2. ORGANIZATION BACKGROUND
:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:

The Aspirational Districts Programme has been launched by the Hon’ble PM in January 2018. The broad contours of the programme includes Convergence (of Central & State Schemes), collaboration (of Central, State level ‘Prabhari’ Officers & District Collectors), and competition among districts driven by a mass movement. With States as the main drivers, this program focuses on the strength of each district, identify low-hanging fruits for immediate improvement, measure progress, and rank districts. For the program, a total of 115 districts were identified from 28 states, at least one from each state. The major focus area in the program is to raise the living standards of its citizens and ensuring inclusive growth for all, to enable optimum utilization of their potentials. The focus areas are divided into five sectors viz. Health & Nutrition, Education, Agriculture & Water Resources, Financial Inclusion & Skill Development, and Basic Infrastructure with 49 key performance indicators to measure progress of the districts. The objective of the program is to monitor the real-time progress of aspirational districts based on 49 indicators (81 data-points) from the five identified thematic areas. NITI Aayog in partnership with the Government of Andhra Pradesh has created a dashboard for monitoring the real-time progress of these districts. Amongst the ranking of 101 aspirational districts shared by NITI Ayog, the seven districts in Assam viz Baksa, Dhubri, Barpeta, Hailakandi, Udalguri, Goalpara and Darrang ranked 66, 68, 73, 76, 79, 84 and 87 respectively. Among the five sectors, health and nutrition sector is with 30% of the overall composite score and the program has identified 13 indicators to focus on antenatal care, postnatal care, and gender parity, health of new-borns, growth of children, contagious diseases, and health infrastructure.

Government of India has identified development partners for each state across the country who are committed to provide technical assistance to the state government to implement RMNCH+A strategy now focusing on the aspirational districts. The IDA is a lead partner under RMNCH+A initiative for Assam. In addition, the scope of the RMNCH+A strategy encompasses cross sectoral convergence, notably with Nutrition, WASH, C4D and Advocacy/Communications for equity planning, implementation and monitoring.  To accelerate achievement of RMNCH+A indicators it is essential to focus on each stage of the life cycle.

The IDA as the State Lead Partner is expected to provide high-end technical assistance through a senior Consultant to the State NHM and the Directorate of Health & Family Welfare, Govt. of Assam to monitor the progress is aspirational districts and provide day to day technical assistance to initiative corrective actions and bridge the gaps. This specific support will aim at building capacity of the state and district health managers/supervisors for effective implementation of RKSK, understanding demand related issues, peer educators training, monitor coverage of WIFS and contribute to evidence-based planning and budgeting of NHM Assam PIP- Reproductive and Adolescent Health section, including appropriate budget allocations for aspirational districts.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The State Adolescent Health Consultant (SAHC) shall be responsible for providing technical support in quality implementation of high impact evidence-based interventions under the umbrella of RMNCH+A in aspirational districts with specific focus on adolescent health, convergent programming, innovations and capacity building models.  

Key Deliverables:
(1) Lead the RKSK lab district, Dhubri for developing a model RKSK implementation strategy;
(2) Support in reducing adolescent pregnancy by strengthening interventions around adolescent responsive health services;
(3) As part of the State RMNCH+A unit and Reproductive and Adolescent Health technical lead, support Reproductive and Adolescent health programmes. Support the State Program Management Unit (SPMU) in analysis of the Reproductive and Adolescent health data and developing monthly/quarterly reports;
(4) Help the Aspirational Districts State Coordinator and the district RMNCH+A coordinators in planning, and implementation of Reproductive and adolescent health programme components and regular review for the same at the district and state level;
(5) Support NHM in strengthening the adolescent nutrition and the National Iron Plus Initiative program specially WIFS in the state;
(6) Strengthen the Facility-based adolescent reproductive and sexual health services (Adolescent health clinics);
(7) Assist in Strengthening RKSK programme in aspirational districts with specific focus on adolescent anemia;
(8) Identify capacity gaps of District and block level officials on Reproductive and Adolescent Health components and Support the strengthening of Reproductive and Adolescent health services in health facilities and in the community through capacity development of the service providers and FLWs in RKSK, NIPI, Menstrual Hygiene program etc;
(9) Support NHM at state-level to undertake evidence-based planning and budgeting for the Programme Implementation Plan (PIP), as per the RMNCH+A guidelines;
(10) Support IEC/BCC cell for developing appropriate IEC/BCC plan for strengthening Reproductive and Adolescent Health programme in the state;
(11) Assist State and District teams (supervisors and other partners) in the planning and execution of supportive supervision of RKSK, NIPI (Specially WIFS), focusing on those that are poor performing, on a monthly or quarterly basis, as per requirement;
(12) Establish and co-ordinate linkages with other related line departments (ICDS, SABLA, PHED among others) as well as professional bodies, CSOs, etc;
(13) Interact with the Department of Social Welfare, the Public Health Engineering Dept, Education department to harmonize efforts focused on WIFS, RKSK, Menstrual Hygiene program;
(14) Co-ordinate with professional bodies (Medical Colleges, IAP, NNF, FOGSI, etc), training institutions, and NGOs for improving Reproductive and Adolescent health outcomes.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
(1) Any Medical/ BHMS/ BAMS/ Public Health Graduate;
(2) Post Graduate training in Pediatrics, OBGY or Community Medicine and or Public Health is desirable;
(3) Familiarity with theory and practical applications and essentials of Adolescent Health.

Experience:
(1) Minimum four years’ experience in the field of MCH program, project management at state, regional level, with professional knowledge of Reproductive, Maternal, Neonatal, Child Health is essential;
(2) Experience in planning and management of Health sector/ RCH programs, is desirable.

 

Skills and Competencies:

(1) Good negotiation and influencing skills supported by excellent communication skills;
(2) Excellent oral and written communication and presentation skills in English and Hindi;
(3) Computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;
(4) Knowledge of Assamese and or Bengali would be an added advantage;
(5) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyze reports, plan and monitor projects.

 

5. ESTIMATED TRAVEL: Approximately 12 days in a month for achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The State Adolescent Health Consultant (SAHC) shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


7. REMEUNERATION, DSA:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.
