State Consultant- Demand Generation for Routine Immunization

1. POSITION VACANT: State Consultant- Demand Generation for Routine Immunization (SC-DGRI), International Development Agency, Patna, Bihar

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background:

IDA Bihar Field Office supports the Government of Bihar (GoB) in adaptation and state-wide implementation of Ministry of Health and Family Welfare (MOHFW), Government of India (GOI) Strategy document for Reproductive Maternal New Born and Child Health plus Adolescent (RMNCH+A) program to guide action to accelerate reduction of maternal and child mortality, with focus on the most deprived populations.

Under the Universal Immunization Program (UIP), the Government of Bihar has targeted 100 percent full immunization coverage by 2020, with vaccination against ten vaccine-preventable diseases - polio, diphtheria, tetanus, tuberculosis, pertussis (whooping cough), Hepatitis B, Hib, measles, Japanese Encephalitis and pneumonia. FFIC can save children’s lives, directly contributing to reducing the state’s infant mortality rate. However, the stated goals have not been fully achieved.

One of the key determinants in low demand for immunization is also socio-cultural factors. For example, children from most marginalized communities – Maha Dalits or minorities – get excluded. Also, in geographically hard to reach areas, limited availability of health services has adversely affected FIC and other child health indicators. Religious or traditional beliefs in some communities make them suspicious of immunization. Regular routine immunization coverage is also affected in flood-affected districts during rainy season. Poor awareness regarding importance of immunization in communities especially in Maha Dalits and other marginalized communities also prevents achieving FIC. Another important aspect is poverty, which restricts the parents to attend immunization camp / VHSNDs / HSCs as earning their livelihood is more important than immunization for their children as its impact on health of the children is not directly visible and hence immunization gets lower priority in their lives.

The government outreach health services are still very poor and the health workers working at the village or Panchayat level like ANM, ASHA and Anganwadi Workers are less effective to assist in vaccination against eight preventable killer diseases.

Despite the efforts made by the Government of Bihar to achieve the desired 100 percent coverage of target children with vaccination against eight preventable deadly diseases, the results have been less than satisfactory.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Working in close collaboration with C4D Officer/Specialist, IDA, the Consultant - Demand Generation for Routine Immunization shall be largely responsible for the implementation of the large-scale TOTS for MR campaign and IMI in 22 non-IMI districts of Bihar as well as building IPC skills of frontline workers and community mobilizers.

Key Deliverables:

(1) Coordinate with relevant convergent departments (Health, Education, Social Welfare, etc.) to organize State level TOT on BRIDGE for 22 non-IMI districts of Bihar;
(2) Coordinate with relevant convergent departments (Health, Education, Social Welfare, etc.) to organize State level TOT for Communication Planning for MR Campaign;
(3) Facilitate and support State level TOT for Communication Planning for both IMI and MR Campaign;
(4) Coordinate with convergent departments and support district level Communication planning workshop for microplanning as well as improving the communication skills of the health department on delivering key messages to the parents and caregivers;
(5) Provide all C4D related support at District events for sensitization of Stakeholders and Influencers such as Education department, ICDS department, health department, Religious Leaders, PRI members, IMA, IAP members, other groups such as Lions club, CBOs and other such networks;
(6) Provide handholding support as well as supportive supervision for quality assurance in implementing communication activities in the state (District, Block and Community);
(7) Provide assessment, oversight and monitoring support during MR campaign roll out in the state;
(8) Support in preparing GAVI Quarterly reports for RI activities in consultation with Supervisor;
(9) Support in strengthening the SBCC Cell, if required;
(10) Any other task assigned by the Supervisor.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicants must have a Post graduate Degree/ diploma in Social work, Sociology, Communication design or related Social Science from a nationally acclaimed/reputed institute.

Experience:
(1) Minimum five years experience of working within government systems with strong liaising skills;
(2) Experience in administration of Public Health programs is essential;
(3) Knowledge of national/ state training guidelines on the above is desired.

Skills and Competencies:
(1) Understanding of the concepts of Social and Behavior Change Communication;
(2) Understanding of the concepts of Adult learning, Social Mobilization, IPC and Participatory methods of training;
(3) Good track record demonstrating managerial skills and experience in administration of Public Health programs;
(4) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyze reports, plan and monitor projects
(5) Excellent written communication inter-personal communication and advocacy skills;
(6) Fluency in Hindi and English (both written and verbal) language;
(7) Computer literacy is essential.

5. NATURE OF ENGAGEMENT:

The SC-DGRI shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Professional fees of the selected candidate shall be Rs.1 lac per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SC-DGRI)

7. LOCATION: Patna, with need base travel to field.

8. DURATION: The consultancy assignment will be effective from the date of joining till December 31, 2018.
