State Nutrition Consultant

1. POSITION VACANT:  State Nutrition Consultant (SNC), International Development Agency, Guwahati, Assam


Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

Project Background:

The IDA is supporting NHM Assam, to strengthen planning, implementation and monitoring of various nutrition interventions along with supporting cross-sectoral convergence with other relevant sectors. To achieve this, the IDA will provide high-end technical assistance through a technical consultant to the State NHM. The specific focus will be on addressing nutrition specific interventions across the state.

NFHS-4 (2015-16) data for Assam shows that the proportion of children (under-5) with chronic malnutrition i.e. stunting remains unacceptably high at 36.4% and that of acute malnutrition is 17% with Severe Acute Malnutrition (SAM) being 6.2%. These children face higher probability of mortality. The evidence also suggests that 45% of child deaths have under-nutrition as a key underlying factor. Hence it is crucial to implement nutrition interventions – both preventive and curative, at scale and with quality. The evidence shows that stunting during the intrauterine period and first two years of life leads to decreased physical growth and development and increased child morbidity and mortality. Stunting is known to affect adult height, cognition, reproductive performance and economic productivity. Thus, proper growth and development of the children could only be addressed during the first 1000 days - “window of opportunity” through scaling up of essential nutrition interventions with quality and equity.

Improving Maternal, Infant and Young Child Nutrition (M-IYCN) remains key to address issues in first 1000 days of life. This will clearly have triple benefit of improved maternal survival, newborn survival and healthy child growth reducing morbidity and mortality during childhood. Health sector has a crucial role in addressing some of these nutrition specific interventions especially during ante-natal care, immediate post-partum care and also facility based care for the children with SAM. Since the inception of NHM in Assam, the capacity of health sector in terms of human resource, provisioning of essential services, physical capitals in health facilities and outreach for services has increased. However, the expected improvement in the nutrition behaviors among the community, needs more attention with special focus to optimal M-IYCN practices.


The State Nutrition Consultant (
SNC) shall be responsible for supporting effective planning and regular monitoring and review for all nutrition interventions under NHM, Assam, including MIYCN, Micronutrient Supplementation, SAM management interventions and initiatives under Poshan Abhiyaan. S/he shall support capacity building initiatives of Health Dept. functionaries for various programmes such as MAA, HBYC, AMB, NRC and Poshan Abhiyaan.

Key Deliverables:
Support state level planning process with specific focus on nutrition interventions under NHM, Assam including M-IYCN, micronutrient supplementation and SAM management;
(2) Administer state level planning and implementation of Health Dept. initiatives under Poshan Abhiyaan;
(3) Manage capacity building initiatives for nutrition interventions under NHM, Assam including M-IYCN, micronutrient supplementation and SAM management;
(4) Monitor and review nutrition interventions under NHM, Assam including M-IYCN, micronutrient supplementation and SAM management;
(5) Undertake joint district / block monitoring visits (including VHNDs) as well as facilitate regular reviews at the district and state level;
(6) Compilation and analysis of data, supply chain management and development of reports as required.



(1) Post Graduate in Food and Nutrition, Public Health Nutrition or Post Graduate Diploma in Public Health Administration, Health Management and Public Health Nutrition;
(2) Advance management training in Health and Family Welfare subjects, will be preferred.

(1) Minimum two years’ of work experience in the area of Nutrition;
(2) Minimum three years’ prior experience of working with Govt /non-governmental agencies/ IDA or other UN agencies, will be an asset;
(3) Prior work experience or field experience with the practical application of planning, field coordination and management in feeding, Nutrition and Child Development programs, will be preferred.


Skills and Competencies:

(1) Good negotiation and influencing skills supported by excellent communication skills;
(2) Excellent oral and written communication and presentation skills in English;
(3) Computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;
(4) Knowledge of local language would be an added advantage;
(5) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyze reports, plan and monitor projects.


5. ESTIMATED TRAVEL: Approximately 10 days in a month for achievement of the listed deliverables.




The SNC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.



Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
