Grants Management Officer (India HIV/AIDS Alliance, New Delhi)


1. POSITION VACANT: Grants Management Officer (GMO- India HIV/AIDS Alliance)

2. ORGANIZATION BACKGROUND:


 

Established in 1999, the India HIV/AIDS Alliance comprises a Secretariat in New Delhi, five lead partner organisations (the Linking Organisations within the Global Alliance) and their networks of over 100 community-based non-governmental organizations (NGOs) and community-based organisations (CBOs) across Andhra Pradesh, Tamil Nadu and Maharashtra states, and a state partner in Manipur.

 

The Alliance in India has supported over 120 community-based projects through its NGO and CBO partners to prevent HIV infection; improve access to HIV treatment, care and support; and lessen the impact of HIV. The last including reducing stigma and discrimination, particularly among the most vulnerable and marginalised communities key to the epidemic – sex workers, men who have sex with men (MSM), injecting drug users (IDUs) and adults and children living with and/or affected by HIV.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Grant Management Officer will report to the Director- Finance and Operations and be responsible for the overall management of partners under specific grants assigned to them. S/he will be responsible for the timely disbursement of funds to Alliance India sub-recipients and its proper accounting, ensuring compliance with local legislation requirements. S/he will work closely with the corporate accounts and programme teams, to ensure that donor contractual obligations and project deliverables are shared with and met by Alliance India partner organizations. S/he will also provide technical support to India HIV/AIDS Alliance partner organizations (sub-recipients), in all areas of financial management.

Key Responsibilities:

(1) Overall management of partners; monitoring and financial management of specific grants including the timely disbursement of grants;
(2) Providing support for strengthening the grant cycle through the regular assessment of strategic and operational needs of the Finance and Programme teams; proposing and developing new processes and procedures, including proposing updates for the Alliance’s Onward Granting Policies and Procedures;
(3) Extending support to the process of signing grant agreements with partner organizations, designing/ maintaining systems, ensuring timely renewals, amendments, closeouts, etc. of various sub- grants in accordance with contractual obligations and Alliance India regulations;

(4) Regularly monitoring financial performance of Alliance India partner organizations, including monitoring of spending under sub-grants, analyzing and preparing financial  reports on all grants activities to relevant units, donors and other external bodies;
(5) Working with the Programme Teams for designing budgets and reporting forms that reflect programmatic goals and also ensuring that grant funds are effectively utilized against programme deliverables;
(6) Providing inputs to the budgeting process for various donor programme activities in addition to quarterly Budget vs. Actual (and variance) Analysis for donor reporting and review of programme activities;
(7) Ensuring clear understanding by relevant donors of Alliance India and local legislation regulations, taking a lead in the financial and narrative part of pertinent donor reporting;

(8) Ensuring compliance by Alliance India and its NGO partners with local legislation, internal Alliance India / UK requirements, and various donor regulations and policies;

(9) Liaising with appointed external auditors for partner organizations (sub-recipients) and reviewing external audit opinions on financial reports from partner organizations and incorporating them into donor reports;

(10) Identifying areas where Alliance India NGO partners require support and providing specific technical support on financial management, internal control systems, budgeting and sub-grants management, etc. for ensuring effective programme implementation;

(11) Supporting the senior management team in the preparation of management reviews on programme activities and preparing tailor made reports, as and when requested;

(12) Complementing the activities of other departments within the team and providing support wherever required;

(13) Extending support in resource mobilization activities, especially in the development of budgets in line with concept notes and work plans for various project/ programme proposals;

(14) Strictly following team objectives and individual activity plans and proactively contributing to the achievement of strategic directions of the organization, ensuring adherence to the quality and timeliness of deliverables;

(15) Participating, as requested by the Line Manager, in relevant external committees, partnerships and consortia, which involve Alliance India as members;


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:


Masters in Commerce or equivalent degree, from a reputed institute. Applicants with a professional qualification in accountancy, would be at an advantage.

 

Experience:

 

Four to six years of relevant experience with at least four years in an NGO or comparable setting.

 

Skills and Attributes:

(1) Good understanding of development issues and the HIV epidemic in India
(2) Experience of project proposal development and budget preparation
(3) Demonstrated experience of computerized accounting, especially Tally

(4) Demonstrated experience in compliance with statutory and contractual requirements

(5) Demonstrated experience of onward granting in the non-profit sector

(6) Demonstrated knowledge and understanding of partnerships, principles of NGO support and/or donor environment

(7) Experience of providing technical support to and capacity building of organisations

(8) Strong analytical skills, and the ability to synthesize complex concepts and to communicate them effectively

(9) Ability to work effectively in teams as well as independently

(10) Excellent writing and verbal communication skills

(11) Ability and willingness to undertake extensive travel within India

(12) Strong commitment to HIV/AIDS and sexual and reproductive health and rights

(13) Fluent in English and Hindi.

 

The position requires strong commitment to HIV/AIDS, sexual and reproductive health and NGO activities in India, as well as a strong interest in and understanding of related issues.

5. COMPENSATION OFFERED:

 

The compensation budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.


6. TENURE:

 

The successful candidate shall be offered a three year contract with India HIV/AIDS Alliance. Contracts are renewable, subject to satisfactory performance.
