1. POSITION(S) VACANT:  District Facilitator- Aspirational District, United Nations Population Fund (UNFPA), Dhenkanal District, Odisha

 

2. ORGANIZATION BACKGROUND:

 

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services including voluntary family planning, maternal health care and comprehensive sexuality education.

 

Project Background:

 

The United Nations Population Fund (UNFPA), in the state of Odisha partners with key government departments and non-government entities for promoting policies and programs aimed at health and wellbeing of young people, particularly girls and women. Priority areas of intervention include Reproductive health and rights, Adolescent Sexual and Reproductive health and life skills education with a focus on reaching out to marginalised population sub groups.

 

UNFPA works closely with the Department of Health and Family Welfare, Women and Child Development and the National Health Mission extending support to RMNCH+A initiatives in the State including roll out of Child Marriage Action Plan. UNFPA plans to engage a Consultant at district level to provide techno-managerial support to the district administration in planning, implementing and monitoring key interventions pertaining to RMNCH+A services and promoting value of girl child in the aspirational/high priority districts of Odisha. The focus will also be towards operationalization of Health and Wellness Clinics (HWC), community processes, strengthen management mechanisms and to bring convergence with allied sectors for an overall improvement in social and health indicators in the Dhenkanal district of Odisha.

 

The Consultant will report to Chief District Medical & Public Health Officer (CDMPHO) and will work under the guidance of UNFPA state office in co-ordination with the National Health Mission Odisha.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Chief District Medical & Public Health Officer (CDMPHO) and under the guidance of UNFPA state office, the District Facilitator, shall be responsible for the following:

 

Key Deliverables:

 

(1) Conduct situational analysis and identify opportunities and challenges for improving RMNCH+A service delivery in the assigned district;

(2) Provide support to the district health mission in planning, implementing and monitoring District Health Action Plan;

(3) Facilitate in operationalizing facilities such as the Health and Wellness Centres, Delivery Points, First Referral Units, fixed day services for Family Planning, Sick New Born Care Units, Nutritional rehabilitation centre as per the priority needs of the district;

(4) Facilitate in implementing flagship programs such as Sampurna, PMSMA, JSY, JSSK, Biju Swasthya Kalyana Yojana, RKSK, Mission Indradhanush, and such others;

(5) Facilitate child health, tuberculosis control and other national programmes such as the Revised National Tuberculosis Control Program (RNTCP) that are monitored in the aspirational district;

(6) Facilitate in quality assurance mechanisms under various programmes such Family Planning, LaQShya, NQAC etc.;

(7) Assist in developing micro-plans and in monitoring VHNDs, Routine Immunization sessions and other out-reach public health initiatives especially in hard to reach areas;

(8) Undertake field visits for supportive supervision and provide feedback to the District, Block & field level officials for improving services, ensuring convergence and integrated service delivery;

(9) Analyze the HMIS data, including quality of data, to measure the progress made in key indicators, rank blocks on the basis of health services rendered and overall performance of community processes. Present findings at the monthly meetings of the Medical Officers.  Set up a system of ranking blocks/health facilities and in designing differential support to poor performing blocks;

(10) Support roll out of District Action Plan to End Child Marriage in the State and other initiatives related to promoting value of girl child such as Beti Bachao Beti Padhao, Girl Friendly Panchayats;

(11) Facilitate collaboration and convergence with stakeholders, to prioritize attainable health outcomes in the short, medium and long term;

(12) Carry out any other program related activities as and when required and as advised by UNFPA/NHM.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
(1) Applicant must be Graduate in any discipline with Masters in Public Health, Post-Graduate degree in Management, or Social Science, or equivalent stream and related subjects

 

Experience:
(1) Atleast two-five years in health program management at district / state level;

(2) Working experience and or familiarity with government health system will be an added advantage.

Technical knowledge and field experience in public health programs particularly RMNCH+A.

 

Skills and Competencies:

(1) Good communication skills in English;

(2) Effective interpersonal skills and ability to work in diverse teams;

(3) Ability to develop analytical reports and documentation skills;

(4) Good skills in operating computers and  MS Office package;

(5) Willingness and ability to travel extensively.

 

5. NATURE OF ENGAGEMENT:

 

The District Facilitator- Aspirational District shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

6. REMUNERATION & PER DIEMS:

 

The selected candidate will be paid a consolidated amount of Rs 55,000 – Rs 70,000 per month and will commensurate with the salary history of candidates. In addition, laptop and communication allowances will also be provided to selected candidates.

 

7. LOCATION: Dhenkanal District, Odisha

 

8. DURATION: The selected candidate shall be issued an initial consultancy contract till December 31, 2021, extendable subject to satisfactory performance.
