1. POSITION(S) VACANT: RMNCHA District Consultants, Eight Vacancies; (Andhra Pradesh (4 districts), Karnataka (2 districts) and Telangana (2 districts), International Development Agency

 

2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:
 

IDA has identified Aspirational districts and HPDs, with an objective to scale-up and implement RMNCH+A and Nutrition interventions in the districts by improving the health outcomes in the country by implementing several initiatives. It has been observed that there is an uneven development across states and districts and many districts are lagging, on health, education and socio-economic development, as compared to the National averages and other districts. To address this issue and to promote balanced and inclusive growth in the country, NITI Aayog (erstwhile Planning Commission) has identified 117 Aspirational Districts, to accelerate the pace of overall development for rapid transformation. These districts have been selected based on a composite index based on various indicators including health, nutrition, education, agriculture, financial inclusion, skill development, basic infrastructure. Government of India has planned new MCH Wings, SNCUs, blood banks, Stores, Health & Wellness Centres etc on a priority under the National Health Mission for these districts. 

 

The three critical components of the programme are the 3 “Cs”: Convergence, Collaboration and Competition among districts driven by a mass movement. The programme is a policy priority of the Government of India and is monitored at the highest level by the Prime Minister’s Office. NITI Aayog anchors the programme through the various Central Ministries and State Governments. At the District level, the District Magistrate is the overall head of the Programme who will supervise the various line-departments. The main approaches under this programme are to ensure convergence between the different schemes, institutional arrangements and improved governance. Various partners have joined hands with the Government of India to forward this ambitious programme and IDA is the lead support partner in Andhra Pradesh (four districts: Kurnool, Kadapa, Visakhapatnam and Vizianagaram) and Karnataka (two districts: Raichur and Yadgir). Further, IDA would continue to support the High Priority districts of Telangana state, namely Mahbubnagar and Adilabad. 

 

All the key Maternal and Neonatal health interventions are expected to be prioritized and implemented on priority in the Aspirational districts like LaQshya, Obstetric ICU, HDU, strengthening facility based newborn care, HBYC, follow up of SNCU discharged newborns, cold chain strengthening, improving Immunization coverage, Elimination of mother to child transmission of HIV etc. This requires strengthening of Health systems in the state and districts to be able to deliver required services. 

 

Strategic technical support would need to be continued in the states of Telangana, Karnataka and Andhra Pradesh to support health system strengthening initiatives for delivery of Universal Health Coverage, focussing on the six Aspirational districts of AP and Karnataka and the two High Priority districts of Telangana.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

RMNCHA-DCs shall be responsible for providing technical assistance to the districts to support evidence-based planning, budgeting and monitoring of key RMNCH+A interventions and indicators identified by NITI Ayog.

S/he shall be assisting the scale-up and implementation of RMNCH+A and Nutrition interventions in the districts with focus on Aspirational districts and HPDs. 

Key Deliverables:

(A) Planning and Coordination:
(1) Support preparation of NHM PIP inclusive of relevant interventions;
(2) Support the districts in planning for capacity building and implementation of key interventions like FBNC, HBYC, LaQshya, Dakshata, RKSK, HDU, Obstetric ICUs etc.;
(3) Facilitate coordination amongst key RMNCH+A stakeholders in the districts, which includes Departments of Health, WCD, RWSS, ITDA and other line departments etc. to address identified gaps and take corrective actions.

(B) Review, Monitoring and Supportive Supervision:
(1) Facilitate programme monitoring of all RMNCHA and Nutrition components and support district level review meetings;
(2) Support Laqshya certification of identified LRs and establishment of HDUs and ICUs;

Conduct supportive supervision visits in the districts for identifying gaps and corrective actions; 

(3) Facilitate establishment of supportive supervision mechanisms to ensure mentoring visits to SNCUs, Labour rooms and NRCs;

(4) Facilitate supportive supervision visits to improve WASH in health facilities;
(5) Facilitate establishment of supportive supervision mechanism for follow up of SNCU graduates;
(6) Facilitate Mission Indradhanush, cold chain strengthening and EVM assessment;
(7) Facilitate corrective actions from the districts level to address the gaps identified;
(8) Facilitate progress of key Health and Nutrition interventions in the districts as per the identified indicators;
(9) Facilitate regular review meetings in the districts and submission of monthly reports

Provide capacity building support to key stakeholders of the districts on key components;
(10) Conduct regular block monitoring visits in the districts, identify issues for resolution and take follow up actions at appropriate levels.
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Post-graduate Degree or Diploma in Community Medicine/ Public Health / Social Work.

 

Experience:

(1) One to three years’ experience in project planning, project implementation, coordination, research and evaluation and training;
(2) Proven ability of data analysis, documentation, reporting and feedback using multiple sources of data namely HMIS, survey data etc;
(3) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyse reports, plan and monitor programmes.

 

Skills and Competencies:

(1) Excellent oral and written communication skills in English and knowledge of Telugu are mandatory;
(2) Candidates with excellent presentation skills, analytical and interpersonal abilities will be given preference;
(3) Candidates with good understanding of government sector and its functioning;
(4) S/he should be well acquainted with NHM and Reproductive & Child Health Program of the Government of India in general and state specific programme and its implementation within the state;
(5) Applicants having prior experience of implementing such programs shall get preference;
(6) Computer proficiency with high-level of familiarity with data base management programme and commonly used packages;
(7) Should be self-motivated, hard-working, energetic and creative with good analytical skills.

5. ESTIMATED TRAVEL: Approximately 15 days in a month for achievement of the listed deliverables. Need Based travel to Delhi.

 

6. NATURE OF ENGAGEMENT:

The RMNCHA-DC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
