1. POSITION VACANT: Consultant - Health System Strengthening- Healthcare Financing (CHSS-HF), International Development Agency, Raipur, Chhattisgarh


2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

 

PROJECT BACKGROUND:

 

According to Sample Registration System (SRS) 2015, Chhattisgarh has the Under-5 mortality rate of 48 per 1000 live births, and Maternal Mortality Ratio 221 per 100,000 live births (SRS 2011-13). Moreover, the infant mortality rate has also reduced to 39 per 1000 live birth as per 2015 SRS report 2016. Chhattisgarh has shown considerable progress in the key Maternal, newborn and child mortality indicators compared to other high focus states in India. However, there are disparities within the states with the presence of tribal blocks and poor performing districts. There is a need to further bring down the neonatal and perinatal mortality rates by improving quality and coverage of services to most deprived populations of the state. With an improvement in institutional delivery, the operationalization of facility-based new-born care; quality improvement during childbirth will give the greatest return or dividend for reducing neonatal deaths. Additionally, upscaling of certain evidence-based interventions which has already piloted in certain districts (like HaemoCue, Microbial surveillance for SNCU, Model Labor room, strengthening of HBNC and SNCU graduates’ follow-ups) will contribute toward reducing neonatal and maternal mortality in the state.

 

In field of Social protection, Chhattisgarh has shown remarkable progress and currently having five schemes for different social groups along with central driven Health Insurance Project Pradhan Mantri Jan Arogya Yojna (PMJAY). The state has extended social security coverage to entire population and wish to roll out the Universal Health Coverage (UHC) through private and public health hospitals. These social security schemes have a major role in implementation of UHC. State is in process of revising the existing health schemes and planning to roll out a single health scheme with broad package of benefits.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant - Health System Strengthening- Healthcare Financing (CHSS-HF), shall be responsible for providing technical support in preparing roadmap for roll out of Universal Health Coverage. S/he shall be managing integration and roll out of health insurance schemes in state.

The Consultant-HSS-HF shall be responsible for strengthening and upscaling of essential Maternal and Child Health interventions.   

Key Deliverables:
(1) Support work on concepts related to Financing of Universal Health Coverage and methods for monitoring financial progress towards UHC and SDGs;
(2) Support to research regarding healthcare financing policy, budgetary allocations and expenditures and household out of pocket expenditures;
(3) Support documentation of strategic purchasing and best practices in healthcare financing models to improve efficiency, quality of care and equity;
(4) Support costing of healthcare services and work on team-based performance incentives;
(5) Participate in expert meetings, committees of the government/ other institutions representing State on aspects related to healthcare financing;
(6) Manage the scope of existing health schemes and integrating them into single health scheme;
(7) Assessment of state priorities for strengthening of Health Programs and special interventions for state;
(8) Any other task as assigned by Office of the Secretary Health.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Post-graduate degree or diploma in Health Management, Health Administration, Business Management, Public Health and or Community Medicine from reputed institute.

Experience:
(1) Minimum three years experience of working in the field of Health Administration;
(2) Prior work experience in area of Health Insurance, Social Security schemes will be an asset.

Skills and Competencies:
(1) Should have good writing skills in English and report writing experience is preferred;
(2) Ability to make oral and written presentations on technical issues;
(3) Ability to work in harmony with the Govt. functionaries and maintaining poise in difficult situations.

 

5. ESTIMATED TRAVEL: Approximately 10 days in a month for achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

 

The Consultant-CHSS-HF shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

7. REMEUNERATION, DSA: 

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.  

 

Applicants are required to provide details of salary history, as well as expected remuneration for the position, in the online application form, comprising:  

 

(a) Monthly Professional Fees and  

(b) Daily Subsistence Allowance (DSA) for field travel outside the duty station.

(1) The above elements shall be a key input into the selection and negotiation process

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2019.
