PROGRAMME DESCRIPTION
Department of Public Health & Family Welfare, Govt. of Madhya Pradesh (GoMP) has instituted its Health Sector Strategy (HSS) (2007-2012), which provides a unique opportunity for the government to prioritize the use of its limited resources and to help address the major shortcomings in both public and private health provision. One of the major objective of the HSRP programme is to equip the hospitals / rural health centers with required equipments and make ready availability of all essential drugs.
The DFID funded, Madhya Pradesh Health Sector Reform Programme (HSRP) supports six priority outputs of this reform strategy:
Assistance is provided to GoMP as sector poverty reduction budget support (PRBS). Though funds are currently channeled through the Department of Public Health and Family Welfare (DPH&FW), they are to be utilized by both DPH&FW and Department for Women and Child Development (DWCD) in support of achievement of HSRP outputs and milestones. HSRP also provides technical cooperation (TC) funding.
DFID has contracted a Technical Assistance Support Team (TAST) to work with DPH&FW and DWCD to support achievement of agreed annual milestones. The IPE-Options UK (Joint Venture), renders the MP-TAST. The Technical Assistance (TA) is provided by a Core Team of experts complemented by a short-term Resource Pool Co-managed by IPE Global for procuring additional sub-contracts and on behalf of the two departments.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Programme Manager/ Deputy Team Leader shall be based in Madhya Pradesh and will be responsible for ensuring the timely delivery of quality technical outputs, management of sub contracts, ensuring strong relationships with GoMP partners and other key stakeholders, support dissemination of products.
Key Responsibilities:
(1) Jointly agreeing monthly work plans with Team Leader and monitoring progress against work plan on weekly basis, ensuring timely delivery of agreed products, approval of monthly timesheets and travel requests;
(2) Meeting regularly with key government stakeholders (in Department of Public Health and Family Welfare (DoPH&FW) and Department for Women and Child Development (DWCD) to update and appraise of work plan progress, identify any key constraints to work plan progress and agree corrective actions;
(3) Promoting multi-disciplinary ways of
working and ensuring technical products are developed with provision of cross-sectoral
inputs by the relevant experts;
(4) Ensuring all technical products fulfill the prescribed cross TAST Quality
Assurance process prior to submission to DFID and GoMP;
(5) Coordinating all new TA requests from DoPH&FW and DWCD, and DFID and jointly with Team Leader agreeing a response and tracking their progress;
(6) Coordinating and supporting use of short term national and international consultant from the resource pool;
(7) Managing the delivery of products from the sub contracts budget, including the tendering process, intermediate deliverables (inception report, research tools etc) and timely delivery of final quality products;
(8) Managing communications with all other stakeholders, including development partners, civil society and other TASTs;
(9) Proactively disseminating all programme activities and products to stakeholders, including coordination of contributions to Pulse newsletter, DFID spotlight and other human interest stories, updating of the web site, and dissemination of technical products produced by TAST;
(10) Supporting production of six monthly and monthly progress reports for DFID
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
MBA or Masters degree in Public Administration or other related fields.
Experience:
Minimum 10 years of post qualification work experience in Programme Management, managing similar development programmes.
Required Competencies:
(1) Strong leadership and interpersonal skills
(2) Prior experience of working with donor agencies like DFID, World Bank, ADB, etc
(3) Familiarity and knowledge of public administration systems
(4) Excellent communication skills in English and Hindi.
(5) Computer proficiency with high level of familiarity with data base management programme and commonly used packages
5. COMPENSATION OFFERED:
Compensation will be in line with the past experience, qualifications and salary history of the selected candidate and will not be a bar for the best possible candidate.

7. DURATION OF CONTRACT:
Selected candidates shall be offered a 12 month consultancy contract, extendable based on performance.
