1. POSITION VACANT: Team Leader- Program (Family Planning), India Health Action Trust (IHAT), Lucknow, Uttar Pradesh

 

2. ORGANIZATION BACKGROUND:

 

Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA)under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

 

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, RajasthanMaharashtraBiharRajasthanAndhra PradeshTamil Nadu and Goa.

 

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF)Central and State government.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Project Director- Family Planning, the Team Leader- Program, Family Planning will support the state government in implementing Family Planning interventions across 75 districts. S/he will be responsible for designing and implementing family planning interventions and pilots in the state. S/he will be also responsible for the overall operations of UP TSU’s FP interventions in the state and will be conversant in family planning practices and provide guidance to program team and work closely with the Team Leader- Quality to ensure seamless operations of the intervention.

 

Please note: The position requires up to 35% travel to UP districts & other states.

 

Key Roles and Responsibilities:

(1) Leadership & Mentoring:
(a) Provide guidance and leadership for overall project management of FP interventions; 
(b) Responsible for the overall achievement of program objectives and targets;
(c) Leverage experience and knowledge to develop innovative models to increase awareness of FP practices and increase the uptake of modern contraception;
(d) Coach, mentor and provide feedback to the team for capacity building and performance management of all direct reports.

 

(2) Managing Partnerships & Relationship Building:
(a) Foster relationships with key decision makers in government and partner organizations to advocate family planning as a key intervention;
(b) Support GoUP to implement FP intervention at the state level; facilitate the issuance of GOs, the inclusion of FP activities for budgeting in PIP, assist in developing training plans, tools, and job-aids;
(c) Maintain effective communication with donors and external stakeholders.

 

(3) Project Management & Implementation:
(a) Responsible for project management, developing work plans, tracking tasks, identifying and addressing gaps, managing budget, reviewing operations and for other needed activities to meet program objectives and deliver results;
(b) Perform gap analysis, risk analysis and develop micro plans for implementation of family planning interventions in the state;
(c) Coordinate with the Team Leads/specialists from other intervention to identify synergies between other projects in TSU.

 

(4) Monitoring & Evaluation:
(a) Responsible for development of results framework and key performance indicators and monitoring performance;
(b) Write and review monthly/quarterly/semi-annual/annual reports;
(c) Work closely with the state program monitoring team to analyse data and take steps to ensure any gaps in strengthening are plugged.

 

(5) Others:
(a) Document best practices and develop plans to incorporate the learnings across districts;
(b) Perform other duties identified from time to time by FP Project Director.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
(1) Applicant must have post graduate degree in Social Sciences/ Public Health or MBA from a top tier institute;
(2) Ph.D. in Social Sciences/ Public Health/ Management or equivalent qualification will be preferable.

 

Experience: 
(1) At least 12 years of experience in planning and implementing health initiatives at national/state level out of which five years of experience in planning and implementing FP initiatives and five years of experience in managing and leading teams.

 

Skills and Competencies: 
(1) Strong Leadership Skills, Proactive;
(2) Good at prioritizing tasks & deliverables;
(3) Excellent time management and organizational skills;
(4) Good Persuasion and negotiation skills;
(5) Good Writing, Analytical & Communication skills.

 

5. COMPENSATION OFFERED:

 

Gross compensation for the position shall be attractive. Please note that the offer shall be commensurate with the qualifications, experience and salary history of the selected candidate.
