1. POSITION VACANT: Senior Manager- Knowledge Management and Monitoring Learning & Evaluation (SM-KM-MLE), International Union Against Tuberculosis and Lung Disease (The Union), New Delhi.

 

2. ORGANIZATION BACKGROUND:

 

The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France. Established in 1920, The Union’s goal is to promote national autonomy within the framework of priorities of each country, by developing, implementing, and assessing anti-tuberculosis, lung health and non-communicable disease programmes, as well as other public health issues.

 

The Union has been working to improve health for people in low and middle-income countries, by conducting scientific research, and working with governments and other agencies, to translate research into better health for people around the world, and delivering projects directly in the field, driving change to ensure the best quality care.

 

About the Project:
iDEFEAT TB
has been set up to provide institutional strengthening to accelerate actions for TB and Drug Resistant TB in India and is USAID’s flagship TB project in India. The overall goal of the project is to strengthen TB-related institutions, focusing on programmatic and clinical management of patients with TB and DR-TB, thereby contributing to the achievement of India’s National Strategic Plan and targets, set forth at the United Nations High-Level Meeting on TB.

 

iDEFEAT TB will be implemented by The Union-led consortium, comprising Collaboration for Elimination of TB in India (CETI), ECHO India, Empower School of Health (Empower), Foundation for Medical Research (FMR), IQVIA and KNCV TB Foundation (KNCV). The project will work in collaboration with the Central TB Division (CTD), Ministry of Health and Family Welfare (MoHFW), across the network of identified diagnostic, treatment and program management institutions

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Project Director, iDEFEAT TB, the Senior Manager - Knowledge Management and Monitoring Learning & Evaluation (SM-KM-MLE) is responsible for designing and implementing the monitoring and evaluation framework for the project, ensuring data collection, reporting, analysis and reporting to donors as per agreed timelines. S/he will ensure that knowledge and evidence from the project is gathered, documented and disseminated to relevant stakeholders.

 

S/he will also provide support to the project sub-awardees to generate relevant information, prepare reports and briefing materials, and assist with documentation needs of the project.
The position will also undertake research projects resulting in publication of papers articulating and showcasing success stories and lessons learnt from project.

 

Key Roles and Responsibilities:
(1) Implement and contribute to the continuous development of MEL logical framework and related plans, for the project with guidance from the project management team;
(2) Develop and implement reporting systems and related guidelines in accordance to the MEL Logical Framework to inform the direction of the project, including data quality and data use strategies;
(3) Work with the program teams to ensure results framework and work-plans are updated;
(4) Represent The Union in discussions with donors on the results framework and work-plans and guide the program team in accommodating changes as per project needs;
(5) Ensure alignment of research and MEL activities with program goals including defining project targets and developing data collection tools and preparing evaluation reports;
(6) Orient staff to institutional guidance and standards for MEL and research practices, including, survey instruments, data collection tools, and other tools for process level data collection;
(7) Supervise and provide training and mentoring support to staff involved in collecting data, field experiments and reporting results;
(8) Develop research protocols and ensure approval from required Research Ethics Committee and local IRB (as required) ensuring protection of human subjects;
(9) Design process for monitoring and evaluation of sub-grantees, in collaboration with program leadership;
(10) Assimilate and triangulate information from multiple sources to monitor performance and inform strategy refresh where required;
(11) Contribute to the development and implementation of a strategy for synthesizing and disseminating key results, programmatic lessons learned, and other research outputs of the program;
(12) Contribute to and review monthly, quarterly, and annual program reports, project deliverables and assessment reports prior to submission to donors and The Union;
(13) Plan for regular opportunities to identify lessons learned and implications for the project’s next steps. Participate in these events when possible;
(14) Development of reports, presentations and templates for effective internal use and dissemination of reports at state & national levels;
(15) Function wit utmost sensitivity towards data confidentiality and privacy;
(16) Create/ update documents for MEL plans, log-frames, work-plans, and results framework proposals and concept notes for new project proposals;
(17) Perform duties as assigned by the supervisor from time to time.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
(1) Applicants must have a master’s degree in a relevant field like development studies, public health, demography, statistics, or other discipline enabling programmatic data analysis;
(2) Applicants with Masters in Epidemiology, Statistics or Public Health shall be preferred.

 

Experience:
(1) Applicants must have a minimum of five years’ of MEL experience and demonstrated practical skills in the monitoring and evaluation of large donor funded health programs;
(2) Experience of working in close collaboration with donors, the program team, partners and stakeholders, to suggest and effect program course corrections, to enhance delivery and impact is essential;

(3) The applicant must have demonstrated experience in supporting operations research protocols and conducting surveys and data collection in the health sector;

(4) Experience in developing study design and methodology including study protocols, sampling procedures, assisting with implementation, analysis and interpretation of results and documentation results and learnings from project is essential;
(5) Experience in contributing to the development of proposals for business development with a variety of domestic and international donors is preferred.

 

Skills and Competencies:

 

(1) Demonstrated experience in the development and implementation of MEL frameworks and systems required for complex health/ development programs;
(2) Excellent analytical and report writing skills;

(3) Understanding of Global Health and development approaches with willingness to learn the technical side of program implementation;
(4) High proficiency and experience with of data analytics tools for statistical (such as R, SPSS, STATA), GIS and dashboarding needs;
(5) Proficient computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook;
(6) Demonstrated skills in balancing multiple projects and priorities;
(7) Excellent knowledge of monitoring and evaluation principles and practices and demonstrated capacity to use project M&E to advance strategic goals and provide data for decision-making is essential;
(8) Demonstrated ability and skills in data management, data analysis and synthesis, performance evaluation and correction, data presentation and reporting;
(9) Competency in training, institutional capacity-building, documenting project learnings for advocacy;
(10) Proven effectiveness while working in a team-based environment, but capable also of working independently;
(11) Excellent communication and interpersonal skills and ability to work effectively in a complex environment;
(12) Comfort with collaborating across all levels of leadership internally and externally;
(13) Skilled in successfully working with geographically dispersed teams and working in a multi-cultural environment;
(15) Competent technical writing skills, with the ability to synthesize research findings, develop content for proposal sections, etc.;
(15) Written and oral proficiency in English, and verbal communication skills in one or more local languages;
(16) Ability to travel frequently, based on the needs of the job.

 

5. COMPENSATION OFFERED:
