, vehicle and other communication facilities;
(4) Willingness to travel.


5. ESTIMATED TRAVEL: Approximately 12 days in a month for achievement of the listed deliverables.




The WIC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.




Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.  


Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

8. LOCATION: Hyderabad, Telangana and frequent travel to other districts across three states.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
