1. POSITION VACANT: HR, Administration and Procurement Manager (HAPM)
2. ORGANIZATION BACKGROUND:
Marie Stopes International (MSI), is the world’s premier international family planning organisation, delivering quality family planning and reproductive healthcare to millions of the world's poorest and most vulnerable women.
MSI provided 25 million Couple Years of Protection (CYPs) to clients across 44 countries in 2011, including family planning, safe abortion and and child health care (including safe delivery and obstetrics), as well as diagnosis and treatment of sexually transmitted infections and HIV/AIDS prevention.

Marie Stopes India (MS India) is commencing a period of geographic and programmatic expansion, which includes an increase in outreach services and private provider partnerships. MS India would like to engage an exceptional HR, Administration and Procurement Manager (HAPM), to recruit and retain the best talent in the sector to work within a world-class environment in terms of systems, resources and equipment.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The primary responsibility of the HAPM shall be to further MSI’s mission of enabling individuals’ right to ‘Children by Choice Not Chance.’
Reporting to the Programme Director, the HAPM shall be a part of the Senior Management Team and must have experience of Strategic and Operational HR, Procurement, Logistics and Administration, preferably with an INGO/ NGO, having multi-state operations.
Key Responsibilities:
(1) HR Strategy
(a) Evolving the organisation’s HR Strategic Plan to shape a team to deliver on the organisation’s Power of Ten Strategic Goals to 2015;
(b) Developing strategies which facilitate the recruitment of appropriately qualified, talented and committed people, ensuring their retention;
(c) Developing and implementing a transparent and competitive compensation and rewards framework, based on comprehensive market analysis and in alignment with MS India’s budget;
(d) Developing an Annual Appraisal Cycle with a view to ensuring the continuous improvement and development of MS India staff;
(e) Keeping track of the training needs and leadership capacity of staff and putting in-place a comprehensive annual training plan;
(f) Ensuring that recommended MSI behaviours are inculcated and adopted by the entire organisation;
(g) Formulating strategies for increased Employee Engagement.
(2) HR Operations
(a) Developing and managing the HR Department which includes setting targets and monitoring performance;
(b) Ensuring adherence to and report on compliance with Human Resource policies and practices, in line with local statutory and legislative as well as with global partnership requirements;
(c) Developing local HR policies and procedures and presenting the same to the Executive Team for approval;
(d) Maintaining and updating organization charts, job frameworks and employee records;
(e) Supporting managers and staff in the implementation of the Appraisal Cycle and monitoring as well as, reporting on progress, twice a year;
(f) Preparing and managing the organization’s national HR budget;
(g) Participating in local NGO and multi-sector HR networks, ensuring that learning is shared and utilized in day-to-day work.
(3) Procurement
(a) Developing and supporting transparent and efficient systems for procurement and supply chain management, based on MSI Global Procurement Standards;
(b) Developing and managing the Procurement Department which includes setting targets and monitoring performance;
(c) Managing key supplier relationships with a view to delivering high performance in cost, service and quality;
(d) Providing technical inputs for negotiations.
(4) Administration
(a) Ensuring effective Facility Management of all MS India country offices;
(b) Developing and implementing robust administrative and inventory control processes across the organisation;
(c) Ensuring the Asset Management Plan is in-place and all assets fully insured;
(d) Ensuring effective Fleet Management, with vehicle efficiency optimised as per MSI Fleet Management Standards.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
(1) Applicants must have a Masters in Business Administration with a specialisation in Human Resources or an equivalent degree from a reputed institute;
(2) Good understanding of issues relating to the management of human resources, compensation management, labour law, etc, shall be an advantage.
Experience:
(1) Minimum of five years of relevant work experience in a similar position, preferably in the development/ health and/ or medical sector;
(2) Demonstrated experience in managing human resources, developing systems and ensuring compliance with statutory rules and regulations;
(3) Experience of managing a large number of contractual staff is desirable.
Skills:
(1) Management Skills: Analytical, organizational and problem-solving capabilities;
(2) Interpersonal Skills: Good negotiator, results driven, highly motivated;
(3) Pro-choice on abortion and pro-private healthcare;
(4) Excellent verbal and written communication skills, both in English and Hindi. Knowledge of any other regional language shall be an advantage;
(5) Ability to travel extensively.
5. CONTRACTUAL EMPLOYMENT: The successful candidate would be offered a permanent contract with MS India, subject to a 6 month probationary appraisal and satisfactory annual appraisals thereafter.
6. COMPENSATION OFFERED: Gross annual remuneration budgeted for the position is Rs. 12 to 15 lakhs pa, on a cost to organization basis. Offers shall be commensurate with the qualifications and experience of the selected candidate.
