3. Project Background:

Under-nutrition among children remains a major development challenge across India, including Bihar. Poor child health and nutrition impose significant and long-term economic and human development costs, especially on the poorest communities. Improving child health and nutrition is not only a moral imperative, but also a rational long-term investment.

Bihar has the highest rate of stunting in India with every second child under five years being stunted adding up to 6.1 million children. 2.7 million children in Bihar are wasted while 7.5 million are anemic.

Poor maternal nutrition leads to increased complication during pregnancy, which sets in an inter-generational cycle of malnutrition. Almost 45% of all child deaths are due to poor nutrition. The data sets of NFHS-4 state that 48% children under 5 years in Bihar are stunted, 39.1% women aged 20-24 were married before 18 years of age, 3% mother’s had full antenatal check-up, 30.4% women in 15-49 had low BMI meaning that they are undernourished, and 58.3% pregnant were anemic. These factors are predictors for poor birth outcomes, which either result in still births or mortality in early neonatal period.

Similarly, breast feeding which is a significant contributor in child survival, is quite low in the state. In Bihar, only 34.9% children are breast fed within an hour of birth, while only 53.5% are exclusively breastfed for the first 6 months (NFHS 4). In many parts of Bihar, breastfeeding is delayed beyond the first hour and in some cases beyond the first day, which increases the risk of dying by as much as three times. Babies are often not clothed adequately immediately after birth and bathed too early. Strong cultural practices ensure that babies are not taken out of their households for the first six weeks, which applies to even sick newborn, which results in the delay in seeking appropriate care.

Bihar demonstrates a society with strong patriarchal norms and high degree of son preference. Consequently, gender discriminations are pervasive. Extremely high levels of gender discrimination against females in the provision of health care, nutrition, education and resource allocation have a direct bearing on disadvantaged survival status of girls.

IDA is supporting the state government in establishing a SBCC Cell cum Resource Centre in the State Health Society Bihar premises and built the capacity of health staff to impart training on SBCC to all midlevel and frontline heath functionaries and implement SBCC programmes.

In addition, the government of Bihar is also in the process of launching and rolling out the POSHAN Abhiyaan, a flagship programme of the Ministry of Women and Child Development (MWCD), government of India that aims to address the issue of stunting resulting from undernutrition among children in India. It was launched on 8th March 2018 and covers all 38 districts of Bihar. The goals and targets envisioned under the Abhiyaan are as follows:

POSHAN Abhiyaan ensures convergence with various programmes i.e., Anganwadi Services, Pradhan Mantri Matru Vandana Yojana (PMMVY), Scheme for Adolescent Girls (SAG) of MWCD Janani Suraksha Yojana (JSY), National Health Mission (NHM), Swachh - Bharat Mission, Public Distribution System (PDS), Department Food & Public Distribution, Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and Ministry of Drinking Water & Sanitation. POSHAN Abhiyaan focuses to lay emphasis on the first 1000 days of the child, which includes the nine months of pregnancy, six months of exclusive breastfeeding and the period from 6 months to 2 years to ensure focused interventions on addressing undernutrition. Besides, increasing the birth weight, it will help reduce both Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR). Additional one year of sustained intervention (till the age of 3 years) would ensure that the gains of the first 1000 days are consolidated. Attention is also given on children in the age group of 3-6 years for their overall development through the platform of the Anganwadi Services.

In keeping with the overall approach of the POSHAN Abhiyaan, the state government has resolved to implement the Jan Andolan component in Bihar and has constituted convergence committees at the state district and block levels. The roll out of the POSHAN Abhiyaan will be kick started with a mega launch of the Bihar POSHAN Jan Andolan Action Plan.

With the above background in mind, IDA Bihar Field office proposes to engage a highly competent Senior State Consultant SBCC - Child Development and Nutrition who would provide technical support to the state in rolling out the Jan Andolan piece under the POSHAN Abhiyaan. The consultant will support the State SBCC Cell and IDA at various stages in the implementation of the SBCC activities at state level and in selected districts, including maintaining relationships with the state and district line departments; key partners and other stakeholders. The consultant will work actively to provide technical support to strengthen state capacity to implement Jan Andolan in the field.


Working in close collaboration with C4D Officer/Specialist, IDA, the Senior State Consultant SBCC - Child Development and Nutrition will provide technical support to the state in rolling out the Jan Andolan piece under the POSHAN Abhiyaan. S/He will support the State SBCC Cell and IDA at various stages in the implementation of the SBCC activities at state level and in selected districts, including maintaining relationships with the state & district line departments; key partners and other stakeholders. The consultant will also work actively to provide technical support to strengthen state capacity to implement Jan Andolan in the field.

Key Deliverables:

(1) Support the state government and IDA to roll out the Jan Andolan Action Plan with focus on maternal, infant and young child nutrition (MIYCN);
(2) Establish synergy with the SBCC Cell within the Health department to incorporate common elements of the Jan Andolan with the SBC strategy on newborn survival and support in the implementation of both;
(3 Establish coordination with health, social welfare (ICDS and WDC) and other relevant departments to roll out the Jan Andolan in a convergent mode;
(4) Initiate capacity building of stakeholders on SBCC elements required under the Jan Andolan plan;
(5) Support SBCC Cell to design and plan communication activities related to Jan Andolan and neonatal survival;
(6) Coordinate with the Adolescent Cell to undertake capacity building exercises on adolescent and maternal nutrition;
(7) Liaison and coordinate with development partners, CSO partners and other stakeholders on the Jan Andolan Action Plan implementation;
(8) Liaison and coordinate with communication agencies for development/customization of communication material and messages;
(9) Support in monitoring of activities rolled out under the Jan Andolan Plan;
(10) Provide support to state in strengthening/institutionalizing the M&E framework and tools (as per national guidelines), including supportive supervision for SBCC activities;
(11) Coordinate with the Section Heads, Officers and Consultants of the health and nutrition sections of IDA and concerned government counterparts and development partners to establish coordination and convergence of activities;
(12) Participate and represent, as required in state/district/block workshops, advocacy consultations, review and convergence meetings;
(13) Any other tasks that need to be carried out in consultation with C4D Specialist and other IDA staff members


Post graduate degree/diploma in Social work, Sociology, Communication design or related Social Science from a nationally acclaimed/reputed institute;

(1) Minimum 10 years of work experience at regional or district level in programme management including coordinating, developing, planning and monitoring of nutrition related interventions, modules and guidelines;
(2) Minimum five years of experience of working within government systems with strong liaising skills.

Skills and Competencies:
(1) Understanding of the concepts of Social and Behaviour Change Communication;
(2) Understanding of the concepts of Adult learning, Social Mobilization, IPC and Participatory methods of training, communication research is preferred;
(3) Proven skills in undertaking training need assessment and performance gap analysis to identify areas, topics and skills for trainings;
(4) Good track record demonstrating managerial skills and experience in administration of Public Health and Nutrition programs;
(5) Knowledge of RMNCH+A interventions, RCH, MIYCN, WASH and Call to Action for Child Survival agenda is a must;
(6) Knowledge of national/State training guidelines on the above is desired;
(7) Knowledge and experience of working with CBOs and NGOs;
(8) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyze reports, plan and monitor projects;
(9) Excellent written communication inter- personal communication and advocacy skills;
(10) Fluency in Hindi and English (both written and verbal) language;
(11) Computer literacy is essential.


The SBCC-CSD shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


Professional fees of the selected candidate shall be Rs. 1,05,000 per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SBCC-CSD).

9. DURATION: The consultancy assignment will be effective from the date of joining till December 31, 2018.
