1. POSITION VACANT:  Program Officer, The Swedish Organization for Individual Relief, Dehradun (2 vacancies)

2. ORGANIZATION BACKGROUND:

The Swedish Organization for Individual Relief (SOIR-IM) is an Indian NGO working in the areas of education and economic empowerment for marginalized groups, such as, rural women, tribals, migrant labourers, Tibetan refugees, children with disabilities, etc.

SOIR-IM has been working in India since the 1970s, through supporting NGO partners. SOIR-IM presently works with eight partner organizations across the country. The majority of funding comes from the Government of Sweden, through a donor organization in Sweden.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Country Director, the Program Officer shall be responsible for partner accompaniment, ensuring compliance with the Planning, Monitoring and Evaluation (PME) cycle, thematic and programmatic development in accordance with SOIR-IM’s overall strategic plan 2019-2023. S/he shall be building strategic alliances and network using partner’s grassroots actions, learning, research and advocacy ability in coordination with Country Director and following SOIR-IM internal policy framework and directives. S/he shall continuously be updating the Director about ongoing activities.

This is an exciting opportunity for a development program management professional with strong commitment to the values and mission of fighting poverty, inequality and exclusion and a strong belief in women’s rights, to come on board with a credible NGO, doing excellent rights-based work in India.

Key Roles and Responsibilities:
(1) Suggesting partners for selection; Conducting assessments, follow-up and management, in accordance with SOIR-IM’s approach to partnership, PME process and qualitative requirements;
(2) Overseeing assigned partners, including overall planning, result based monitoring and evaluation and reporting to SOIR-IM in accordance with internal and external requirements and deadlines;
(3) Ensuring that the operations of partner organisations comply with SOIR-IM’s strategic policies, regulations and strategic focus in India;
(4) Ensuring both narrative and financial reporting, audit processes of partner organisations for effective and efficient use of funds and compliance with legal and internal requirements;
(5) Developing and maintaining in-depth knowledge and analysis about partner organisations and their interventions, the context in which they work with focus on results, strengths and weaknesses, capacity requirements and organisational development, along with facilitating the organisational capacity development of partner organisations, based on their needs and priorities;
(6) Identifying networks and alliances in consultation with the Country Director;
(7) Facilitating partners’ learning exchanges and linkages with networks and other alliances for advocacy and strengthening of civil society;
(8) Contributing to a professional and positive work environment within SOIR-IM as well as at partner organisation and other external stakeholders including SOIR-IM’s overall capacity development in the country;

Key Tasks:
(1) Facilitating strategic partnerships with designated partner organisations in line with SOIR-IM’s requirements and strategic priorities in the Country;
(2) Keeping regular contact with partner organisations, acting as a dialogue partner and advisor, ensuring good communication and partnership approach;
(3) Ensuring the quality of partners’ financial and narrative planning, monitoring, evaluation and learning, including anti-corruption measures and audit processes;
(4) Conducting and filing monitoring reports and reviewing and evaluating partner proposals;
(5) Facilitating organisational and capacity development of partner organisations, based on their needs and priorities;
(6) Promoting and supporting the application of SOIR-IM’s mainstreaming areas and ensuring that partner organisations act in accordance with SOIR-IM’s policies and requirements;
(7) Developing and documenting plans, reports and other information, in accordance with internal and external requirements and systems;
(8) Developing new knowledge and sharing of information within organisational prioritised areas, staying updated on relevant international and national initiatives, strategies, methodologies, standards and legislation;
(9) Contributing to the strategic and overall capacity development of SOIR-IM, by participating in learning processes and cross-regional sharing of knowledge and experiences;
(10) Contributing to donor coordination for SOIR-IM, by networking with relevant external stakeholders, in coordination with the Country Director;
(11) Contributing to the financial sustainability of SOIR-IM by identifying local opportunities for fundraising and resource mobilisation;
(12) Contributing to administrative and other tasks as assigned by the Country Director.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        

Qualifications:
(1) The applicant must possess a degree in development studies, social sciences, social work, gender, international relations, human rights or related field from a reputed college, or educational institution;
(2) Master’s Degree in the above field would be an advantage

Experience:
(1) Minimum seven years of relevant experience within the development sector;
(2) Experience in supporting small and local/national NGOs in designing and monitoring development projects including advocacy;
(3) Prior experience of working with education and/or livelihood projects, gender, advocacy, networking and campaign;
(4) Understanding of methodologies regarding organizational development and capacity building of civil society organisations.

Skills and Competencies:
(1) Good project management skills, including planning, monitoring, evaluating and reporting;
(2) Good understanding of the dynamics, opportunities and challenges for civil society organizations in India;
(3) Excellent interpersonal skills, including relationship building, networking, presentation, partnership development and internal and external communication skills;
(4) Excellent written and verbal skills in English; Knowledge in Hindi or other regional language;
(5) Excellent organizational skills;
(6) Ability to work independently and responsibly and take initiative, but should also be a good team-player;
(7) Ability to meet deadlines and work effectively on a range of tasks;
(8) Proficient in Microsoft Word, Excel and Powerpoint;
(9) Willing to travel frequently to remote areas.

5. COMPENSATION OFFERED:

Gross annual remuneration budgeted for the position ranges from Rs. 6 to 7 lacs per annum but shall not be constraint for a right candidate. Please note that offers shall be commensurate with the qualifications, experience and salary history of the selected candidate.

6. APPOINTMENT: This is a full-time position and the initial contract will be offered for a period of two years, which shall be renewable based on performance.
