3. JOB DESCRIPTION/ RESPONSIBILITIES:

The State Representative shall be responsible for providing strategic management oversight to all projects in the states of Tamil Nadu, Telangana, Andhra Pradesh, Gujarat and Maharashtra. The incumbent will work closely with CARE India’s technical staff to ensure that programs are contextually appropriate and innovative and that learning is well documented and shared. S/he will represent CARE India externally at the state level and will ensure the organisation is actively engaged in policy and advocacy initiatives in line with program strategy. S/he will proactively link to CARE India’s work in other states to ensure greater program coherence in line with the organization’s long-term programming framework. S/he will play a key role in brokering, establishing and maintaining relationships with other actors in the development sector in the above-mentioned geographies and beyond, in pursuit of deep and sustainable impact of CARE India’s programming at significant scale.

The State Representative shall also be responsible for coordination and convergence of support functions such as finance, administration, IT and HR, towards efficient and effective program delivery.

Key Roles and Responsibilities:

(A) Management:
(1) Build, lead, motivate and manage a dynamic and an effective team. Responsibilities comprise recruiting, orienting, supervising, coaching and mentoring direct reports, ensuring they are accountable for their areas of operation, coordinating staff development/ talent management and organizational succession planning, as appropriate;
(2) Manage Line Project Managers, Finance Manager, Program Support Manager and COPs and make them accountable for qualitative program delivery, operation and related compliances;
(3) Coordination with all managers, ensuring nurturing staff to work in ways that enable the shift to a program approach;
(4) Ensure all project teams understand and actively contribute to CARE’s commitment to gender equity, diversity, advocacy and resilience;
(5) Inspire and facilitate the development of staff at every level, enabling them to play leadership roles and furthering the impact of CARE’s programming.

(B) Programme Quality:
(1) Operationalize SPF elements through Hub Annual Operating Plan (AOP), quarterly review of AOP progress and make necessary course correction/ follow-up action to realize the designed objectives and inform mission AOP;
(2) Coordinate with Project Managers and ensure maximum program impact across projects, state/ region, as per strategic program framework; Lay greater emphasis and ensure synergy between program focus areas to maximum impact;
(3) Contribute to designing projects in close cooperation with respective Sector Directors, Project Managers and other key staff;
(4) Conduct field visits and establish review mechanisms to monitor/ supervise implementation of CARE’s programing strategy and project wise operations, track progress, provide inputs and coordinate technical assistance to enable realization of the project/ organization’s goals;
(5) Ensure effective implementation of monitoring and evaluation in projects and use of the same for effective project implementation;
(6) Guide project teams and through them foster CARE’s strategic partnerships at the project, state and region levels, to undertake strategic advocacy agenda and realize project and long-term program objectives/ goals;
(7) Ensure partnerships with local organizations are strategic and effective and enable CARE to maximize its impact;
(8) Guide and support Project Managers to support and nurture innovation and learning within program teams at the project level, with particular emphasis on building greater coherence across CARE’s programming (beyond individual projects);
(9) Guide and support Project Managers to coordinate with technical teams and ensure project teams have adequate technical assistance and staff capacity building, for undertaking quality project interventions/ activities and generating desired results;
(10) Represent the organisation at public events and in the media, as appropriate, and safeguard the organization’s interest; Ensure participation in and contribution to state level alliances, coalitions and formal and informal networks of groups, to advocate and influence policy in line with the organization’s vision, mission and program focus areas;
(11) Coordinate alerts, roster activation, and disaster response initiatives in the states of Tamil Nadu, Telangana, Andhra Pradesh, Gujarat, Maharashtra and any other states with geographic proximity and as determined by the National ERT; Coordinate with the Inter Agency Groups, State Disaster Management Authorities of the respective states;
(12) Coordinate timely submission of the blogs, program updates and reports as per the requirement.

(C) Coordinate Support Functions:
(1) Contribute to Project/ Hub budget Development;
(2) Ensure finance and support functions (procurement of goods and services, administration, etc.) are aligned and undertaken for effective program operations;
(3) Coordinate smooth fund flow and implementation of planned activities as per the approved DIP and budget;
(4) Engage with the Operations team/ Strategic Partnership Alliances (SPU)/ Program Development Unit (PDU) teams for donor approvals of project agreements and fund flow;
(5) Ensure budget holders are actively monitoring and reviewing budgets and addressing issues promptly through frequent reviews and field visits;
(6) Ensure 100% burn rates making Project Managers accountable and supporting them in its achievement:
(7) Ensure program operations are in compliance with principles of accountability and transparency;
(8) Undertake monthly Project, Hub level reviews and ensure corrective actions are taken as appropriate and in full compliance to approved IPIA and DIP;
(9) Ensure quality implementation on responses to emergency operations (relief and rehabilitation phase), including management of the INR 2 lacs emergency contingency fund;
(10) Ensure CARE’s emergency preparedness and response capacity is strong across states, coordinate availability of pre-positioned kits and coordinate operationalization of emergency response initiatives;
(11) Nurture and manage critical relationships with key government, donor representatives, local NGO partners, consortium partners, peer agency institutions, and community level organizations;
(12) Responsible for the full Project Cycle Management and ensure quality and timely output; ensure quality project closures with timely evaluations;
(13) Coordinate timely submission of the blogs, program updates and financial reports as per the requirement;
(14) Ensure timely and quick responses to audit queries and timely closures of any outstanding/ open audit observations;
(15) Coordinate staff safety and security processes at the project/ Hub level;
(16) Coordinate with consortium partners for planning, undertaking smooth project operations, compliance to donor requirement and staff performance management;
(17) Coordinate compliance to statutory requirements, audit recommendations to reduce legal risks for the organisation and safeguard the organisation’s investment in the region and also make the Project Managers accountable to ensure these at their level;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:          

Qualifications:
Applicants must have Masters’ degree in development or equivalent combination of experience.

Experience:
(1) A minimum of 12 years of work experience, of which minimum three years in senior management level, or atleast five years at mid management levels, with proven track record of managing teams and sectoral programs;
(2) Experience of designing and developing programs (including conceptual clarity).

(10) Communicates with impact with diverse groups;
(11) Fluency in verbal and written English, Hindi and the local language;
(12) Excellent knowledge of MS Office

5. COMPENSATION OFFERED:
