3. JOB DESCRIPTION/ RESPONSIBILITIES:
Job Purpose
The incumbent shall provide technical assistance to the National AIDS programme in the areas of prevention of parent to child transmission (PPTCT) and counseling and testing (ICTC). The ICTC and PPTCT programme comprises the foundation of HIV services and serves as a gateway for entry into the prevention, care, support and treatment programme.
Under the overall guidance of the WHO Representative to India (WR-I) and direct supervision and technical guidance of the Medical Officer (HIV/AIDS) at the WHO India Country Office, s/he will be following the framework of WHO technical guidelines and ensure their applicability in national policies, in which capacity s/he will be responsible for the following:
Key Responsibilities:
(1) Providing technical and policy support/advice to NACO on all aspects of integrated counseling and testing services/ program that includes, voluntary counseling and testing, and prevention of parent to child transmission (PPTCT) program. This will also involve integration and coherence with other programs like MCH, RNTCP and NRHM;
(2) Planning, coordinating and implementing action plans in this area as guided by NACO and the Technical Resource Group (TRG) on ICTC and PPTCT, including conducting regular meetings with TRG and other partners as per program needs;
(3) Developing, coordinating and implementing the operational framework to roll out the PPTCT continuum of care for mother and child, including ART, ARV prophylaxis for mother-child, in close coordination with the laboratory, care and treatment division in NACO;
(4) Planning and coordinating for scale up HIV-TB collaborative activities relevant to ICTC services;
(5) Planning, coordinating, implementing and monitoring a training plan for ICTC and PMTCT services;
(6) Assisting State AIDS Control Societies to plan and implement ICTC and PPTCT services in the states;
(7) Undertaking monitoring and evaluation activities for the ICTC and PPTCT program and to develop M&E system where needed. This also includes establishing pharmacovigilance mechanisms for use of ARV drugs in pregnancy;
(8) Identifying and facilitating priority areas for operational research;
(9) Generating quarterly progress reports on the status of the project;
(10) Providing end of assignment report directly to the WR-I;
(11) Performing any other issues/responsibilities as assigned by the WR-I.
4. QUALIFICATIONS:
(1) Applicants must have a Degree in Medicine and a Masters Degree (MD) in Public Health/Preventive and Social Medicine/ MPH from a recognized university;
(2) A postgraduate degree or diploma in medicine/ paediatrics/ obstetrics and gynaecology/ maternal and child health is desirable.
5. EXPERIENCE:
Minimum five years of in programme management and public health.
6. SKILLS & ATTRIBUTES:
(1) Very good knowledge of state of the country’s needs and priorities in testing and counseling and/ or prevention of parent to child transmission;
(2) Sound knowledge of maternal and child health services; proven ability to communicate clearly on a broad range of issues in public health;
(3) Experience in managing counseling and testing and/or PPTCT programmes and/or maternal and child health services at state or regional level is essential;
(4) Experience in working in health services at state and district or sub-district level will be an advantage;
(5) Experience in strategy development;
(6) Proficiency in computer applications;
(7) Excellent knowledge of spoken/written English and local language (Hindi).
7. COMPENSATION OFFERED:
Approximate initial taxable remuneration for the vacancy shall be INR 113,500/- pm.
