1. POSITIONS VACANT: Project Manager, Foundation for Innovative New Diagnostics (FIND) India, New Delhi

 

2. ORGANIZATION BACKGROUND:

 

The Foundation for Innovative New Diagnostics (FIND) is an international non-profit organization based in Geneva, Switzerland. The organization is dedicated to activities that result in: 1) new diagnostic tools; 2) expanded access to these tools; and 3) strengthened diagnostic testing capacity for poverty-related diseases in low-and middle-income countries.

 

PROJECT BACKGROUND:

 

The SARS-CoV-2 outbreak has highlighted the huge gaps in ability to test and manage wide-spread pandemics globally and in India. There are gaps in both availability of tests and trained laboratory personnel. To meet the growing requirements of testing, the Indian Council of Medical Research (ICMR) is planning to ramp up the testing rate to meet the country needs by enhancing the capacity at the existing labs and rapidly onboarding new labs in the public and private sector.

 

To meet the growing requirements of testing, it to meet the country needs the capacity at the existing labs and rapidly onboarding new labs is essential. The current network of labs needs to rapidly deploy additional lab personnel who may have little or no formal training on critical components like biosafety, sample collection, transportation, testing and reporting. This may not only adversely affect the quality of testing but also pose a higher risk of infection. In addition, currently, the various sites use RT-PCR testing platforms of widely different makes each requiring specific and complex training in operations, maintenance and troubleshooting to ensure rapid turnaround and accuracy of test results as well as optimal utilization of these platforms. Overall, opening of new sites and onboarding of additional manpower to run longer lab shifts needs rapid, comprehensive and continuous training to successfully and urgently resolve run-time queries and troubleshooting in a systematic manner.

 

OBJECTIVE AND PRIMARY OUTCOME:

 

FIND India has received funding from Bill and Melinda Gates Foundation to deliver a multi-pronged COVID-19 diagnostic training program to support India’s COVID-19 laboratory network to address the gaps elucidated above. This will be carried out through five workstreams, including training of laboratory personnel via the online course, (Workstream 1), “COVID-19: Diagnostics and Testing”; (Workstream 2) “Weekly Mentoring Workshops with Experts from Regional, National Reference Labs, Associations and Manufacturers”; (Workstream 3) “Upskilling Sessions of Personnel at COVID-19 Testing Sites”; (Workstream 4) “Pre-Service Training on Basic Molecular Biology to Enable Covid-19 Testing via Partners”; and (Workstream 5) “Setup of an Online Query Support with Connect to Experts for Troubleshooting”.

 

The primary outcome of the project will be creation of a laboratory work force trained to carry out sustained high quality COVID-19 sample processing, testing, and reporting with emphasis on accuracy and biosafety.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Project Manager will work closely with the Senior Management, FIND as well as sub-grantees leading implementation of select workstreams under the project and shall be responsible for the following:

 

Key Responsibilities:
(1) Monitor and supervise all project activities and assisting in evaluation of project deliverables, outputs and outcomes and ensure that the project timelines are met;

(2) Lead the project team including the project coordinator, microbiologist and project assistant;

(3) Plan and allocation of project resources appropriately to maximize output

(4) Monitor project activities conducted by sub-grantees Tata Institute of Fundamental Research (TIFR), National Institute of Immunology (NII) and PanIIT Alumni Reach for India Foundation (PARFI); Ensure timely progress of activities to achieve milestones and objectives and provide oversight to sub-grantees as FIND’s principal point of contact;

(5) Assist sub-grantees in coordination and facilitate engagement with various states/ public sector institutes/ state health department, in sourcing the candidates for training and ensuring smooth implementation of project activities;

(6) Identify key public sector institutions operational in target states and liaise with them for implementation of project activities;

(7) Provide updates on sub-grantee activities, delays and emerge challenges to the FIND senior management, donor as well as the project steering committee and support sub-grantee course-correction;

(8) Ensure process adherence and timely data reporting by project team including sub-grantees;

(9) Progress tracking, financial and programmatic reporting to the donor;

(10) Overall monitoring, technical support and coordination with sites, experts, and other stakeholders as and when required;

(11) Any other tasks assigned time to time.

 

4. QUALIFICATION, SKILLS AND EXPERIENCE:

 

Qualifications and Experience:

(1) Applicant must have MBBS/MPH/PhD/ /equivalent with minimum of 10 years of supervisory experience in National/ State public health projects (preferably TB, Malaria, HIV/AIDS, Integrated Disease Surveillance Programs, etc.);

(2) Experience of working with projects engaging public sector institutes/ state health authorities shall be given preference;

(3) Experience of working with government/ health department at State/ National level shall be given preference;

(4) Experience in managing project budget shall be given preference;

(5) Experience of working in a COVID lab or with COVID response team at the State or National level shall be preferred;

 

Skills and Competencies

(1) Proven ability to work in a public health setup with decision-makers;

(2) Ability to coordinate with internal and external stakeholders and on-site teams;

(3) Demonstrated ability to coordinate between multiple sites and ensure strict adherence to project targets and mandates;

(4) Should have good communications skills and be proficient in basic computer applications like Word, Excel and Power Point;

(5) Sound knowledge of data analysis, analytical software and ability to make meaningful interpretation for effective supervision;

(6) Ability and willingness to travel extensively (30%), based on the needs of the job;

(7) Good interpersonal skills, able to work as part of a team;

6. COMPENSATION OFFERED:

 

The gross remuneration budgeted for the position is attractive and shall be commensurate with the qualifications, experience, and salary history, of the selected candidate.

 

7. LOCATION(s): New Delhi.

 

8. CONTRACT TYPE AND PERIOD:

The selected candidate shall be initially offered a consultancy contract for seven months, which shall be renewable based on performance.
