1. POSITION VACANT: State Coordinator- ICPS, International Development Agency, Jharkhand


Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

3. Project Background:

The purpose of the assignment is to provide technical support to Department of Women and Child Development and Social Security to strengthen implementation of government flagship program Integrated Child Protection Scheme in the state and thus enhance the pace of implementation of ICPS and JJ Act in the state. The specific purpose is to strengthen implementation of ICPS flagship program and improve child protection review mechanism. The purpose of the assignment is also to strengthen oversight mechanism and alternative family-based care interventions in the state.


Under the Supervision of Director, ICPS and under technical supervision of CP Specialist, IDA, State Co-Ordinator will provide necessary support to the DWCD to strengthen JSCPS and DCPUs to perform effectively and to follow up with DWCD to ensure child protection workforce plan along with monitoring plan is approved and implemented and to work with JSCPS to develop a review mechanism under ICPS and work with Jharkhand State Commission to enhance monitoring of the implementation of JJ Act and POCSO. S/He will also support DWCD, JSCPS and DCPUs in developing their capacities on the state guidelines on foster care and sponsorship for roll out of family-based care and facilitate functioning of CP MIS in all 24 districts

Key Deliverables:

(1) Provide status of recruitment and infrastructural facility as per ICPS available for CWC, JJB, DCPU and provide support in issuing of relevant directions and follow up with the DCPUs for its compliance in a time bound manner.;
(2) Develop and support department in implementation of annual capacity development plan for all CWC, JJB, DCPU and CCIs on JJ Act, family based care mechanism (foster care and sponsorship), minimum standards of care and protection, POCSO; co-ordination with training agencies for implementation of the plan.
(3) Support JSCPS in organising regular review meeting of CCIs including SAA, DCPU, Childline, CWC and JJB, prepare compliance update and way forward before very review meetings;
(4) Facilitate government issuing guidelines/SOPs/accountability matrix for CWC and JJB etc for strengthening child protection work in the state;
(5) Follow up with  the department regularly to get the workforce development plan with monitoring mechanism approved and support its implementation;
(6 Support JSCPCR to enhance their capacity on CP MIS and develop a document to strengthen monitoring of implementation of JJ Act and POCSO by JSCPCR;
(7) Support JSCPS to develop state child protection action plan for 2018-19;
(8) Devise a mechanism to regularly follow up with the CWC, JJB, CCIs and DCPU to prepare the status report on functioning of CP MIS and the challenges faced;
(9) Facilitate the activities jointly planned by Center for Child Rights NLU, DWCD/JSCPS and IDA;
(10) Coordinate with IDA and Department of Women and Child Development for implementation and documentation of the joint child protection rolling work plan;
(11) Submit quality monthly progress report and plan (including travel plan) every month. Submit field trip report within fifteen days of completion of travel;
(12) Any child protection related task, as communicated by the Supervisor and Technical co-ordination.


Applicants must have a Post-Graduation degree Sociology/Social Work/any other disciple/PGDRD from esteemed university.

(1) Minimum five years of work experience in development sector with experience on child protection;
(2) Experience of working with government will be preferable.

Good liaising, advocacy, analysis, and writing skills


The SC-ICPS shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


Professional fees of the selected candidate shall be Rs. 72,000per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SC-ICPS).

8. LOCATION: Ranchi, Jharkhand with need base travel to field.

9. DURATION: The consultancy assignment will be effective from August 1, 2018 till December 31, 2018.
