1. POSITION VACANT:  Technical Consultant – Strategy Development & Roll Out (TC-SDRO), Maternal Health Cell, International Development Agency, Ranchi, Jharkhand

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background:

Ministry of Health and Family Welfare (MOHFW), Government of India (GOI) has developed the Strategy document for Reproductive Maternal New Born Child Health plus Adolescent (RMNCH+A) to guide action to accelerate reduction of maternal and child mortality, with focus on the most deprived population.

To support an effective roll out of the RMNCH+A strategy, and accelerate efforts to reduce U5MR in the country, Ministry of Health and Family Welfare along with other partners, developed a strategic framework for RMNCH+A Public Advocacy and Behaviour Change Communication (PA&BCC) to provide a guiding structure to help state governments and development partners in drawing up and rolling out state/district specific BCC strategies. These locally relevant/ contextualized BCC strategies would seek to stimulate demand for services and promote relevant messages and practices regarding child survival growth and development especially among the most deprived populations.

PA&BCC strategic framework takes a convergent approach by integrating critical elements of nutrition, water and sanitation and education along with the health sector to achieve goals of child survival and development.
The RMNCH+A PA&BCC focuses on reaching stakeholders and audiences at all levels in order to:
(1) Sensitize policy-makers and influencers;
(2) Mobilize people and civil society groups, professional bodies, young parliamentarians and private sector to (help)create awareness and seek accountability;
(3) Strengthen institutional BCC capacity to generate demand for health services, and promote healthy self-care and care-seeking behaviors among women, families and other community influencers.

IDA is one of the lead partners responsible for providing high-end technical assistance and for coordinating activities under PA&BCC strategy implementation in selected states. With the funding from GAVI, IDA is also a technical support agency for supporting MoHFW under Health Systems Strengthening Support (HSS) programme having an overarching goal of increasing immunization coverage in India. The C4D section of IDA is mandated to support the GAVI HSS programme to achieve the objective of improving demand for routine immunization (RI) through innovations in behaviour change communication (BCC) Strategies, which includes support to states for having state specific multi-pronged BCC strategy, an operational plan and to facilitate effective implementation.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting officer will be Superintendent GAVI and primarily based out of the maternal health cell (not the physical space) but in terms of team composition, the incumbent shall be responsible to facilitate design and monitor implementation of RMNCH+A PA BCC strategy at state and district level.

S/he will work closely with health and nutrition teams to develop incremental learning modules as required basis gap analysis done. The incumbent will additionally support roll out of ECD strategy through the implementation of the revised MCP card. Further consultant will support development of IEC PIP for relevant sections of NHM in coordination with the IEC Bureau.

Key Deliverables:

(1) Develop communication plans for social mobilization on IYCF, ANC Checkups, birth preparedness;
(2) Adapt revised MCP card and develop incremental learning modules for IYCF and ANC Checkups;
(3) Support roll out of incremental learning modules for IYCF, ANC check-ups, MCP card developed;
(4) Analyze programs like JSSK, JSSY, Mamta Vahan, WIFS supplementation to generate evidence for advocacy purpose. Identifying research questions within the scope of the NHM programme focusing on Early Childhood Development on key aspects of social behavioral change;
(5) Develop tools for conducting FGDs and other ways of collecting information from the field;
(6) Use evidence generated from pilots and from database to design implementation plans for various programs under RMNCH+A;
(7) Follow up on communication support suggested by program vertical in PIP. Analyze budget utilization pattern to propose effective IEC budget for better utilization;
(8) Capacity building of state and district level human resources to understand elements of research, analyzing data and its implication in planning;
(9) Use ongoing monitoring data and interim and end-term findings to suggest mid-course corrections and use insights into future planning.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicants must possess an advanced degree in communication/ social sciences/ public health.

Experience:
Minimum eight years of experience in social sector working on strategy development, evaluation and designing of communication intervention programme.

Skills and Competencies:
(1) Extensive state/national level field experience in Health Sector SBCC strategy design, planning, implementation as well as M&E, with particular emphasis on Routine Immunization essential;
(2) Experience of designing social mobilization campaigns, managing multiple partner programmes essential;
(3) Experience of providing technical support to government in preparing programme budget on SBCC essential;
(4) A robust understanding of SBCC approaches, theories and methods;
(5) Understanding and experience of financial management of managing implementation projects required;
(6) Excellent communication skills in English and Hindi required;
(7) Good track record demonstrating managerial skills and experience in administration of Public Health programs;
(8) Good analytical skills and ability to draw lessons learned and apply them to take corrective steps in project implementation when required;
(9) Excellent written communication, interpersonal communication and advocacy skills;
(10) Excellent verbal communication and facilitation skills to be able to draw input from a wide range of stakeholders, including government partners, academic centres, NGOs and technical experts.

5. NATURE OF ENGAGEMENT:

The TC-SDRO shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Professional fees of the selected candidate shall be Rs. 90,000 per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the TC-SDRO).

7. LOCATION: Ranchi, Jharkhand
