1. POSITION VACANT State Consultant – Academic Support and Learning, International Development Agency, Ranchi, Jharkhand


Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

3. Project Background:

The Right of Children to Free and Compulsory Education Act (known as the RTE Act 2009) expects the state government to provide free and compulsory elementary education to every child of 6 to 14-year age group. Education Sector of IDA, Jharkhand works with the government system, media, judiciary system, Panchayat Raj system and Civil Society Organizations, Universities, and resource persons at different level so that maximum support is mobilized for ensuring children’s basic rights as desired under RTE Act. Major areas of activities of the sector include RTE related advocacy, capacity development, community mobilization, service delivery, partnerships, knowledge management, evaluation, monitoring, programming, socio-behavioural and cultural research etc.


Under the Supervision of Director, JCERT and Education Specialist, IDA office for Jharkhand the State Consultant – Academic Support and Learning will provide necessary support and contribute to creation of institutional capacity within SCERT to develop mechanisms to provide academic support to schools and to monitor learning outcomes.

Key Deliverables:

(A) Development of Core Group of resource teachers/ experts on academic support and learning;

(1) Consultation/ meetings with JEPC, DIET and JCERT team to identify areas on which schools need support;
(2) Discussion with teachers, BRCCs, CRCCs on current mechanisms for academic support;
(2) Desk review of academic monitoring formats used by education officials to monitor and support schools.
(3) Identification of potential subject specific resource teachers/ DIET team members who may contribute to state core on learning/ quality;
(4) Finalization of state core group members on academic support and learning (should include subject specific experts as well);
(5) Development of TOR/SOW for state core group on academic assistance and learning;
(6 ) Working with JEPC, JCERT and DIETS to organize state core group’s meeting;

(B) Assistance to state in development of mechanism to track learning;

(1) Contextualization of learning outcome indicators developed by MHRD to Jharkhand context in collaboration with academic experts, JCERT and JEPC;
(2) Working with JCERT to develop dissemination plans for learning outcome indicators;
(3) Assist JCERT in development of IEC material/ mechanism to engage community members/ SMCs on learning; ensure field testing/ validation of material;

(C) Assistance to DIET Ranchi, West Sighbhum, East Singhbum and Girdih on initiatives to improve learning;

(1) Field visits to four DIETS and discussion with DIETs to understand their status in terms of staffing, infrastructure, availability of labs and library facilities, ICT resources, allocations, tasks undertaken during past 2 years and so on;
(2) Development of status reports on DIETs based on observations on various parameters;
(3) Discussion with DIETs to further strengthen their roles as academic support institutions development of action plans based on discussions;
(4) n.  Follow on plans developed with DIETs for provision of academic support and supervision;
(5) Joint monitoring visits to schools with DIET faculties.


Applicants must have a Post graduate degree/ diploma in Education or social sciences.

(1) Minimum four years of experience in the field of school education, and child development
(2) Experience of working with UN agencies, or international organizations will be an added advantage.

Skills and Competencies:
(1) Good analytical, negotiation and communication (oral and written) skills;
(2) Computer literate and conversant with MS Office and its application, internet, e-mail;
(3) Knowledge/familiarity with the national flagship programmes (SSA, MDM, Teacher education and others) and experience of working with Government is required;
(4) Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective working relationships with governmental, non-governmental and civil society organizations;
(5) Fluency in English  and  Hindi are essential.
(6) Good writing skills in both English and Hindi are essential requirement


The SC-ICPS shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


Professional fees of the selected candidate shall be Rs. 70,000 per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SC-ASL).

8. LOCATION: Ranchi, Jharkhand with need base travel to field.

9. DURATION: The consultancy assignment will be effective from the August 1, 2018 till December 31, 2018.
