2. ORGANIZATION BACKGROUND:

 

Founded in 1991, the Institute for Sustainable Communities (ISC) is an international, not-for-profit organization, that helps communities around the world address environmental, economic and social challenges, to build a better future shaped and shared by all.

Purpose of the Post:

 

Building on the success and impact being achieved by the EHS+ program, ISC is committed to helping Indian factories take logical next steps for upscaling clean and socially responsible business practices, by looking outside their walls and taking appropriate action to reduce the harmful impact of factory operations on the health of surrounding communities.

 

Specifically, the Clean Air Accelerator will target the direct link between industrial emissions and air pollution. By helping equip factories engage with each other and the public sector, the EHS+ project will demonstrate the wider social imperatives for and benefits from upscaling industrial clean technologies to improve air quality and public health. Just as it has with GHG emissions, the EHS+ project will help factories achieve significant, meaningful and lasting reductions in harmful air pollution emissions that will benefit not just their workers and bottom-lines, but surrounding communities and public health as well.

 

The EHS+ project will address the nexus between industrial manufacturing practices and air quality in some of India’s most polluted regions. Project activities are designed to equip industry and public-sector leaders and the technical service providers that support them both, with the skills and tools they need to scope, assess, strategize, and implement industrial clean technology solutions, that offer systemic and lasting reductions in harmful air emissions. The actions described below will:

 

(a) Help manufacturers develop more sustainable practices and business models;

(b) Build the capacity of industry practitioners to facilitate the successful uptake of those models;

(c) Enable city leaders to work with the industrial sector, to address urgent air quality mandates.

 

India’s industrial sector is one of the leading causes of air pollution in a country increasingly alarmed about poor air quality. Industrial clean technology solutions offer both factories, and the communities their emissions impact, significant opportunities to reduce harmful emissions and improve public health. The project is designed to advance India’s National Clean Air Program (NCAP) goals of reducing PM 2.5 and PM 10 concentrations by 20-30% in key city regions.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Program Director – Energy & Environment, the Program Officer- Clean Air (POCA) shall be responsible for the following.

 

Key Roles and Responsibilities:

 

(A) Project Planning & Implementation

(1) Work closely with the Program Lead for the successful implementation of clean air project activities and supporting other activities delegated by the supervisor from time to time;

(2) Conduct research and techno-economic analysis of new technologies, trends, and policies, related to air pollution control.

(3) Establish an Air Quality Task Force in collaboration with State Pollution Control Boards, industry, and urban stakeholders;

(4) Ensure factories achieve concrete, measurable, and lasting reductions in air pollution emissions;

(5) Strengthen the capacity of factory managers and practitioners to drive continuous improvements in air emission management;

(6) Produce analysis, data visualization, and graphs, using air emission inventories of factories, pollution control board data available in the public domain and other interventions, both current and past;

(7) Conduct basic modelling exercises using available tools, and develop scenarios based on technologies and their impact in terms of air quality improvement and emission reduction;

(8) Networking with a range of stakeholders, including government agencies, research organizations, industries, industry associations, technology suppliers etc., to establish strategic partnerships for successful project implementation;

(9) Travel to manufacturing clusters and other locations to convene meetings, conduct interviews, training, and stakeholder consultations;

(10) Keep track of national initiatives, evolving trends, policies, and research on air pollution;

(11) Capture learning, data and best practices and inform market assessment of the most promising models to drive nationwide dissemination, replication and adoption.

 

(B) Program Communication

(1) Work with the communications team from time to time, to develop and implement an outreach plan that enhances visibility of ISC’s clean air work;
(2) Assist ISC program communication activities, including the preparation of technical factsheets, case studies, and other relevant communication materials;

(3) Effectively engage and communicate project objectives, outcomes, and impacts to relevant stakeholders, such as government officials, distribution companies, regulatory bodies and communities, for their buy-in.

 

(C) Monitoring & Evaluation

(1) Ensure collection, collation, and analysis of project M&E data using relevant tools;

(2) Lead the design and development of a logical framework for the project;
(3) Prepare quarterly and annual reports highlighting the project’s progress against deliverables;

(4) Prepare brief knowledge papers, white papers, policy notes, presentations and other relevant documents.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualifications:

(1) Applicants must have a Bachelors’ degree in any of the following faculties: Civil Engineering, Environmental Sciences, Urban Planning, Economics, Mathematics, or Statistics;

(2) Applicants with a Masters’ degree in Environmental Engineering, Public Policy, Economics, Mathematics, Statistics, or Social-Sciences, will be given preference;

(3) Applicants with research experience in energy and environment fields, particularly air pollution related aspects, will be preferred.

 

Experience:

Six to 10 years of experience in air quality and climate change programs on aspects ranging from emission inventories, source apportionment, air pollution mitigation technologies, policy research and analysis, pollution economics and health impacts.

 

Essential Skills and Competencies:

(1) Strong existing relationships with policy makers, government institutions, industries, research institutions, academic institutions and industry associations;

(2) Strategic thinking, project management, and problem-solving skills, with attention to detail;

(3) Ability to perform effectively in a fast-paced environment and meet deadlines in a timely manner while maintaining professionalism, project quality, and clear coordination with a diverse team of internal and external partners;

(4) Sound understanding of National Clean Air Program (NCAP), air pollution mitigation strategies, and technologies, air pollution monitoring and control methodologies. Knowledge of air pollution modelling would be an added advantage;

(5) Ability to build consensus in a group;

(6) Ability to establish, and maintain strategic partnerships with project stakeholders with diplomacy and tact;

(7) Ability to work with global teams, and deliver results and outputs with minimal supervision;

(8) Ability to work proactively and independently and collaborate with a distributed team of professionals, including consultants and matrixed staff;

(9) Ability to prioritize work assignments appropriately and manage the pressure of conflicting demands;

(10) Flexibility and willingness to adapt to changing priorities and the ability to meet deadlines;

(11) Excellent writing skills with a track record of writing need assessments, analysis and project performance reports;

(12) Excellent interpersonal, oral, and written communication skills;

(13) Fluency in written and spoken English;

(14) Willingness to travel (minimum 30%), both within India and internationally;

(15) Commitment to ISC’s mission and goals.

 

5. COMPENSATION OFFERED:

 

Maximum gross compensation budgeted for the position is Rs. 12 lacs per annum. The actual offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
