Programme Background
The Government of Orissa (GoO) has developed a comprehensive Orissa Health Sector Plan (OHSP) 2005-2010. This provides a unique opportunity for the Government to align its own, the Government of India’s and development partners’ resources to meet the State’s priorities and help address the major shortcomings in both public and private health provision. DFID provides Health Sector Budget Support to the GoO channelled through the Departments of Health and Family Welfare (DoH&FW) and Women and Child Development (DWCD).
The OHSP aims to achieve equity in health outcomes and has a key focus on access and utilisation of services by vulnerable and marginal groups including women, schedule caste (SC) and schedule tribe (ST) populations. It aims at delivering accountable and responsive health care to reduce maternal mortality; infant and child mortality; reduce the burden from infectious diseases; under-nutrition and nutrition-related diseases and disorders.
GoO has established an Orissa State Health Mission (OSHM) for OHSP oversight, consisting of a Steering Group chaired by the Chief Minister and an Empowered Committee headed by Commissioner-cum-Secretary, DH&FW. The Mission Directorate, headed by the Director National Rural Health Mission (NRHM) provides technical and implementation support for NRHM and OHSP. Responsibility for delivery of health services lies with the Directorates of Health Services and Family Welfare. Other Directorates are responsible for Medical Education and Training, State Institute and Indian System of Medicine and Homeopathy.
DFID has contracted a Technical and Management Support Team (TMST) to work with the OSHM, the Directorates and DWCD to help achieve OHSP objectives. The Options-IPE Joint Venture, in association with CARE, was awarded the contract on 1 April 2008. Technical Assistance is provided from within a Core Team, short-term Resource Pool, or through Options-IPE procuring additional sub-contracts on behalf of the DoH&FW. The current phase of support continues up to 31st March 2012.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The PPP Expert shall be based in Bhubaneswar and will be responsible for the Strengthening private sector partnerships to meet public health goals.
Key Duties and Responsibilities shall include:
(1) Managing PHCs and NGO schemes.
(2) Implementing PPP in Urban slum health care and in Health training
(3) Accreditation private agencies for running nursing school and colleges.
(4) Monitoring Hospital cleanliness and security services and help desk for patients
(5) Accreditation of private hospitals for institutional delivery and family planning services.
(6) Strengthening the existing portfolio of partnerships, especially with respect to monitoring quality and results based contracts.
(7) Broadening the scope of partnerships in areas like malaria and safe abortion services.
(8) Exploring Private sector involvement together with protection/targeting for the poor through interventions like vouchers or other demand side financing mechanisms.
(9) Working closely with national and state level institutions to identify, develop, and implement PPP projects as a mechanism for meeting Orissa’s infrastructure investment priorities in the health sector.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Minimum Masters Degree in Public Health/Communications/ Social Work/ Advocacy/ Rural development and Communication or any related field from a reputed institute.
Experience:
(1) Minimum ten years of experience in providing technical assistance in developing and implementing PPPs or related activities resulting in for profit infrastructure investment in India and the region.
(2) Proven track record of successful capacity building and association with PPP transactions that have reached closure.
(3) Familiarity with PPP best practices.
(4) Proven ability to find non-traditional means of accomplishing objectives.
(5) Ability to prepare manuals and training materials.
Required Competencies:
(1) Proven ability to build capacity in counterparts.
(2) Ability to enlist others in accomplishing the greater objective (international donors and government counterparts).
(3) Ability to interact and advise senior government counterparts on policy and other strategic planning issues.
(4) Capacity to effectively resolve conflict and overcome resistance to change;
(5) Creative and flexible team player
(6) Knowledge of MS Office and internet operations.
(7) Good verbal communication skills and the ability to work with staff at all levels of the organization.
(8) Excellent written and spoken English, and preferably Oriya
Having prior experience in Eastern India (Orissa) and DFID experience are desirable.
5. COMPENSATION OFFERED:
Compensation will be in line with the past experience, qualifications and salary history of the selected candidate and will not be a bar for the best possible candidate.

Selected candidates shall be offered a 12 month consultancy contract, extendable based on performance.
