1. POSITION VACANT: RISE Fellow- Policy Support, Shakti Sustainable Energy Foundation, New Delhi

 

2. ORGANIZATIONAL BACKGROUND:

 

Shakti Sustainable Energy Foundation (Shakti) works to facilitate India’s transition to a cleaner energy future, by aiding the design and implementation of policies that promote solutions across energy (clean power, industry, buildings, sustainable transport), non-energy (agriculture, food systems and land) and cross-cutting themes of climate policy, climate finance, and climate insights.  Over the last many years, Shakti has become a trusted partner of many policymakers who have requested the organization’s input. Shakti is funded by global and Indian philanthropies with a strong interest in preventing climate change and mitigating harmful carbon emissions.

3. THE RISE FELLOWSHIP PROGRAMME:

 

With the objective of supporting policy and practice for high Renewable Energy pathways, Shakti has designed a programmatic solution, the Research Innovation Shakti Expert (RISE) Programme, comprising the provision of multiyear support to the policy host [Ministry of New and Energy Renewable Resources (MNRE)] and other key affiliates. The programme aims at harnessing the synergies of industry and academia, for driving innovation on cross-thematic strategic interventions.

 

The RISE Fellowship is a programme launched by Shakti to provide in-depth research support on a range of issues, vital for India’s energy transition towards 500 GW non-fossil fuel electricity by 2030.

 

The RISE Fellowship seeks to bring together some of the best, inquisitive minds to closely aid policymakers with options and decision-support research and analysis. The fellows shall provide research support and be based in New Delhi. The initiative provides a unique platform for outstanding energy professionals to engage with policymakers, and influence meaningful change in the Renewable Energy domain.

 

RISE Fellows are based at the office of the MNRE in New Delhi. S/he will report to the designated officer at MNRE and coordinate with relevant contact persons and other team members at Shakti.

 

4. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The RISE Fellows - Policy Support (RFPS) shall be responsible for engaging with stakeholders to create a large-scale impact in the renewable energy domain.

 

Key Roles and Responsibilities:

(1) Conduct research, conceptualize new ideas and develop briefing notes on a range of topics, including energy policy, policy programme formulation, international policy developments in the clean energy domain, technology innovation, etc.;
(2) Provide support for the production of top-notch, upstream policy knowledge products, on energy, climate policy and related development issues;
(3) Develop clear and compelling presentations and written reports, for internal and external stakeholders;
(4) Track key sector developments, interventions of other actors, and international developments;
(5) Interact with a diverse set of stakeholders, and coordinate activities and initiatives.

 

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:

Applicants must have a Masters’ degree, or equivalent, in International Relations, Political Science, Environmental Studies, Energy Policy, or related streams from a reputed University, or Institute.

 

Experience:

(1) Minimum 8-10 years of experience in the areas of Renewable Energy or Electricity Distribution/ Regulation/ Markets;
(2) Understanding of Renewables/ Power systems, Policy, Regulatory Frameworks;
(3) Knowledge of climate change and renewable-related policies, regulations, and programmes at the international, national, state and city levels;
(4) Prior experience of interacting with policy, regulatory stakeholders, shall be an advantage;
(5) Good understanding of International developments and politics in energy and climate policy space, multilateral cooperation issues and a flair for strategic thinking and analyses.

 

Essential Skills and Competencies:

(1) Excellent written, verbal communications, and presentation skills;
(2) Ability to interact with a diverse set of external stakeholders including senior officials, and representatives from the private sector, civil society organizations, and national and international think tanks and research institutions;
(3) Excellent interpersonal and communication skills with the ability to engage with teams at all levels;
(4) Comfortable working both independently, and in collaborative team settings, managing multiple roles simultaneously;
(5) Personal Qualities: Climate Optimist with a ‘Can Do’ spirit. A self-starter, and team-player, with intellectual curiosity, flexible mindset, and a passion to make a positive impact in the climate change domain.

 

6. COMPENSATION AND BENEFITS:

 

Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

 

7. CONTRACT:

 

The duration of the RISE Fellowship Programme is three years starting from April 2024. The selected candidate will be appointed on a Consultancy Contract, initially for one year, renewed thereafter for period(s) based on mutual consent. The start date is flexible, with a preference for candidates ready to begin work as soon as possible.
