Programme Description

Department of Public Health & Family Welfare, Govt. of Madhya Pradesh (GoMP) has instituted its Health Sector Strategy (HSS) (2007-2012), which provides a unique opportunity for the government to prioritize the use of its limited resources and to help address the major shortcomings in both public and private health provision. One of the major objective of the HSRP programme is to equip the hospitals / rural health centers with required equipments and make ready availability of all essential drugs.  

The DFID funded, Madhya Pradesh Health Sector Reform Programme (HSRP) supports six priority outputs of this reform strategy:

Assistance is provided to GoMP as sector poverty reduction budget support (PRBS). Though funds are currently channeled through the Department of Public Health and Family Welfare (DPH&FW), they are to be utilized by both DPH&FW and Department for Women and Child Development (DWCD) in support of achievement of HSRP outputs and milestones. HSRP also provides technical cooperation (TC) funding. 

DFID has contracted a Technical Assistance Support Team (TAST) to work with DPH&FW and DWCD to support achievement of agreed annual milestones. The IPE-Options UK (Joint Venture), renders the MP-TAST. The Technical Assistance (TA) is provided by a Core Team of experts complemented by a short-term Resource Pool Co-managed by IPE Global for procuring additional sub-contracts and on behalf of the two departments.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:      

The Social Development Expert shall be based in Bhopal and will be responsible for the Strengthening private sector partnerships to meet public health goals.

 

Key Duties and Responsibilities shall include:

 

(1) Supporting the development of overall strategy, and annual work plans under the Health and Nutrition Sector Reform Programme (HNSRP).

(2) Ensuring social development concerns for quality public and private health, sanitation and nutrition services available in underserved districts/ state Monitoring and Evaluation system that enables quality planning.

(3) Providing technical assistance to support development of pro-poor policies, plans and programmes and analysis to the Department of Health and Family Welfare and Women and Child Development

(4) Supporting identification of key demand side bottlenecks and barriers to effective up take of health and nutrition services

(5) Ensuring accountability of public services and provides support to GoMP for putting in place mechanisms for voices of the poor and reflected in policy and planning processes.

(6) Ensuring monitoring and evaluation systems that effectively track progress and impact of poor and vulnerable groups, and provide regular analysis and updates to GoMP on progress.

(7) Providing technical support to implementation of community based pilots supported under HNSRP, including community mobilisation pilots for improved nutrition outcomes.

(8) Exploring to development of products, such as web articles, policy briefs, press releases, and human interest stories for the UK and national media that capture best practices and learning’s from the programme.

 

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:   

 

Qualification:

 

Minimum Advanced Degree in Sociology, Psychology or any other related field related field.

 

Experience:

 

(1) Minimum ten years of experience preferably in Health sector programmes

(2) Experience in donor relations, and strategy and proposal development.

(3) Knowledge of issues related to health and nutrition, healthcare service delivery, equity and access, social inclusion, gender development, etc.

 

 

Required Competencies:

 

(1) Demonstrated experience of working with teams

(2) Consultancy background

(3) Ability to develop, manage, and administer comprehensive programs

(4) Ability to build strong and lasting relationships

(5) Ability to negotiate internally to get best outcomes

(6) Knowledge of MS Office and internet operations.

(7) Good verbal communication skills

(8) Ability to work with staff at all levels of the organization.

 

5. COMPENSATION OFFERED:

                                               

Compensation will be in line with the past experience, qualifications and salary history of the selected candidate and will not be a bar for the best possible candidate.

 

6. LOCATION:

 

Bhopal - Madhya Pradesh

 

7.  DURATION:

 

Selected candidates shall be offered a 12 month consultancy contract, extendable based on performance This would be a full time position in Madhya Pradesh and would require relocation to Bhopal, MP (for consultants outside Bhopal, MP).
