Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background:

The Government of Bihar (GoB) is implementing Swachh Bharat Mission- Gramin (SBM-G) and Lohiya Swachata Yojna (LSY) with a vision of ‘Swachh Bihar’ to make rural Bihar Open Defecation Free (ODF) and clean. To achieve the vision of ‘Swachh Bihar’, ‘sanitation for all’ has been the core agenda of GoB. Emphasising the community collective and saturation-based approaches, recently, GoB introduced Lohiya Swachh Bihar Abhiyan (LSBA) to implement sanitation programme in mission mode and at scale for achieving ODF Bihar by October 2019. LSBA has strong focus on collective behavior change towards ODF communities. LSBA marked a paradigm shift in the implementation strategy, i.e. moving away from traditional department led implementation to community led planning, implementation and operation & maintenance of sanitation services.

IDA is extending technical assistance (TA) to the Rural Development Department (RDD) and the District Water and Sanitation Committees (DWSCs) for effective implementation of LSBA. One of the core elements of the TA is to strengthen community-based processes and monitoring at input, process and output levels. The other important support function is to promote cross learning for rapid scale-up.

The success of the sanitation programme is predominantly dependent on collective behaviour change through intensive social mobilization processes and regular follow ups to sustain the improved behaviour. In year 2015, the state with the support of IDA has adopted CLTS as a community mobilization tool to accelerate SBM (G) in the state. So far, more than 1,000 persons from the districts have been trained as CLTS motivators. While there is a major drop out owing to issues related to their effective engagement. About 30% are reported to be actively supporting the ODF movement in the State. Select districts such as Sitamarhi, Khagaria, Vaishali, Rohtas, Siwan, Saharsa, Darbhanga and Bhojpur are effectively utilizing their services to make the GPs ODF.

Despite scaling up LSBA across the districts, the progress so far has been dismal – only 36% coverage has been achieved, as of now. To scale up LSBA implementation in the districts with community level presence, select DWSCs with the support of IDA have demonstrated successful models to achieve ODF blocks. IDA is comprehensive TA to Sitamarhi, Rohtas, Vaishali and Khagaria in systematically implementing the LSBA. The TA includes capacity building towards Social and Behaviour Change Communication (SBCC), sanitation technology, advocacy, and hand holding towards mass and community mobilization.

To implement the LSBA at scale in the districts, IDA shall provide TA support in the form of State Coordinator-Information, Education and Communication to achieve the target of open defecation free within the stipulated time frame. Through this HR support, IDA would be helping State and Districts in ensuring effective and sustained social and behavioral communication interventions during the roll out of LSBA in the select districts to achieve ODF and develop partnership in planning and effective execution of LSBA.


Under the supervision and guidance of WASH Specialist, IDA, the State Coordinator (SLSC): Information, Education and Communication will assist the GoB in the rollout of Bihar Sanitation and Hygiene, Advocacy and Communication Strategy (B-SHACS) and SBM(G) implementation at scale with quality in the State. He will also assist the State in the preparation of a universal state-wide communication strategy for the implementation of SBM (G), based on B-SHACS by providing technical inputs in planning and implementation of the IEC/ SBCC and IPC interventions and developing contextual communication materials. S/He will also be responsible for training of the stakeholders to promote CATS approach for stimulating demand for toilets and helping community to adopt the behavior changes.

Key Deliverables:

(1) Technical Assistance to Rural Development Department in planning thematic state wide capacity building planning and implementation of SBCC;
(2) Technical Assistance to expert resource agency in developing SBCC pack for the state.;
(3) Plan for development of knowledge products on LSBA campaign in the state;
(4) Analyzing current IEC/ SBCC campaign in IDA focus districts for further strengthening.;
(5) Technical assistance to Rural Development Department in organizing capacity building training at state level;
(6) Develop plan for rolling out strengthened SBCC implementation in IDA focus district;
(7) Handholding & monitoring support to focus districts in implementation;
(8) Develop communication materials on behavior change as per the emerging needs from the districts;
(9) Handholding and monitoring support to focus districts in implementation;
(10) Technical assistance to Rural Development Department in organizing capacity building training at state and district level;
(11) Development of knowledge products.


(1) Applicants must have a Graduate/ Post Graduate degree in Communication/ Social Sciences with experience in related field.

(1) Minimum ten years of hands-on experience in developing campaign materials preferably for social development campaigns for neo–literate participant groups;
(2) Experience in creative department of an ad agency/production house and/or communication section of a development agency will be preferred.

Skills and Competencies:
(1) Good Knowledge and command over Hindi and English
(2) Related work experience in rural development, behavioral change communication, training and material development, partly in the rural water supply and sanitation sector
(3) Knowledge of latest technology for designing and printing and computer applications such as Photoshop, Corel draw and Adobe and illustrators, etc. is a must.
(4) Good understanding of prevailing rules and regulations of the Government of Bihar.


The SC-IEC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


Professional fees of the selected candidate shall be Rs. 117,700 per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SC-IEC).

7. LOCATION: Patna, with need base travel to field.

8. DURATION: The consultancy assignment will be effective from the date of joining till December 31, 2018.
