State Consultant- WASH

1. POSITION(S) VACANT: State Consultant- WASH, International Development Agency, Andhra Pradesh (Vijayawada); Karnataka (Bangalore) and Telangana (Hyderabad)



Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.



IDA’s aim is to meet the global commitment to fulfilling every child’s right to water, sanitation and hygiene, as it is an ongoing challenge at policy, administrative and community levels. As on today, all 13 districts in Andhra Pradesh have been declared as Open Defecation Free based on 100% toilet coverage. Except few districts, the rest of the districts are giving low priority to Social Behaviour Change Communication interventions resulting in poor quality of construction, poor usage of facilities, slippage of ODF status, etc. Similarly, there is limited focus on hygiene behaviours such as safe disposal of child faces, handwashing with soap, Menstrual Hygiene Management, etc. As per ASER 2016, 82.9% schools are covered with toilets and 56.8% schools with drinking water. Similarly, as per RSOC 2014, 24.8% anganwadis are covered with toilets and 30.5% anganwadis with drinking water. However, there is large variation between what is reported and what is available and accessible and functional. Thus, many schools and anganwadis do not have access to safe WASH facilities and services.


The state has made substantial progress in terms of coverage of villages with drinking water with piped water schemes even in areas with predominantly scheduled caste and tribal group population. As per NSSO 2016, around 41% of population in Andhra Pradesh has access to safely managed drinking water (located on premises, available when needed and free of contamination). The state is yet to mainstream water safety planning in the guidelines. Further the Rural Drinking Water Department has limited skills and knowledge on water safety planning and implementation. Around 9 out of 13 districts are vulnerable to cyclones, floods, droughts, heat-waves and hailstorms causing severe damages to infrastructure including WASH structures.


The usage of Household (HH) and institutional toilets, sustainability of ODF status and provision of safe drinking water in the HH premises are some of key challenges the state is grappling now. Relevant departments and institutions who are responsible for WASH facilities have limited skills and knowledge to develop sector strategies and policies, develop knowledge products, build capacities of key stakeholders, facilitate outcome-based monitoring systems, etc. for sustaining Open Defecation Free status and supply of safe and adequate water to rural HHs at premises. Given the scale of the need, it is critical that state has strong institutions capable of planning, implementing and overseeing the WASH program.


IDA’s support would include engaging a professional to provide strategic technical support to SSBMs, SSA, WCD, RWS and RHM in terms of capacity building, effective institutional coordination, implementation, identification of bottlenecks and addressing the same and, reviewi the progress periodically. Also, IDA will be participating in and documenting events and further collect primary data on the progress of WASH interventions in institutions from various sources and share the key findings with IDA WASH staff to strengthen the higher end advocacy. S/he shall also facilitate consulting agencies undertaking studies and assessments effectively and further ensure dissemination of findings through various mechanisms. As per changed Technical Assistance mandate, S/he will focus on identification of appropriate institutions and academia, build their capacities, and strengthen institutional linkages to support state and districts on sustaining WASH outcomes.




The State Consultant- WASH (SC-WASH), shall be responsible for providing technical inputs to the state and select districts for achieving sustainable Swachh status through provision of safe and sustainable WASH facilities and services to HHs and institutions through development of demand responsive policies and strategies, institutional building, knowledge management, capacity building of key stakeholders, establishing outcome based monitoring systems, etc. contributing to realization of SDG 3, SDG 4 and SDG 6 in the states.

The SC-WASH shall facilitate smooth transition from present technical assistance to changed IDA Technical Assistance to government and other partners in the states. S/he shall assist the states and other relevant partners on strengthening policy and enabling environment for effective implementation of Rural WASH programs especially sustaining WASH outcomes. The incumbent shall be responsible for providing support to the state government in planning, implementation and periodic monitoring of water, sanitation and Hygiene programs.

S/he shall be responsible for providing organizational support and resource inputs for various activities supported by IDA at state and districts ensuring effective implementation and timely liquidation of the funds.

The SC-WASH, shall also provide capacity building support to key stakeholders of state and districts on key components/ emerging areas of WASH.

Key Deliverables:
All the tasks will be carried out under the guidance and direction of the WASH Officer, IDA HFO and will be essentially aimed at assisting him/her to ensure delivery of results stipulated in the rolling work plan for WASH and allied sectors.


(A) Provide technical assistance to state and target districts on strengthening policy & enabling environment for effective implementation of WASH programs especially sustaining WASH outcomes:


Constantly assess appropriateness of activities, results and strategies based on available online information, partners’ reports and field visit reports. Based on this information, prepare analytical reports and share with relevant departments of state. Further share various knowledge products to which contributed addressing the identified gaps or challenges. Further provide technical inputs to state for strengthening the existing/ developing new policies and strategies based on these findings and other emerging issues in the sector.

(B) Provide support to the state government in planning, implementation and periodic monitoring of water, sanitation and Hygiene programs:


Work closely with the Swachh Andhra Corporation (SAC), State SBM-G, RWS, SSA, NRHM and WCD and provide the necessary technical assistance on planning, implementation and monitoring of WASH programs Assist SAC on conducting periodical planning cum review meetings. Also assist on strengthening collaboration with various stakeholders including NGOs, Institutions, PRIs and other grass root agencies.

(C) Provide organizational support and resource inputs for various activities supported by IDA at state and districts ensuring effective implementation and timely liquidation of the funds:


Assist the respective partners on development of action plans and timely implementation of planned activities. Further, support on establishment of monitoring systems besides ensuring quality and detail progress reports. Also ensure that the funds are managed in accordance with the guidelines provided by IDA, including timely liquidation. Undertake periodic field visits to IDA supported or any other district as directed by IDA and state. Also participate in internal review cum planning meetings.

(D) Provide Capacity building support to key stakeholders of state and districts on key components/emerging areas of WASH:


Facilitate strategic capacity building events at state and select districts level based on demand from states and other partners which includes module development, preparation of resource material and moderating training/ workshop sessions with special focus on new technical assistance strategy.

(E) Develop knowledge products around different domains, issues and successful practices including videos:


From time to time undertake quick review of emerging issues, successful practices and needs of different projects and stakeholders. Accordingly develop various knowledge products (guidance notes, studies, videos, compendium of best practices or case studies, assessments, etc.). These can be developed by consultant, partners and external agency/ resource person. IDA support also includes developing TOR, coordination, data quality check, review of reports, etc. Further, assist state on dissemination of findings through appropriate mechanisms.



Post Graduate in Water and Sanitation related areas.



(1) Minimum five years’ experience of working in rural water and sanitation projects;
(2) Prior experience of working in WASH, Sanitation and Drinking Water projects will be an added advantage;
(3) Previous experience of working in the sector flagships (SBM & NRDWP) and allied projects (SSA, TSP & NRHM) on WASH would be considered as an additional and desirable qualifications;
(4) Experience in designing, preparation of training modules and facilitation of training, would be desirable.


Skills and Competencies:

(1) Fluency in spoken and written English and knowledge of Kannada, Telugu, are mandatory;
(2) Well versed with using computers and internet;
(3) Applicants having own laptop, vehicle, camera and other communication facilities, would be desirable.

5. ESTIMATED TRAVEL: Approximately 12 days in a month for achievement of the listed deliverables.




The SC-WASH shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.




Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.


Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.
