2. ORGANIZATION BACKGROUND:

 

The World Health Organization’s (WHO) mandate revolves around six core functions:

 

(1) Providing leadership on global health matters;

(2) Shaping the health research agenda;

(3) Setting norms and standards;

(4) Articulating evidence-based policy options;

(5) Providing technical support to countries; and

(6) Monitoring and assessing health trends.

 

The WHO Country Office in India (WCO-India) provides wide-ranging policy inputs and technical assistance to the Ministry of Health & Family Welfare (MoHFW), in the area of health and health systems, to support a range of health initiatives that include National Rural Health Mission, Universal Coverage, Polio Surveillance, TB Control, HIV/AIDS, Roll Back Malaria, Tobacco Free Initiative, Health Financing, Trade Agreements and Health, Non-communicable Diseases, Environment and Health etc.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Job Purpose

 

To provide technical support to WCO India Office and Ministry of Health and Family Welfare, Government of India, in the areas of International Trade Related Agreements and Health.

 

Under the overall guidance and oversight of the WHO Representative to India (WR-I), direct supervision of Public Health Administrator, technical guidance of the Technical Officer, Health Systems, and in close collaboration with the WHO/SEARO, the incumbent will work as Technical Officer (International Trade Agreements & Health), in which capacity he/she will:

 

Key Responsibilities:

 

(1) Strengthening capacity of WHO Country Office for India in providing technical support to the Ministry of Health and Family Welfare, Government of India, in the areas of International Trade Related Agreements and Health with a primary focus on WTO, TRIPS, GATS etc.;

(2) Developing plans and activities with national authorities for implementation under the collaborative programme of WHO-GOI biennium work plan for the areas of International Trade Related Agreements and Health;

(3) Liaising with concerned technical units/departments of MOH&FW and others to harmonize recommendations on policies relating to International Trade Related Agreements and Health to be suitably adapted to the Indian context;

(4) Conducting and facilitating quantitative and qualitative studies including studies related to International Trade Related Agreements (GATS, WTO, TRIPS etc.) and Health Issues and identify relevant stakeholders and institutions for collaboration to pursue set objectives;

(5) Collaborating with state, national authorities, non-governmental organizations and international organizations and other stakeholders on implementation of planned activities;

(6) Follow-up, monitoring and reporting on the progress of work as required in the GOI-WHO health programmes;

(7) Preparing proposals, policy & technical notes , briefs and dissemination material for WHO related meetings (World Health Assembly, Executive Board etc.) and for other various purposes and at various levels;

(8) Contributing to evaluating the impact of WHO work in India (aggregated and on area by area bases), design evaluation methodology and tools (e.g. country work evaluation templates, cost-effectiveness assessment in semi-annual and annual activity reports);

 (9) Contributing to end-of-biennium performance assessment exercise throughout WCO-India;

(10) Compiling useful lessons learnt from the performance assessment and evaluation exercises, drawing attention to any significant issues, pitfalls and concerns of relevance; produce evaluation reports;

(11) Identifying and liaising with national centers of excellence through closely working with them and facilitate their designation as WHO collaborating centers whenever appropriate;

(12) Assisting in mobilizing resources for the area of International Trade Related Agreements and Health as well as for various evaluation and performance assessment exercises;

(13) Undertaking any other tasks and responsibilities as assigned by WHO Representative to India.

 

4. QUALIFICATIONS:

 

(1) Applicants must have a Masters in health or social sciences (public health, law, economics, health administration, political sciences, pharmaceutical sciences or other related subjects) from a recognized university;

(2) Postgraduate qualifications in public health with a focus on International Trade and Health and on Evaluation would be an advantage.

 

5. EXPERIENCE:   

 

(1) Minimum five years of experience in the area of public health with a focus on Trade Agreements and Health

(2) Applicants must also have a minimum of at least two years of experience working at the national / state level with intergovernmental organizations on globalization, trade and health issues. 

 

6. SKILLS & ATTRIBUTES:

 

(1) Experience of implementing policies on international trade, WTO, IPR, GATS and health and in evaluating public health programmes;

(2) Experience in working with inter-disciplinary teams.

 

7. COMPENSATION OFFERED:

 

Approximate initial taxable remuneration for the vacancy shall be INR 131,400/- pm.
