State Consultant- Training and Communication

1. POSITION VACANT: State Consultant- Training and Communication, International Development Agency, Ranchi, Jharkhand

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background:

IDA supports the national and state governments in developing and implementing a range of replicable intervention models for sanitation, hygiene and water supply. Its long standing support for improving water supply, sanitation and hygiene stems from a firm conviction and based on sound evidence that these are central to ensuring the rights of children.  In Jharkhand, IDA is working closely with Drinking Water and Sanitation Department in the developing sustainable models in water and sanitation. There have been several changes in the strategy and policies in the recent years to overcome implementation level problems.

During the annual review discussion- technical assistance was sought to develop SOP on water supply and training package for VWSCs. Thereafter, both the VWSCs and the SHGs needs to be trained on the salient features of the SOP and the process of widespread replication needs to be supported. The Consultant will provide technical support in developing a SOP for Water Security in Jharkhand and provide technical assistance in implementation of water supply and safety.

The proposed state consultant will provide technical inputs to the DWSD in area of water, process of developing locally suited communication materials, training plan for PRIs, and support in setting up VISWA as a centre for excellence for training on Water and Sanitation issues.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to Director-PMU, the State Consultant- Training and Communication shall support communication strategies and will also be supporting in NRDWP training to VWSC, BPMU, Natural leaders and PRIs. The Consultant would also support roll out of and district level campaign on Swachh Jharkhand at PMU of SBMG.

Key Deliverables:
(1) Assist Director PMU in developing training calendar and plan on NABLs;
(2) Support in organizing state level/district/block communication workshops in area of water (as and when required;
(3) Assist in orientation and capacity building of newly selected BPMU and DPMU staff; PRIs through training/ exposure visits;
(4) Coordinate with EIC, Chief Engineer, DWSD, SEs, EEs and other DWSD functionaries and PRI members for sanction of DPRs, allocation of funds for installation of the Mini Piped Water Supply Schemes and facilitate process of installation of scheme;
(5) Prepare training program for VWSCs on O & M of piped water supply schemes and coordinate with VISWA for trainings.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Master’s degree in communication/ journalism, rural development, social sciences or related field.

Experience:
(1) At least 5-7 years work experience in rural development, participatory approaches, training and material development, partly in the rural water supply and sanitation sector;
(2) Thorough understanding and working knowledge of the concepts and principles of NRDWP;
(3) Experience of interacting with Government at the state, district and sub district levels on both policy and operational issues.

Skills and Competencies:
(1) A good knowledge of prevailing rules and regulations of the Government of Jharkhand and NRDWP;
(2) Excellent communication skills in Hindi and English; ability to speak, read and write fluently in both languages;
(3) Ability to draft policy prescriptions following discussions with government;
(4) Good computer skills, at least of MS-Office application software (MS Word, Excel, Power Point).

5. NATURE OF ENGAGEMENT:

The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Professional fees of the selected candidate for the period of the consultancy assignment shall be between Rs. 50,000- 80,000 per month. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the Consultant).

Please note that offers shall be commensurate with the qualifications, experience and salary history of the selected candidate.

7. LOCATION: Ranchi, Jharkhand

8. DURATION: The consultancy assignment will be effective from November 1, 2018 till December 31, 2018.
