State Consultant- Poshan Abhiyaan

1. POSITION VACANT: State Consultant- Poshan Abhiyaan (SC-PA), International Development Agency, Guwahati, Assam

2. ORGANIZATION BACKGROUND
:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:

Poshan Abhiyan is an initiative of Ministry of Woman and Child Development, GoI to address the challenge of under-nutrition. The IDA has been providing comprehensive technical assistance to implementation of Poshan Abhiyan and strengthen multi-sectoral convergence for planning, implementation and monitoring of interventions related to child, adolescent and maternal nutrition with focus on tea garden districts in upper Assam.

With IDA’s enormous efforts, Child Stunting in Assam has declined from 46.5% in 2006 to 36.4% in 2016 – a fall of about 22% with average annual reduction of 2.4%, which is slower compared to 3.8% compound annual decline during 1999 to 2006. With 1.4 million children under five stunted, Assam contributes to 3% of the stunted children in the country. State of Assam has witnessed good increase (27%) in early initiation of breast feeding over the past ten years however, exclusive breast-feeding rates are stagnant (63.5%) and initiation of complementary feeding (49.9%) has declined (by 17%). Children (6 – 23 months) receiving adequate diet as per complementary feeding guidelines is very low at 8.9%.

Thus, addressing maternal, infant and young child nutrition (MIYCN) with special emphasis on complementary feeding along with micronutrient supplementation and with specific focus on improved governance for nutrition and marginalized communities in the state (like tea community and religious minorities), is crucial to address the challenge of under-nutrition in Assam.

Over the past few years, the IDA has been engaged in building strong partnerships with Dept. of Social Welfare, National Health Mission, CSOs and tea garden management to address health and nutrition issues in the state. With Poshan Abhiyan, there is a need to strengthen focus for improving convergent planning, implementation and monitoring in these districts. As the key development partner supporting Poshan Abhiyan, there is a need for the IDA to support multi-sectoral initiatives in these districts with the aim to improve the districts performance on various key indicators related to child, adolescent and maternal nutrition.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The SC-PA shall be responsible for providing technical support to Dept. of Social Welfare for development, implementation and monitoring of state convergence plans under Poshan Abhiyan, with clear milestones against set indicators and roles of line departments. S/he shall also be responsible for providing technical support for planning, implementation and monitoring of nutrition interventions through multiple departments, including Health, Education, P&RD and SBM, under Poshan Abhiyaan.

Key Deliverables:
(A)
Technical support to Dept. of Social Welfare for development, implementation and monitoring of state convergence plans under Poshan Abhiyaan:
(1) Support DSW for development and implementation of State Convergence Action Plan on Nutrition under Poshan Abhiyaan;
(2) Provide technical support and supportive supervision to DSW planning and roll-out of new multi-sectoral initiatives under Poshan Abhiyaan;
(3) Support regular monitoring and review for nutrition interventions under Poshan Abhiyaan, with focus on complementary feeding, growth monitoring, ICDS-CAS and convergent initiatives;
(4) Undertake joint district/ block monitoring visits as well as facilitate regular reviews in the district and state level;
(5) Support data compilation, data analysis and development of reports as required.

(B) Technical support for planning, implementation and monitoring of nutrition interventions through multiple departments, including Health, Education, P&RD and SBM, under Poshan Abhiyaan:
(1) Support multi-sectoral convergent actions under Poshan Abhiyaan effective in coordination with multiple depts. including Health, P&RD, PHED and Education;
(2) Manage multi-sectoral capacity building initiatives for nutrition interventions under Poshan Abhiyaan.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Post Graduate or Advanced Degree in Public Health, Health Management, Public Health Nutrition and Social Work.

Experience:
(1) Minimum three years’ experience of working in the public health sector;
(2) Prior experience of working with NRHM, ICDS and/ or with UN agencies, will be an asset.
 

Skills and Competencies:

(1) Strong quantitative and analytical skills, with ability to conduct analysis of, and planning for nutrition interventions;
(2) Experience in writing reports, proposals, reports, and programme reviews and presenting papers;
(3) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;
(4) Excellent organizational, time management, and project management skills;
(5) Proficiency in Assamese is desirable.

 

5. ESTIMATED TRAVEL: Approximately seven days in a month for achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The SC-PA shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

 

(a) Monthly Professional Fees and

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

 

Notes:

(1) The above elements shall be a key input into the selection and negotiation process;

8. LOCATION: Guwahati, Assam

 

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
